Prevent and resolve major risks and strive to create a new situation in mine safety production

As a high-risk industry, mining has always been highly valued by the Party Central Committee and The State Council, and has always been the top priority of safety production work. The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China stressed the need to coordinate development and safety, adhere to the principle that people come first and life comes first, improve and implement the responsibility system for work safety, strengthen supervision and law enforcement of work safety, and effectively curb major and major safety accidents in mines. This has pointed out the direction for us to do a good job of mine safety production in the new development stage and provided the following.

 We strengthened the investigation and management of major risks and hidden dangers, implemented responsibilities, strengthened basic work, intensified law enforcement, and severely cracked down on violations of laws and regulations. We achieved "three significant reductions" in the number of mine accidents, the number of deaths, and the death rate of coal mines by one million tons. No particularly major mine accidents occurred, and for the first time since the founding of New China, there were no major coal mine gas accidents in the whole year. We accomplished all the goals and tasks of the 13th Five-Year Plan. In 2020, compared with 2015, the number of coal mine accidents and deaths will drop by 65.3 percent and 62.4 percent respectively, the number of major accidents will drop by 40 percent, and the death rate of coal mines per million tons will drop by 64.2 percent. The number of accidents and deaths in non-coal mines decreased by 28.2 percent and 39.2 percent, respectively, and the number of major accidents decreased from 2 to zero.

Although the work of mine safety in recent years has achieved obvious results, but the situation is still complex and severe, major accidents have not been prevented, large accidents occur from time to time, there are also repeated violations of the law and violations of the repeated punishment, the three-year special rectification of production safety action is not solid enough, the implementation of the main responsibility of enterprises is not in place, supervision and supervision efficiency needs to be improved and other problems. It also faces the safety risks brought by unreasonable industrial structure, increasingly serious disasters, tight mining succession, uncertain external environment and insufficient personnel experience and ability. It is necessary to strengthen the sense of danger, adhere to the bottom line thinking, accurately identify changes, scientific response, take the initiative to change, take effective measures to solve, and strive to create a new situation of mine safety production.

2021 is the 100th anniversary of the founding of the Party, the first year of the "14th Five-Year Plan", and the first year after the formal establishment of the National Mine Safety Administration to fully perform its duties.  In order to prevent and curb major accidents as the goal, to carry out the investigation of production safety as the starting point, in-depth promotion of the three-year special rectification of production safety action, both symptoms and root causes, comprehensive treatment, precise policies, pay close attention to implementation, and strive to achieve the total number of accidents, major accidents, major accidents, coal mine mortality of one million tons "four decline", with outstanding achievements to celebrate the 100th anniversary of the founding of the Party. The key tasks are:

(2) To carry out a comprehensive investigation as an important starting point, deepen the three-year special rectification campaign for mine safety production.  2021 is a concentrated stage, to comprehensively and deeply carry out coal mine safety production investigation, to achieve coal mine self-inspection and self-reform, enterprise internal inspection, regulatory inspection and supervision and law enforcement four 100%; Organize consultations of experts in metal and non-metal underground mines, pay close attention to the advance treatment of major disasters such as coal mine gas and water damage, the storage, management, blasting and hot fire operations of underground mines, winter ore drawing of tailings ponds, flood drainage systems and other key links, and strive to solve deep-level problems. It is necessary to make good use of laws and regulations such as the Amendment to the Criminal Law (XI), Order No. 446 of The State Council, and Order No. 4 of the Ministry of Emergency Management, to hit the pain of serious violations of laws and regulations before the accident, and to stop production and rectify enterprises with major hidden dangers in accordance with the law until they are closed and withdrawn.

(3) To eliminate and exit as the root solution to promote the safe development of mines. It is necessary to incorporate the work of mine elimination and withdrawal into the "14th Five-Year Plan" for mine safety, further raise the minimum mining scale and minimum service life standards for key minerals, and implement total control of tailings ponds, only reducing and not increasing. It is necessary to speed up the classified disposal of coal mines below 300,000 tons/year, and give priority to closing non-coal mines associated with coal that do not meet coal-related standards. It is necessary to encourage large mining enterprises to integrate and reorganize a number of small mines that exploit the same ore body and have multiple mining rights, and speed up the solution of the problem of "how small and scattered".

(4) Take intelligent construction as the main direction of attack, and constantly improve the essential safety level of mines. It is necessary to implement the spirit of the national intelligent coal mine construction site promotion meeting, implement the action plan for intelligent mine development, and accelerate the construction of an intelligent coal mine system with intelligent perception, intelligent decision-making, and automatic execution. It is necessary to promote intelligent mining, unmanned auxiliary systems, unattended fixed positions or remote monitoring, and accelerate the filling of robot research and development gaps such as underground handling. It is necessary to organize the activities of "safe science and technology into mining areas", give full play to the role of existing national key laboratories and technical platforms such as gas, water damage, and tailings ponds, and improve scientific and technological support capabilities.

5. Taking the performance of duties as the basic requirement, we will continuously improve the effectiveness of supervision, supervision and law enforcement. It is necessary to tighten the responsibility of supervision and supervision, establish and improve the mechanism of risk prediction, consultation and early warning and disposal, strictly implement the system of listing supervision and rectification of major hidden dangers, and force enterprises to implement the main responsibility. It is necessary to strengthen the supervision of law enforcement, promote the pre-trial system of law enforcement, increase the weight of accident assessment, and strive to solve the problem of "repeated investigation and punishment cannot prevent accidents". It is necessary to pay attention to the supervision and inspection of the mine safety supervision work of local governments, establish a reward mechanism for whistleblowers within enterprises, and explore the establishment of a national mine safety supervision and supervision directive system. It is necessary to use technologies such as "electronic seals" and big data to implement "Internet + supervision", realize the normalization of remote supervision, and establish a new supervision and supervision model of "online daily inspection + on-site accurate verification".

(6) To strengthen site management as the focus, continue to promote mine safety infrastructure. It is necessary to continue to promote the construction of a standardized management system for safe production, carry out code of conduct activities focusing on "standard posts and standard work", and improve the level of on-site safety management.
