We will coordinate the rural energy revolution with the development of the rural collective economy, foster new market players such as rural energy cooperatives, and encourage village collectives to use the stock of collective land in accordance with the law to participate in the development of new energy projects through mechanisms such as pricing and income sharing. Financial institutions are encouraged to provide innovative products and services for farmers to invest in new energy projects.
(3) Promote the application of new energy in industry and construction. In qualified industrial enterprises and industrial parks, we will accelerate the development of new energy projects such as distributed photovoltaic and decentralized wind power, support the construction of industrial green microgrids and the integration of charge and storage of source networks, promote the complementary and efficient use of multiple energy sources, carry out pilot projects for direct power supply of new energy, and increase the proportion of new energy power in terminal energy use. Promote the deep integration of solar energy and buildings. Improve the photovoltaic building integrated application technology system, and expand the photovoltaic power production consumer group. By 2025, the rooftop photovoltaic coverage of new buildings in public institutions will strive to reach 50%; Encourage the installation of photovoltaic or solar thermal utilization facilities in existing buildings of public institutions.
(4) Guide the whole society to consume green electricity such as new energy. We will carry out pilot projects for green electricity trading, promote the priority status of green electricity in trading organization, grid dispatching, and price formation mechanism, and provide market players with well-functioning, friendly and easy-to-use green electricity trading services. Establish and improve new energy green consumption certification, identification system and publicity system. Improve the green electricity certificate system, promote the trading of green electricity certificates, and strengthen the effective connection with the carbon emission rights trading market. We will strengthen certification and credibility, and guide enterprises to use green electricity such as new energy to manufacture products and provide services. Encourage all types of users to buy new energy and other green electricity manufacturing products.
Second, accelerate the construction of a new power system to adapt to the gradual increase in the proportion of new energy
(5) Comprehensively improve the regulation capacity and flexibility of the power system. Give full play to the role of power grid enterprises as platforms and hubs in the construction of new power systems, and support and guide power grid enterprises to actively access and consume new energy. We will improve the compensation mechanism for peaking and frequency-regulating power sources, step up the construction of flexible upgrading of coal power units, hydropower expansion, pumped storage and solar thermal power projects, and promote the rapid development of new types of energy storage. Further tap the potential of demand response, and improve the capacity of load side to adjust new energy.
(6) Strive to improve the capacity of the distribution network to accept distributed new energy. Develop distributed smart grids, encourage power grid enterprises to strengthen research on the planning, design and operation methods of active distribution networks (active distribution networks), increase investment in construction and transformation, improve the intelligent level of distribution networks, and strive to improve the ability of distribution networks to access distributed new energy. Reasonable determination of distribution network access to distributed new energy proportion requirements. We will explore and demonstrate DC distribution network projects that adapt to distributed new energy access.
(7) Prudently promote the participation of new energy in electricity market trading. Support new energy projects to carry out direct transactions with users, encourage the signing of long-term power purchase and sale agreements, power grid enterprises should take effective measures to ensure the implementation of the agreement. For new energy projects that have a clear price policy in the state, power grid enterprises should strictly implement the full guarantee acquisition policy in accordance with relevant laws and regulations, and the electricity beyond a reasonable number of hours in the whole life cycle can participate in power market transactions. In power spot market pilot areas, new energy projects are encouraged to participate in power market trading in the form of contracts for difference.
(8) Improve the renewable energy power consumption responsibility weight system. Scientifically and reasonably set the medium - and long-term renewable energy power consumption responsibility weight of provinces (autonomous regions, municipalities directly under the Central government), and do a good job of connecting the renewable energy power consumption responsibility weight system with the new renewable energy is not included in the total energy consumption control. Establish and improve the renewable energy electricity consumption responsibility evaluation index system and reward and punishment mechanism.
Third, deepen the reform of "discharge control service" in the field of new energy

