At the same time, there are still some shortcomings in the development of China's transportation, and the problem of imbalance and insufficiency is still prominent. The layout of the comprehensive transport network needs to be improved, its structure needs to be optimized, and connectivity and resilience of the network need to be enhanced. The overall planning and integration of comprehensive transport needs to be strengthened, the intensive use of resources needs to be improved, the coordinated integration of transport and related industries needs to be deepened, and the supporting capacity of the whole industrial chain needs to be improved. The quality, efficiency and service level of comprehensive transportation development are not high, the modern logistics system needs to be improved, and the capacity for scientific and technological innovation, safe, smart and green development needs to be further improved. The task of reforming key links in key areas of transport remains arduous.
2. What the situation requires
At present and in the coming period, China's development is still in an important period of strategic opportunities, but both opportunities and challenges have new developments and changes. China has turned to a stage of high-quality development, with significant institutional advantages, long-term economic growth, broad market space, greater resilience in development, overall social stability, and a new journey to fully build a modern socialist country, but the problem of unbalanced and inadequate development is still prominent.
The new domestic and international situation has put forward new and higher requirements for accelerating the construction of a powerful transport country and building a modern and high-quality national comprehensive three-dimensional transport network. We must give more prominence to the core position of innovation and pay attention to the innovation-driven and intelligent development of transport. Pay more attention to overall planning and coordination, pay attention to the integrated development of various modes of transport and the coordinated development of urban and rural transport and regional transport; We will give greater priority to green development and pay attention to the development of territorial space and the protection of the ecological environment. We will pay more attention to opening-up at a high level and pay attention to international connectivity and open, secure and stable international supply chains. (3) Transportation demand
The demand for passenger travel is growing steadily, and the demand for high-quality, diversified and personalized travel is increasing. It is estimated that the annual growth rate of passenger trips (including car trips) from 2021 to 2035 will be about 3.2%. The proportion of high-speed rail, civil aviation and car travel has been increasing, and the demand for international passenger travel and passenger travel in urban agglomerations has become more vigorous. The eastern region will still be the region with the most concentrated travel demand in China, and the growth rate of travel demand in the central and western regions will accelerate.
The demand for cargo transportation is rising steadily, and the demand for high value, small batch and strong aging is rising rapidly. It is expected that from 2021 to 2035, the average annual growth rate of freight volume in the whole society will be about 2%, and the average annual growth rate of postal express business will be about 6.3%. The transportation of foreign trade goods has maintained a long-term growth trend, and the volume of bulk cargo has maintained a high operating state for a period of time in the future. The freight demand in the eastern region remains relatively large, and the growth rate in the central and western regions will be faster than that in the eastern region.

3. Development goals
By 2035, a modern and high-quality national comprehensive three-dimensional transportation network that is convenient, smooth, economical, efficient, green intensive, intelligent, advanced, safe and reliable will be basically completed, and international and domestic connectivity will be achieved, major cities across the country will be smoothly connected, and county-level nodes will be effectively covered. Strong support for the "national 123 travel traffic circle" (1 hour commute in urban areas, 2 hours in urban clusters, 3 hours in major cities across the country) and the "global 123 express logistics circle" (1 day delivery in domestic, 2 days delivery in neighboring countries, 3 days delivery in major cities around the world). The quality, intellectualization and greening of transportation infrastructure ranks among the top in the world. Transportation comprehensively meets the people's growing needs for a better life, effectively guarantees national security, and supports our country's basic realization of socialist modernization.
By the middle of this century, China will complete the construction of a modern, high-quality national comprehensive three-dimensional transport network, with a world-class transport infrastructure system, an effective balance between transport supply and demand, equal quality services, and strong safety guarantees. New technologies are widely used to achieve digitalization, networking, intellectualization and greening. Travel is safe, convenient and comfortable, logistics is efficient, economic and reliable, to achieve "people enjoy their travel, goods better flow", to fully build a transportation power, to fully build a modern socialist country as a good first.
Third, optimize the national comprehensive three-dimensional transportation layout
(1) Building a sound national comprehensive three-dimensional transportation network
The national comprehensive three-dimensional transportation network connects all administrative regions at and above the county level, border ports, national defense facilities and major scenic spots throughout the country. Guided by overall integration, we will focus on strengthening weak links, reconnecting, improving networks, and improving performance, and pay more attention to optimizing the use of existing resources and improving the quality of incremental supply. We will improve railway, road, water transport, civil aviation, postal and express delivery infrastructure networks, and build a comprehensive national three-dimensional transport network with railways as the main task, roads as the basis, and full play to the comparative advantages of water transport and civil aviation.
