Green energy development 'boundless'

China clearly put forward the peak of carbon before 2030 and strive for carbon neutrality before 2060, and put forward clear requirements for the development of renewable energy, and the "14th Five-Year Plan" and 2035 vision target outline just passed by the National two sessions also put forward clear tasks for the development of renewable energy.

At a press conference held by the State Information Office on March 30, Zhang Jianhua, director of the National Energy Administration, said that we are now two years away from the carbon peak by 2030, a total of ten years. "14th Five-Year Plan" is the first five years, but also the key period of low-carbon energy transformation, to accelerate the promotion of carbon peak work can be effective.

The scale of renewable energy ranks first in the world

Data show that in 2020, the scale of renewable energy development and utilization in China will reach 680 million tons of standard coal, equivalent to replacing coal by nearly 1 billion tons, reducing carbon dioxide, sulfur dioxide and nitrogen oxide emissions of about 1.79 billion tons, 864,000 tons and 798,000 tons respectively.

According to the 2020 Renewable Energy Report released by the International Energy Agency, China is one of the main drivers of global renewable energy capacity growth in 2020. By the end of 2020, China's cumulative installed capacity of renewable energy will reach 934 million kilowatts, accounting for one-third of the world's total installed capacity of renewable energy. In particular, China's wind power and photovoltaic installed capacity of about 120 million kilowatts last year, accounting for more than half of the global wind power and photovoltaic new installed capacity, becoming the backbone of global renewable energy development.

"The scale ranks first in the world, providing strong support for green and low-carbon energy transformation." Zhang Jianhua told reporters that by the end of 2020, China's renewable energy generation capacity accounted for 42.4% of the total installed capacity, an increase of 14.6 percentage points over 2012. Among them, hydropower, wind power, photovoltaic power generation and biomass power generation have ranked first in the world for 16 consecutive years, 11 years, 6 years and 3 years respectively.

Zhang Jianhua pointed out that the large-scale development of renewable energy in China has also strongly promoted the rapid progress of renewable energy, especially the new energy technology represented by wind power and photovoltaic, the cost is also rapidly declining, and the economy is rapidly improving, making the global renewable energy, especially wind power and photovoltaic power generation, become the new main energy has become a reality. It can be said that without the large-scale development of renewable energy in China, the rapid and vigorous rise of global renewable energy would not be possible, and China has made China's contribution to the global energy transition and the response to climate change.

The development of green energy has entered a fast lane

"Renewable energy will change from an incremental supplement to energy and electricity consumption to the main body of energy and electricity consumption increase." Li Chuangjun, director of the New Energy and renewable Energy Department of the National Energy Administration, said that on the basis of the "13th Five-Year Plan", the average annual installed capacity of renewable energy will be greatly increased during the "14th Five-Year Plan" period.

By the end of the 14th Five-Year Plan, it is expected that the proportion of renewable energy in the increase of electricity consumption in the whole society will reach about two-thirds, and the proportion in the increase of primary energy consumption will exceed 50%. At the same time, it will further play the decisive role of the market in the allocation of renewable energy resources, and the development of wind power photovoltaic will enter the parity stage from this year, get rid of the dependence on financial subsidies, and achieve market-oriented development and competitive development. "14th Five-Year Plan" will accelerate the construction of new energy as the main new power system to improve the absorption and storage capacity of new energy, not only to achieve large-scale development of renewable energy, but also to achieve a high level of consumption and utilization, more effectively ensure the reliable and stable supply of electricity, to achieve high-quality development.

"In order to achieve the strategic goal of carbon peak and carbon neutrality, we must promote new energy to become the main body of power supply, so we must build a new power system and take multiple measures to ensure a high level of consumption and utilization of new energy." Huang Xuenong, director of the power Department of the National Energy Administration, told reporters.

Push carbon to peak with scratch iron

To achieve carbon peak, carbon neutrality is a broad and profound economic and social systemic change, the "14th Five-Year Plan" is the key period of carbon peak, the window period, how to take out the strength to grasp the iron mark solid progress?

"By 2030, the primary energy consumption ratio of non-fossil energy sources will reach about 25%, and the total installed capacity of wind power and solar energy will reach more than 1.2 billion kilowatts. These two goals are very difficult and we must accomplish them." Zhang Jianhua said that the National Energy Administration will set more aggressive new energy development targets and accelerate the development of wind and solar power. At the same time, it is necessary to develop hydropower in accordance with local conditions, actively and orderly develop nuclear power under the premise of ensuring safety, and accelerate the construction of pumped storage, new energy storage and other regulatory power sources, enhance the flexible regulation capacity of the power system, and vigorously increase the level of new energy consumption.

To achieve peak carbon neutrality, we should take the comprehensive green transformation of economic and social development as the lead, and it is crucial to promote green energy use models in key areas and even the whole society. "We will adopt more stringent energy consumption standards and support the replacement of non-fossil energy and the change of energy use in key industries and sectors such as industry, construction and transportation." Zhang Jianhua pointed out that it is necessary to accelerate the development of green energy models such as new energy vehicles, building photovoltaic integration, and accelerate the replacement of electric energy in heating and cooking energy, improve the level of electrification of the whole society, and achieve the goal of reducing energy consumption per unit of GDP by 13.5% compared with 2020 by 2025, and reducing carbon dioxide emissions per unit of GDP by 18% compared with 2020.

According to reports, the National Energy Administration is studying the path and task measures to promote the realization of carbon peak and carbon neutrality in the energy field, while grasping the connection work of the national and provincial "14th Five-Year Plan" energy planning, implementing the goals of renewable energy consumption responsibility weight, energy conservation and carbon peak into the planning, giving full play to the leading role of planning, compacting carbon emission reduction responsibilities at all levels. Support places where conditions permit to take the lead in achieving carbon peaking.