(10) Optimize the network connection process of new energy projects. Local energy authorities and power grid enterprises should optimize power grid planning and construction schemes and investment plans in a timely manner in light of the development needs of new energy projects. Promote power grid enterprises to establish a one-stop service platform for connecting new energy projects to the network, provide information such as available access points, accessible capacity, and technical specifications for new energy projects, achieve online handling of the whole process of connecting new energy projects to the network, and greatly reduce the connection time. In principle, the power grid enterprise should invest in the construction of the network connection and transmission project. The power grid enterprise should improve the internal approval process, rationally arrange the construction timing, and ensure that the transmission project matches the progress of the power supply construction. For the new energy connection and delivery project constructed by the power generation enterprise, the power grid enterprise may buy back the project in accordance with the law after the agreement of the two parties.
(11) Improve the new energy-related public service system. To carry out national exploration and evaluation of new energy resources, establish a database of exploitable resources, and form detailed evaluation results and maps of various new energy resources in administrative areas above the county level and release them to the society. Establish wind measurement tower and wind measurement data sharing mechanism. We will improve the comprehensive disaster prevention and mitigation service system for the new energy industry. Accelerate the construction of public service systems such as new energy equipment standards and testing and certification, and support the construction of a national new energy equipment quality announcement platform and a public testing platform for key products.
Fourth, support and guide the healthy and orderly development of the new energy industry
12. Promoting scientific and technological innovation and industrial upgrading Establish an industry-university-research integration platform, build a national-level new energy laboratory and research and development platform, increase investment in basic theoretical research, and advance the layout of cutting-edge and disruptive technologies. We will increase support for industrial intelligent manufacturing and digital upgrading. Formulate and implement an action plan for the development of the smart photovoltaic industry to improve the level of intelligence and information technology in the whole cycle of products. We will promote breakthroughs in key technologies such as high-efficiency solar cells and advanced wind power equipment, and accelerate the technological upgrading of key basic materials, equipment, and components. Promote the development of decommissioned wind turbines, photovoltaic module recycling and processing technologies and related new industrial chains, and achieve closed-loop green development of the whole life cycle.
13. Ensuring the security of industrial and supply chains. We issued guidelines to promote the development of the energy electronics industry, and accelerated the integration and innovation of electronic information technology and new energy industries. Promote the strong chain to supplement the chain, and implement scientific overall management of the upstream and downstream of the supply chain in accordance with the division of labor of the new energy industry chain. Increase the transparency of information about expansion projects, enhance the ability of equipment and material enterprises to respond to changes in industrial supply and demand, prevent and control abnormal price fluctuations, and enhance the resilience of the new energy industrial chain and supply chain. Guide local governments to make good plans for the new energy industry and implement the standard conditions for the photovoltaic industry. We will optimize the environment for the protection of intellectual property rights in the new energy industry and increase penalties for infringement. Standardize the order of the development of the new energy industry, curb the blind development of low-level projects, promptly correct practices that violate fair competition, break local protectionism, and optimize the market environment and approval process for the merger and reorganization of new energy enterprises.
14. Improving the internationalization of the new energy industry. Strengthen international cooperation on intellectual property rights in the new energy industry, promote measurement, testing and experimental research capabilities to reach the world's advanced level, actively participate in the formulation and revision of international standards and conformity assessment procedures in the fields of wind power, photovoltaic, Marine energy, hydrogen energy, energy storage, smart energy and electric vehicles, and raise the level of mutual recognition of measurement and conformity assessment results. To enhance the international recognition and influence of China's standards and testing and certification bodies.
Fifth, ensure the reasonable space demand for new energy development

Encourage the integrated development of "scenery and fishing", and effectively improve the efficiency of Marine resource utilization of wind power and photovoltaic power generation projects.
6. Give full play to the ecological and environmental protection benefits of new energy

Adhere to ecological priority, scientific evaluation of the ecological environmental impact and benefits of new energy projects, research and promulgation of photovoltaic sand control and other ecological restoration of new energy projects design, construction, operation and maintenance standards, support in rocky desertification, desertification land and coal mining subsidence areas and other new energy projects with ecological environmental protection and restoration benefits.

Improving fiscal and financial policies to support the development of new energy

Give full play to the financing advantages of power grid enterprises, actively expand funding sources, and promote the annual balance of revenue and expenditure of renewable energy power generation subsidies. Support qualified financial institutions to provide innovative solutions such as green asset-backed (commercial) notes and factoring to address the capital needs of new energy enterprises.
(21) Enriching green financial products and services. Reasonably define the credit rating standards and evaluation access conditions for new energy green finance projects. We will increase support for new energy projects through green bonds and green credit. To explore the inclusion of new energy projects in the scope of pilot support for infrastructure real estate investment trusts (REITs). Support the inclusion of certified greenhouse gas emission reductions from qualified new energy projects in the national carbon emission trading market for quota clearing and offsetting.
