(3) For the production line that has been built and put into operation, if it is fined for pollution caused by no pollution control measures, it can not simply return the fine to the polluter, but put forward the requirements for treatment within a time limit, and help him develop an operable implementation plan to fundamentally solve the pollution situation, otherwise the polluter will pay pollution fines year after year without treatment.
