First, strict access to mine production safety
(1) Strict access to the safety of coal mines with serious disasters. Stop building new coal mines with coal and gas outburst, rock burst and hydrogeological types with a production capacity of less than 900,000 tons/year. New coal mines with very complex coal and gas outburst, rock burst and hydrogeological types should be designed intelligently according to coal mining and excavation in principle.
(2) Strictly control the source of non-coal mines. Mines shall be set up in a scientific and rational manner in strict accordance with the requirements of mineral resource planning, territorial spatial planning and use control. The exploration of mineral resources shall reach the prescribed level, the minimum distance between the production and construction scope of adjacent mines shall meet the relevant safety regulations, and the ridge demarcation shall not be allowed for ordinary sand and stone open-pit mines for construction. Except in the case of compliance with the provisions, the scope of the new mining right shall not overlap with the vertical projection range of the existing mining right, and no more than two mining rights shall be established for the same ore body that can be developed centrally. The scale contained in the mining license is the scale of the proposed construction, and the mine design unit may, on the basis of the feasibility study of the project, fully consider the efficient use of resources, safe production, ecological environmental protection and other factors, scientifically demonstrate and determine the actual production and construction scale in the preliminary design of the mine and the design of the safety facilities, and the mining enterprise shall strictly follow the design and construction of the safety facilities approved by the review and production.
3. Standardizing administrative licenses for work safety The safety facilities design review and safety production license approval of coal mines, metal and non-metal underground mines, tailings ponds and other mines shall be responsible for mine safety supervision departments at or above the provincial level, and shall not be delegated or entrusted. The safety supervision department of mines shall formulate standards for the review of the design of safety facilities for mine construction projects, strictly review the substance, and may not only review the procedure and form. In the absence of a one-time overall design for mine development, the design of safety facilities may not be approved in principle. In principle, only one production system can be set up within the scope of one mining right. Examination and approval of the first application for safety production license, on-site verification shall be carried out.
Second, promote the transformation and upgrading of mines
(4) Classified disposal of mines that do not meet the conditions for safe production. Those who engage in mining of mineral resources without obtaining a mining license or a production safety license according to law, those who engage in cross-border mining, construction on behalf of mining, or mining with an exploration license and refuse to make rectification, or those who, after stopping production and rectification, still fail to meet the safety production conditions of coal mines; Mines that use processes and equipment endangering production safety that should be eliminated and refuse to rectify them are still in production and construction, or mines that still do not meet the conditions for safe production after stopping production for rectification shall be closed down and closed down according to law. We will actively guide the withdrawal of mines that have been shut down for a long time and have exhausted resources, and those with serious disasters that are difficult to effectively prevent and control.
(5) Promoting the closure of tailings ponds. Tailings ponds that run to the final level of the design, no longer discharge operations, have been discontinued for more than 3 years or have no production and operation subjects shall be closed and treated in a timely manner. The tailings pond that has completed the treatment of the closed reservoir shall be announced by the local government at or above the county level and shall no longer be used as a tailings pond and shall not be reused for discharging tailings.
(6) Implementing integration and reorganization of non-coal mines. Large mining enterprises will be encouraged to merge and reorganize and integrate small and medium-sized non-coal mining enterprises for technological upgrading. Promote the same ore body is divided into two or more different mining main non-coal mine, production and construction of the minimum distance does not meet the relevant safety regulations of the non-coal mine, the ridge demarcated by the general construction sand and stone open-pit mine enterprise integration and reorganization, unified mining planning, production system and safety management.
7. Accelerating the upgrading of mines. Promote the mechanization and upgrading of small and medium-sized mines and the automation and intelligent upgrading of large mines, accelerate the intelligent construction of mines with serious disasters and high altitudes, and create a number of automated and intelligent benchmark mines. Underground mines shall establish personnel positioning, safety monitoring, communication, pressure and wind self-rescue and water supply rescue systems. The filling mining method should be adopted in principle in the newly built, renovated and expanded metal and non-metal underground mines. Small and medium-sized metal and non-metal underground mines shall not have more than 4 production levels of mining at the same time. Tailings ponds should establish an online safety monitoring system, and new fourth and fifth grade small tailings ponds should be built in one time.
8. Improving the ability to support scientific and technological innovation Strengthening the construction of science and technology support systems for mine safety. Strengthen research on the prevention and treatment of major mining disasters, organize major key technology research. Promote the development and application of mine information technology, intelligent equipment and robots. A number of major science and technology projects related to mine safety were implemented. To study and promote the construction of a national key laboratory in the field of mine safety.
