Promote the high-quality development of renewable energy in the 14th Five-Year Plan

The "14th Five-Year Plan" period is the first five years for China to start a new journey to comprehensively build a modern socialist country and march toward the second centennial goal, and it is also a difficult period for China to accelerate the green and low-carbon energy transformation and implement the nationally determined contribution to address climate change, and China's renewable energy has entered a new stage of development. 

Fully understand the new situation and requirements of the "14th Five-Year Plan" for the development of renewable energy

At present, a new round of global energy revolution and scientific and technological revolution is deeply evolving, and vigorously developing renewable energy has become a major strategic direction and concerted ambitious action for global energy transformation and climate change.  "14th Five-Year Plan" China's renewable energy development is facing a new situation, new requirements, is in a promising period of strategic opportunities.

Vigorously developing renewable energy is a major measure to further promote the energy revolution and ensure national energy security.  Among them, the installed capacity of hydropower, wind power, photovoltaic power generation and biomass power generation has ranked first in the world for many years, laying a solid foundation for the construction of a multi-wheel drive energy supply system of coal, oil, gas, nuclear, new energy and renewable energy to ensure safe and reliable energy supply. However, we must also clearly see that in the future, China's economy will be good for a long time, energy demand will continue to grow for a long period of time, under the constraints of China's carbon emission reduction, vigorously develop renewable energy has become the inevitable choice to accelerate the construction of clean low-carbon, safe and efficient energy system, based on domestic diversified supply to ensure security, and gradually achieve energy independence.

Vigorously developing renewable energy is an objective requirement for accelerating the construction of ecological civilization and realizing sustainable development.  In 2020, China's renewable energy generation will reach 2.2 trillion KWH, accounting for nearly 30% of the total electricity consumption in society, an increase of 9.5 percentage points over 2012, and make positive contributions to China's solemn commitment to achieve 15% of non-fossil energy consumption by 2020, promote energy structure adjustment and green low-carbon transformation. At the same time, it should be noted that China's energy production and consumption volume is large, and the proportion of renewable energy in China still lags behind that of major OECD developed countries. We must firmly implement the development concept of "clear waters and green mountains are gold hills and silver mountains", adhere to the synergies of reducing pollution and carbon emissions, and further leverage the ecological and environmental benefits of renewable energy and ecological governance. We will promote the coordinated development of renewable energy development and ecological progress and complement each other.

Vigorously developing renewable energy is a leading force in achieving the goal of peaking carbon neutrality and fulfilling the INDCs to address climate change.  The energy industry has a large scale, strong correlation and wide range of influence, and the carbon emissions from energy activities account for a high proportion of the total carbon emissions in the country. The energy field is a key field for achieving carbon peak and carbon neutrality. Renewable energy does not emit pollutants, nor does it emit greenhouse gases, is a natural green energy. In 2020, China's renewable energy development and utilization scale will reach 680 million tons of standard coal, equivalent to nearly 1 billion tons of alternative coal, and carbon reduction benefits are very significant. To achieve peak carbon neutrality, energy is the main battlefield, and renewable energy is both the vanguard and the main force. We must always maintain the unswerving strategic determination to give priority to development and vigorously develop renewable energy, accelerate the implementation of renewable energy alternative actions, accelerate the promotion of renewable energy to become the main body of incremental energy and electricity in China, and provide a strong guarantee for achieving the goal of carbon peak carbon neutrality and fulfilling the voluntary contribution commitment to address climate change.

Accurately grasp the new characteristics of the new stage of the development of renewable energy in the "14th Five-Year Plan"

During the "13th Five-Year Plan" period, China's renewable energy development and utilization scale ranks first in the world, the level of technology and equipment has been greatly improved, the industrial competitiveness has been continuously enhanced, and remarkable achievements have been made. "14th Five-Year Plan" period, China's renewable energy has stood at a new historical starting point, is accelerating into a new stage, showing new characteristics.

