First, strengthen the main responsibility of enterprises

(1) Implementing the responsibilities of the principal person in charge. The main person in charge of the mine and its superior enterprises (including the legal representative, the actual controller, the actual person in charge) shall fulfill the responsibility of the first person responsible for production safety in accordance with the law, increase the safety investment and safety training efforts, and promptly study and solve the major problems of mine safety production. The headquarters of a mining enterprise shall strengthen the supervision and inspection of its subordinate enterprises, and the principal person in charge shall regularly go to the production site to supervise and inspect the work of production safety, and it is strictly forbidden to issue production plans or business targets with super capacity. Promote the scoring system for mine managers' work safety assessment.

2. Improve the safety management structure. The headquarters of the central enterprises involved in mining and large and medium-sized enterprises involved in mining shall be equipped with safety directors. Underground mines shall be equipped with mine directors, chief engineers and deputy mine directors in charge of safety, production, mechanical and electrical work, and the personnel equipped shall have a college degree or above or intermediate professional and technical titles in mining related fields, and shall not have part-time jobs in other mines. Coal mines, metal and non-metal mines and tailings ponds shall be equipped with full-time technical personnel with secondary school education or above or intermediate professional and technical titles. Mines with serious disasters shall, as required, be equipped with full-time leading personnel, specialized agencies and professionals for disaster control.