By 2035, the total size of the national comprehensive three-dimensional transportation network will be about 700,000 kilometers (excluding overseas sections of international land routes, air and sea routes, and postal routes). Among them, there are about 200,000 kilometers of railways, 460,000 kilometers of highways and 25,000 kilometers of high-grade waterways. There are 27 major coastal ports, 36 major inland ports, about 400 civil transport airports, and about 80 postal and express hubs.
(2) Accelerating the construction of the main framework of an efficient national comprehensive three-dimensional transportation network
The main skeleton of the national comprehensive three-dimensional transportation network is composed of the most critical line network in the national comprehensive three-dimensional transportation network, which is the main artery of China's inter-regional, inter-urban agglomerations, inter-provincial and international transportation, the main axis supporting the development and protection of national space, and the backbone network with the highest resource allocation efficiency and maximum transportation intensity of various transportation modes.
According to the national regional development strategy and the pattern of territorial space development and protection, combined with the characteristics of future transportation development and spatial distribution, the key regions are divided into three categories according to the magnitude of transportation demand. Four regions in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the Chengdu-Chongqing Twin City Economic Circle serve as poles; eight regions in the middle reaches of the Yangtze River, the Shandong Peninsula, the west bank of the Straits, the Central Plains, Kazakhstan, Southern Liaoning, the Beibu Gulf and the Guanzhong Plain serve as clusters; and nine regions in Hubei Yu, Central Guizhou, central Yunnan, central Shanxi, the north slope of the Tianshan Mountains, Lanxi, Ningxia Yanhuang, Lhasa and Kashgar serve as clusters. According to the intensity of the traffic connection among poles, groups and groups, the main skeleton of the national comprehensive three-dimensional traffic network composed of spindles, corridors and passages is built. The length of the backbone of the national comprehensive three-dimensional transportation network is about 290,000 kilometers, including 56,000 kilometers of national high-speed railways and 71,000 kilometers of general speed railways. 61,000 kilometers of national expressways and 72,000 kilometers of ordinary national roads; The national high-grade waterway is 25,000 kilometers.
Speed up the construction of six main axes. We will strengthen links between the four poles of the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the Chengdu-Chongqing Twin City economic Circle, and develop a comprehensive, multi-channel, multi-dimensional, large-capacity and fast-moving transportation main axis. Expand the four-pole radiation space and transportation resource allocation capacity, build a key platform for the coordinated development of comprehensive three-dimensional transportation in China and the convergence and transformation of domestic and international transportation, and give full play to the important role of promoting the North-South interaction and east-west integration of regional development in the country.
The construction of seven corridors was accelerated. To strengthen the radiation role of the four poles of the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the Chengdu-Chongqing Twin City Economic Circle, strengthen the links between the poles and groups and groups, build multi-mode, multi-channel and convenient transport corridors such as Beijing-Harbin, Beijing-Tibet, Land Bridge, western land-sea, Shanghai-Kunming, Chengdu-Chongqing-Kunming and Guangzhou-Kunming, and optimize and improve the multi-center and networked main skeleton structure.
Accelerate the construction of 8 channels. Strengthen the connection and coordination between the main axis and the corridor, strengthen the connection between the groups and the groups, strengthen the connection and coverage of resource industry clusters and important ports, build traffic channels such as Suiman, Beijing and Yan, along the border, Fuyin, Erzhan, Sichuan-Tibet, Xiang-Guangxi, Xia-Rong, etc., promote internal and external connectivity, connect the border to the sea, and expand the transportation network coverage in the central and western regions and Northeast China.
(3) Building a multi-level integrated national comprehensive transportation hub system
The construction of comprehensive transportation hub cluster, hub city and hub port station "three-in-one" national comprehensive transportation hub system. To build four international integrated transport hub clusters facing the world: Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and Chengdu-Chongqing Twin City Economic Circle. We will accelerate the construction of about 20 international comprehensive transport hub cities and about 80 national comprehensive transport hub cities. We will promote the construction of a number of international and national hub ports.