Renewable energy will enter a new stage of high-quality development. During the "14th Five-Year Plan" period, under the multi-objective constraints of ensuring energy security, achieving green and low-carbon transformation, promoting ecological civilization construction, and coping with climate change, China's renewable energy will continue to maintain a rapid development trend. In particular, China's carbon dioxide emissions not only to peak before 2030, but also to achieve carbon neutrality after the carbon peak is far less than the time of developed countries, we must achieve the "first stand before breaking" of energy transformation in less than 10 years, China's renewable energy development is bound to further shift speed, to achieve accelerated replacement of fossil energy. We will move faster into a new stage of rapid development. At the same time, during the "14th Five-Year Plan" period, China's renewable energy should not only achieve continuous technological progress, continuous cost reduction, continuous improvement of efficiency, continuous enhancement of competitiveness, and comprehensive realization of subsidy-free parity and even low-price market-oriented development, but also accelerate the solution of key issues such as high proportion of consumption, key technology innovation, industrial chain and supply chain security, stability and reliability, and further improve quality and efficiency. We will move faster into a new stage of high-quality development.

Renewable energy will show new characteristics of large-scale, high proportion, marketization and high-quality development. First, large-scale development, on the basis of the leap-forward development of the "13th Five-Year Plan" period, the annual installed capacity of renewable energy power generation will be greatly increased during the "14th Five-Year Plan" period, the total installed capacity will be further expanded, and the main position of power generation installation will be accelerated. On the basis of maintaining a high utilization level in the "13th Five-Year Plan", the proportion of renewable energy in primary energy consumption during the "14th Five-Year Plan" period will continue to increase, and the proportion of energy and electricity consumption will exceed 50%, accelerating the growth of energy and electricity consumption. Third, market development, on the basis of the "13th Five-Year Plan" by policy-driven development, rely on subsidies to support development, the "14th Five-Year Plan" period of renewable energy development will further give full play to the decisive role of the market in resource allocation, better play the role of the government, accelerate the transformation to market-driven development, affordable and low-cost development, wind power and photovoltaic power generation will be fully rid of the dependence on financial subsidies, Achieve self-development and independent development. Fourth, high-quality development, during the "14th Five-Year Plan" period, renewable energy industry chain and supply chain innovation chain continued to consolidate and improve, renewable energy alternative actions were further implemented, new energy consumption and storage capacity significantly improved, the total renewable energy consumption responsibility weight and non-hydropower consumption responsibility weight reached 33% and 18%, respectively. We will fully implement the new ideas and measures for the development of renewable energy in the 14th Five-Year Plan

During the "14th Five-Year Plan" period, renewable energy development opportunities are rare, the prospect is extremely broad, and the task is arduous.  We will implement actions to replace renewable energy, improve the consumption and storage capacity of renewable energy, consolidate and enhance the core competitiveness of the renewable energy industry, build a new power system with a gradually increasing proportion of new energy, strive to promote the large-scale, high-proportion, market-oriented and high-quality development of renewable energy, and effectively support the construction of a clean, low-carbon, safe and efficient energy system.

Optimize development with regional layout. Adhere to centralized and distributed development, onshore and offshore development, local consumption and export consumption, single-variety development and multi-variety complementary development, single scene and comprehensive scene development, power generation utilization and non-electricity utilization, optimize and promote the base and scale development of wind power and photovoltaic in the "three North" region, and comprehensively promote the comprehensive development of water and scenery in the southwest region. In the southern Middle East, we will focus on the local and nearby development of distributed wind power and photovoltaic power generation; in the eastern coastal region, we will actively promote the cluster development of offshore wind power; steadily promote the diversified development of biomass energy; actively promote the large-scale development of geothermal energy; and steadily advance the demonstration development of Marine energy. We will strive to build a new situation in which renewable energy sources complement each other, adapt to local conditions, and develop in diverse and integrated ways.