3. Forestall and defuse major security risks
(9) Improve the safety management system in mines. Mining enterprises should improve the safety production standardization management system with safety risk classification control and hidden danger investigation and management dual prevention mechanism as the core. Strictly carry out risk identification and assessment and implement hierarchical control, regularly carry out full coverage of hidden danger investigation and management, establish a list of hidden risk accounts, and implement closed-loop management. Mine safety supervision and supervision departments at all levels shall promote enterprises to effectively improve the quality of risk and hidden danger investigation and rectification, establish a major hidden danger management and supervision system, track supervision before major hidden dangers are eliminated, and supervise the rectification and cancellation. Where major hidden dangers still exist or accidents occur due to inadequate investigation and rectification, enterprises and relevant responsible persons shall be investigated for their responsibilities according to law.
10. Strengthening disaster management. Mining enterprises shall identify hidden disaster factors and implement regional management and advanced treatment of major disasters such as coal and gas outburst, rock burst and water damage. The evaluation of coal mine disaster levels shall be included in the scope of safety testing and inspection, and the evaluation results shall be publicized in a timely manner. Standardize the management and verification of coal mine production capacity. Where the slope height of the stope and dump of a metal and non-metal open-pit mine is greater than 100 meters, the stability analysis of the slope shall be carried out year by year. Where the volume of the goaf of a metal and non-metal underground mine exceeds the prescribed amount, a special stability assessment shall be carried out in a timely manner. The quality inspection of the flood discharge structure of the tailings pond shall be carried out once every three years.
(11) Strict safety management of equipment and facilities. We will improve the review, issuance and supervision mechanism of safety signs for special equipment in underground mines. Regular safety and reliability inspection shall be carried out on in-use equipment and facilities that have obtained safety marks for underground special equipment. Establish a intelligent supervision platform for the whole life cycle of mining safety equipment, and implement a safety responsibility system for mining equipment.
(12) Standardize the management of non-coal mine outsourcing projects. Non-coal mining enterprises are uniformly responsible for the safety management of outsourcing engineering construction units. It is strictly prohibited to outsource special blasting operations in metal and non-metal underground mines. The number of contracting units for excavation projects of metal and non-metal underground infrastructure construction shall not exceed 3. The number of contracting units for mining projects of large and medium-sized metal and non-metal underground production mines shall not exceed 2, and the number of contracting units for mining projects of small metal and non-metal underground production mines shall not exceed 1, and contracting units shall not subcontract or subcontract mining projects and blasting operations. The contractor shall dispatch the project leader, technical personnel and special operation personnel to the project department; The person in charge of the project and the technical personnel shall have a secondary school degree or above in mining related majors or a professional title of intermediate or above, and shall not take part-time jobs in other mines. Strive to the end of 2025, production mines to establish their own mining (stripping) construction team or entrust with the appropriate conditions of the overall management of enterprises.
(13) Strengthen safety control in mines that have stopped production. A mine that has stopped production for rectification shall formulate a rectification plan, limit the number of people going down the well in a single shift, control the number of people at the same operation site within 10, and report to the mine safety supervision and supervision department before rectification operations can be carried out. Local governments and relevant departments shall observe coal mines for rectification of suspension and suspension of production, observe or inspect other mines for suspension and suspension of production, and carry out inspection and acceptance of resumption of work and production in accordance with regulations. If construction and production continue to be organized during suspension and suspension due to inadequate supervision and inspection, the enterprises and relevant responsible persons shall be seriously investigated for responsibility according to law.
14. Improving risk monitoring, early warning and handling capacity. Strengthen the capacity building of mine multi-disaster and disaster chain comprehensive monitoring, early risk identification, early warning and forecasting. Regional mine rescue teams shall be established in areas where mines are concentrated. Underground mines and tailings storage "overhead storage" should establish emergency broadcast and other communication systems to ensure that emergency instructions can be conveyed to all personnel within the scope of impact in the first time. Strengthen emergency preparedness exercises, evaluation and revision. Before the annual flood season, local governments should organize tailings pond "overhead storage" enterprises and downstream residents to carry out joint drills. Severe weather warnings and forecasts will be strengthened, and people will be prohibited from entering Wells in extreme weather.
