(1) Strict project construction requirements
New modern coal chemical projects must comply with the overall land use plan, and the requirements of the total energy consumption and intensity control indicators in the region where they are located, and meet the standards and specifications of urban planning, land use, safety and environmental protection, energy saving and water saving. The site selection and pollution control measures of the project should meet the relevant requirements of the "Environmental Access Conditions for Modern Coal Chemical Industry Construction Projects (Trial)", strictly control the emission of sulfur dioxide, nitrogen oxides, fine particles, volatile organic compounds and other toxic and harmful atmospheric pollutants, and achieve harmless treatment and resource utilization of solid waste and high-salt wastewater. The annual production capacity of a single series of olefin making devices is 500,000 tons and above, the overall energy efficiency is higher than 44%, the comprehensive energy consumption per unit of olefin products is lower than 2.8 tons of standard coal (calculated according to the "energy consumption quota of coal to olefin Unit product" (GB30180) method), and the consumption of fresh water is less than 16 tons. The annual production capacity of the coal-to-ethylene glycol device is 200,000 tons or more, and the comprehensive energy consumption per unit of ethylene glycol product is lower than 2.4 tons of standard coal and the consumption of fresh water is less than 10 tons. The construction requirements of coal-to-fuel projects such as coal-to-oil and coal-to-gas are implemented in accordance with the 13th Five-Year Plan for the demonstration of coal deep Processing Industry.
The modern coal chemical industry demonstration zone is preferentially adjacent to the integrated construction of large coal bases, fully considering the water function zoning and the total amount of pollutants limited, and is distributed in areas with strong water resource access capacity, good ecological environmental capacity, large carbon dioxide emission reduction potential, and far away from the ecological red line control area and centralized residential areas. The amount of coal base resources should ensure the needs of economic operation cycle of coal chemical industry demonstration zone. Public works and auxiliary facilities such as heating, sewage treatment facilities, solid waste treatment and recycling facilities, safety and environmental risk prevention and control facilities in demonstration areas should be built in a coordinated manner, and the carbon dioxide conversion plan and utilization level should be adapted to the industrialization progress of relevant technologies. Demonstration zones shall conform to urban and rural planning, and shall formulate overall development plans and special plans for safety, environmental protection and fire protection, and carry out environmental impact assessment and water resources demonstration for the overall development planning of demonstration zones in accordance with the law.
The modern coal chemical industry demonstration zone should carry out the construction of smart parks, and adopt information technologies such as cloud computing, big data, Internet of Things, and geographic information system to improve the application level of information technology. Relying on public service platforms such as online trading, modern logistics, inspection and testing, the park will improve its security management, environmental protection, energy management, emergency rescue and public service capabilities. Modern coal chemical enterprises should carry out intelligent manufacturing demonstration, so that the production and operation of enterprises have comprehensive self-perception, self-analysis, self-decision-making and self-execution capabilities, and improve the safety and environmental protection level of enterprises by information and intelligent means.
2. Standardizing procedures for examination and approval
New coal-to olefin and coal-to aromatics projects must be included in the "Modern Coal Chemical Industry Innovation and Development Layout Plan" and must meet the requirements of the "Modern Coal chemical Industry Construction Project Environmental Access Conditions (Trial)". Owners of coal chemical projects can independently carry out the preliminary work, and relevant departments can carry out urban planning, land pre-examination, environmental impact assessment, water resources demonstration and other work according to law. In accordance with the spirit of The State Council on streamlining administration and delegating power and the requirements of the Catalogue of Investment Projects approved by the Government (2016), the new coal-to-olefins and coal-to-aromatics projects (excluding coal-to-fuel projects such as coal-to-oil and coal-to-gas) that will be included in the "Modern coal chemical Industry Innovation and Development Layout Plan" will be devolved to the provincial government for approval.
3. Promoting rational allocation of resources
Take into account the sustainable development of the coal industry and the demand for coal in related industries, strengthen the comprehensive development and utilization of coal, and in high-sulfur coal producing areas, high-sulfur coal can be used as raw materials to develop modern coal chemical industry. 4. Strengthening oversight of safety and environmental protection
Accelerate the revision and improvement of safety protection, pollutant discharge, water resources protection and other standards, focusing on source control and process supervision to study pollution control methods of modern coal chemical industry, and further raise the entry threshold of modern coal chemical industry projects in terms of safety, environmental protection, and water resources protection. Guide enterprises to optimize production processes, strengthen equipment selection and material selection, improve design standards and construction quality, strengthen operation management, and standardize treatment facilities. Strict administrative licensing procedures for safety, environmental protection and water resources protection, and earnestly implement the "three simultaneous" safety and environmental protection facilities and pollutant discharge licensing system. We will strengthen the connection between urban construction and industrial development planning, and effectively implement the protective distance required for production safety and environmental protection.
Strengthen the daily supervision and inspection of project construction and production operation, and require enterprises to establish self-monitoring, information disclosure, record ledgers and regular reporting systems in accordance with the requirements of emission permits, so as to ensure long-term and stable emission according to the permits. For those that do not meet the requirements of safety, environmental protection and water resources protection, measures such as work stoppage and production rectification shall be taken in accordance with the law, and enterprises shall be urged to eliminate hidden dangers in a timely manner. Establish and improve the enterprise-park-government emergency response system, prevent safety and environmental risks, promptly investigate and handle safety and environmental violations, strictly investigate and handle accidents, and hold relevant personnel accountable according to law.
5. Improving the industrial organization structure
In accordance with the development model of park, large-scale and multi-production, it will guide the joint layout of modern coal chemical industry with coal, electric power, petrochemical and other industries to build a highly competitive industrial chain and industrial cluster. In accordance with the principle of combination of strong and complementary advantages, backbone enterprises in related industries are encouraged to form upstream and downstream integrated market entities. Establish and improve the industrial information statistics system, timely release of industry dynamics, timely start the early warning mechanism, reasonably guide enterprise investment, and prevent investment risks.
6. Strengthen leadership in organization and implementation
The National Development and Reform Commission, the Ministry of Industry and Information Technology, together with the Ministry of Land and Resources, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the General Administration of Safety Supervision, the Energy Bureau and other departments, organized the implementation of the modern coal chemical industry innovation and development layout plan. All relevant departments should fully understand the importance and urgency of implementing the layout plan for the innovation and development of the modern coal chemical industry, strengthen organizational leadership, actively cooperate and work together to do a good job of the work determined by the plan. Relevant localities should seriously do a good job in the planning and project management of modern coal chemical industry demonstration zones, strengthen the coordination, guidance, supervision and inspection of engineering project construction, and ensure the scientific and orderly implementation of projects. Industry associations and consulting institutions should give full play to the role of Bridges and links, actively assist in the interpretation and publicity of the program, and create a good atmosphere for the implementation of the program.