Major bases to support development. Give full play to the role of the large base "group army" and "main force" to effectively support the rapid development of renewable energy. We will accelerate the construction of seven new energy bases on land: the upper Yellow River, the Hexi Corridor, the Zigzagging Yellow River, the Northern Hebei Province, Songliao, Xinjiang and the Lower Yellow River, with scenic resources as the guide, trans-provincial and trans-regional power transmission channels as the support, and flexible power supply regulation, focusing on deserts, Gobi and desert areas. We will promote the construction of large hydropower bases in a scientific and orderly manner, and make coordinated progress in the development and construction of the two major hydropower bases in Sichuan, Yunnan, Guizhou, Guangxi, and southeast Tibet, relying on the regulation capacity of the hydropower bases in Southwest China and their export channels. We will optimize the layout of offshore wind power, carry out far-reaching offshore wind power planning, promote large-scale offshore development and far-reaching offshore demonstration development, and focus on building five offshore wind power base clusters in Shandong Peninsula, Yangtze River Delta, southern Fujian, eastern Guangdong and Beibu Gulf.

Demonstration projects will lead development. Adhere to innovation as the fundamental driving force for the development of renewable energy, and accelerate the cultivation of new technologies, new models and new forms of business for renewable energy. We will focus on promoting far-reaching offshore wind power, outdoor demonstration of photovoltaic power generation, new high-efficiency photovoltaic cells, geothermal power generation, medium and deep geothermal heating and other demonstrations to enhance the innovation and competitiveness of the renewable energy industry. Focusing on multiple integration, we will focus on the demonstration of photovoltaic sand control, photovoltaic corridors, far-reaching and affordable offshore wind power, offshore energy islands, deep integration of offshore wind power with offshore oil and gas, large-scale hydrogen production from renewable energy, bio-natural gas, biomass power generation, and clean biomass heating, and explore a new model of multi-variety complementary and multi-scenario comprehensive development of renewable energy. Focusing on the high proportion of consumption, we will focus on the implementation of small and medium-sized pumped storage, high-proportion new energy applications, green energy demonstration counties (parks), new energy micro-energy networks in villages and towns, and clean energy demonstration provinces, and take multiple measures to improve the level of consumption and utilization of renewable energy.

Implement development with action plans. Promote the deep integration of renewable energy development with ecological civilization construction, new urbanization, rural revitalization, new infrastructure, and new technologies, and constantly expand new areas and scenarios for renewable energy development. The implementation of thousands of villages to control the wind action, vigorously promote the decentralized development of wind power; Actively promote the upgrading of old wind farms in high-quality resource areas, and comprehensively improve the efficiency of wind power development and utilization; The implementation of rooftop photovoltaic development action, thousands of households Muguang action, "photovoltaic +" comprehensive utilization action, to promote the integration of photovoltaic power generation multi-scene development; We will actively investigate pumped storage resources, formulate and implement medium - and long-term plans for pumped storage, and improve the storage and regulation capacity of renewable energy. Expand the scale of non-electricity use of renewable energy, implement large-scale renewable energy heating activities in light of local conditions, and help the northern region clean heating; Focusing on rural revitalization, we will implement the rural power grid consolidation and upgrading project and rural energy station action, comprehensively improve the level of clean and electrified rural energy, and support the construction of ecologically livable and beautiful villages.

During the "14th Five-Year Plan" period, the National Energy Administration will strengthen policy supply, promote mechanism innovation, and create a good environment for the high-quality development of renewable energy. We will deepen the reform of delegating control over government services, intensify efforts to streamline administration and delegate power, improve oversight and management mechanisms, and improve government services. Improve the renewable energy consumption guarantee mechanism, strengthen weight guidance, strengthen evaluation and assessment, and promote all types of market players to share the responsibility for renewable energy consumption in a fair and reasonable way. We will improve the management mechanism for the development and construction of renewable energy, improve the fully guaranteed purchase system and price formation mechanism for renewable energy, and build a market system that fully reflects the ecological and environmental value of renewable energy and competes fairly with traditional energy sources. Improve the green electricity certificate system, do a good job of connecting with carbon trading, establish a green energy consumption evaluation, certification and identification system, and actively guide green energy consumption. Strengthen policy coordination, jointly with relevant departments, do a detailed survey of renewable energy resources, increase land, environmental, fiscal, financial and other support, and provide a comprehensive policy guarantee for the development of renewable energy.

It is of great significance, glorious mission and arduous task to vigorously develop renewable energy.  We will make new and greater contributions to the energy revolution and the comprehensive green and low-carbon transformation of economic and social development.
