"Clear water and green mountains are gold hills and silver mountains" and "a good ecological environment is the most inclusive well-being of people's livelihood". In order to achieve the goal of peaking carbon dioxide emissions before 2030, China's petrochemical and coal industries with high pollution and high energy consumption will face new pressure to adjust the energy structure.
In the next few years, new energy will become a major focus of local economic development. When the reporter combed through the relevant energy planning proposals recently released around the country, it was found that most provinces have proposed to vigorously develop new energy and renewable energy, so as to optimize the energy structure. Zhang Jianhua, director of the National Energy Administration, said that renewable energy is a green and low-carbon energy and an important part of China's multi-wheel drive energy supply system, which is of great significance for improving the energy structure, protecting the ecological environment, tackling climate change and achieving sustainable economic and social development.
All localities promoted the development and utilization of renewable energy
The 14th Five-Year Plan and the 2035 long-term goals and proposals or drafts for comments have been released, and many localities have made it clear that they will do a solid job in peaking carbon and carbon neutrality, formulate action plans for peaking carbon emissions before 2030, optimize the industrial structure and energy structure, promote the clean and efficient use of coal, and vigorously develop new energy sources.
In February this year, the Shandong Provincial Energy Bureau formulated the "Guidance on Energy Work in the Province in 2021", which clearly pointed out that the installed capacity of renewable energy power generation exceeded 50 million kilowatts, and the investment of more than 30 billion yuan was completed within the year.
In March, the Shaanxi Provincial Energy Bureau issued the "Opinions on Promoting the high-quality Development of renewable Energy in Shaanxi Province" (draft for comments), which proposed that the total amount of renewable energy in Shaanxi Province during the "14th Five-Year Plan" period will increase the responsibility weight by about 1.5 percentage points per year, and the implementation of renewable energy double speed development plan.
Anhui Provincial Energy Bureau issued the "Notice on the Establishment of Anhui Province Renewable Energy Development three-year Action Plan project Library (2021-2023)", requiring all 2021-2023 to start construction (including under construction) of photovoltaic power generation, wind power, electrochemical energy storage, biomass and pumped storage power plant projects, Submit it to the Provincial Energy Bureau before March 25, 2021, and enter the project library.
In the 14th Five-Year Plan issued by the Tibet Autonomous Region and the proposals for the long-term goals of 2035, it is clearly required to speed up the construction of infrastructure such as power supply, power grid, and oil and gas; speed up the large-scale development of clean energy; form a comprehensive energy system with clean energy as the main source, and oil and gas and other new energy sources complement each other; and establish a national demonstration zone for the utilization of clean and renewable energy by 2025.
In addition, as the first renewable energy demonstration zone approved by The State Council, Zhangjiakou Renewable energy Demonstration Zone in Hebei Province also provides a "sample" for the development and utilization of domestic renewable energy. Data show that by the end of 2020, Zhangjiakou renewable energy installed capacity of more than 20 million kilowatts, non-water renewable energy installed capacity in the forefront of the country, annual power generation of more than 40 billion KWH, renewable energy consumption accounted for 30%, about twice the proportion of the national non-fossil energy consumption, the annual replacement of fossil energy of 14 million tons of standard coal, We will reduce emissions of carbon dioxide and other greenhouse gases by more than 36 million tons.
Overall planning lays a solid foundation for ecological progress
Renewable energy does not emit pollutants, nor greenhouse gases, is a natural green energy. Recently, a set of data released by the National Energy Administration highlights the value of the coordinated development of renewable energy development and ecological civilization construction:
In 2020, the scale of renewable energy development and utilization in China will reach 680 million tons of standard coal, equivalent to replacing nearly 1 billion tons of coal, and reduce the emissions of carbon dioxide, sulfur dioxide and nitrogen oxides by about 1.79 billion tons, 864,000 tons and 798,000 tons respectively, providing a guarantee for the fight against air pollution.
By the end of 2020, China's cumulative installed capacity of renewable energy has accounted for 1/3 of the world's total installed capacity of renewable energy, becoming the backbone of global renewable energy development. Large-scale development has not only effectively promoted the rapid progress of renewable energy technology, but also promoted the rapid reduction of costs and rapid improvement of competitiveness, so that the global renewable energy, especially wind power and photovoltaic power generation, has become a new main energy from the goal to become a reality.
