The implementation plan for promoting the high-quality development of new energy in the new era

First, create new energy development and utilization models

(1) Accelerate the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas. Strengthen the planning and construction of a new energy supply and consumption system based on large solar power bases, supported by clean, efficient, advanced and energy-saving coal power around them, and supported by stable, safe and reliable UHV power transmission and transformation lines, strengthen coordination and guidance in land pre-examination, planning and site selection, environmental protection, and improve approval efficiency. In accordance with the requirements of promoting the optimal combination of coal and new energy, coal and power enterprises are encouraged to carry out substantive joint ventures with new energy enterprises.

2. Promoting integrated development of new energy development and utilization and rural revitalization. Encourage local governments to increase efforts to support farmers to use their own building roofs to build household photovoltaic, and actively promote the development of rural decentralized wind power. We will coordinate the rural energy revolution with the development of the rural collective economy, foster new market players such as rural energy cooperatives, and encourage village collectives to use the stock of collective land in accordance with the law to participate in the development of new energy projects through mechanisms such as pricing and income sharing. Financial institutions are encouraged to provide innovative products and services for farmers to invest in new energy projects.

(3) Promote the application of new energy in industry and construction. In qualified industrial enterprises and industrial parks, we will accelerate the development of new energy projects such as distributed photovoltaic and decentralized wind power, support the construction of industrial green microgrids and the integration of charge and storage of source networks, promote the complementary and efficient use of multiple energy sources, carry out pilot projects for direct power supply of new energy, and increase the proportion of new energy power in terminal energy use. Promote the deep integration of solar energy and buildings. Improve the photovoltaic building integrated application technology system, and expand the photovoltaic power production consumer group. By 2025, the rooftop photovoltaic coverage of new buildings in public institutions will strive to reach 50%; Encourage the installation of photovoltaic or solar thermal utilization facilities in existing buildings of public institutions.

(4) Guide the whole society to consume green electricity such as new energy. We will carry out pilot projects for green electricity trading, promote the priority status of green electricity in trading organization, grid dispatching, and price formation mechanism, and provide market players with well-functioning, friendly and easy-to-use green electricity trading services. Establish and improve new energy green consumption certification, identification system and publicity system. Improve the green electricity certificate system, promote the trading of green electricity certificates, and strengthen the effective connection with the carbon emission rights trading market. We will strengthen certification and credibility, and guide enterprises to use green electricity such as new energy to manufacture products and provide services. Encourage all types of users to buy new energy and other green electricity manufacturing products.

Second, accelerate the construction of a new power system to adapt to the gradual increase in the proportion of new energy

(5) Comprehensively improve the regulation capacity and flexibility of the power system. Give full play to the role of power grid enterprises as platforms and hubs in the construction of new power systems, and support and guide power grid enterprises to actively access and consume new energy. We will improve the compensation mechanism for peaking and frequency-regulating power sources, step up the construction of flexible upgrading of coal power units, hydropower expansion, pumped storage and solar thermal power projects, and promote the rapid development of new types of energy storage. Study the cost recovery mechanism of energy storage. Encourage the western regions with good lighting conditions to use solar thermal power generation as a peaking power supply. Further tap the potential of demand response, and improve the capacity of load side to adjust new energy.

(6) Strive to improve the capacity of the distribution network to accept distributed new energy. Develop distributed smart grids, encourage power grid enterprises to strengthen research on the planning, design and operation methods of active distribution networks (active distribution networks), increase investment in construction and transformation, improve the intelligent level of distribution networks, and strive to improve the ability of distribution networks to access distributed new energy. Reasonable determination of distribution network access to distributed new energy proportion requirements. We will explore and demonstrate DC distribution network projects that adapt to distributed new energy access.
