Focus on prevention, strengthen supervision, implement responsibility, vigorously promote the implementation of the main responsibility of enterprise safety production, vigorously promote the fight against non-compliance, rectification and closure, resource integration, technological progress, strong foundation and other work, vigorously promote the construction of long-term mechanism of safety production, and strive to the end of 2013, Large and medium-sized metal and non-metallic mines have reached the level of safety standardization above level 3, all metal and non-metallic mines and tailings ponds have reached the level of safety standardization above level 5, and open-pit mines (excluding profile mines) all use medium-deep hole blasting, mechanical shovel loading, mechanical secondary crushing technology and equipment. All metal and non-metal underground mines (hereinafter referred to as underground mines) are installed and used in monitoring, personnel positioning, emergency avoidance, pressure and wind self-rescue, water supply rescue and communication systems, and all tailings ponds above grade 3 are installed in the whole process of online safety monitoring system. The system of the main responsible persons, safety management personnel and special operations personnel in mining enterprises working with certificates and the system of training employees before working has been fully implemented. By the end of 2013, we will strive to bring the death toll of production safety accidents in non-coal mines under 1,000, effectively curb major accidents, and further stabilize and improve the situation of production safety.
Second, comprehensively strengthen the basic safety management of non-coal mine enterprises

3. Establish and improve the enterprise safety management organization. Non-coal mining enterprises shall set up special safety management agencies and be equipped with full-time safety management personnel. There are not less than 3 full-time safety management personnel in underground mines, not less than 2 people in open pit mines, and not less than 1 person in small open pit quarries, and each shift must ensure that there are dedicated (and concurrently) safety officers on duty. 5. Strengthen production technology management of enterprises. Non-coal mining enterprises shall establish a general technical person in charge, and make it clear that the general technical person in charge of the enterprise under the leadership of the main person in charge of mine production technology work is responsible for the overall responsibility. At the same time, it is necessary to set up production technology management agencies, equipped with mining, mechanical and electrical, geological and surveying professional and technical personnel. Underground mines must also be equipped with specialized technical personnel such as ventilation. Mines that cannot afford professional and technical personnel must employ professional and technical personnel or entrust intermediary agencies such as evaluation, consultation and technical services to provide technical services. In strict accordance with the "Safety Regulations for Metal and non-metal mines" (GB16423-2006) and other relevant technical specifications, timely drawing of mine related measured drawings, drawings should be consistent with the actual. The general technical person in charge of the enterprise shall organize a technical analysis meeting every month, and it shall be convened at any time under special circumstances to timely study and solve the technical problems of safety production. Underground mining enterprises should carry out a safety and reliability assessment on mining, lifting, transportation, ventilation, drainage, power supply and distribution systems every year. If major hidden dangers arise due to failure to solve technical problems in production safety, the principal person in charge of the enterprise, the general person in charge of technology and relevant personnel shall be punished; Where a production safety accident occurs, responsibility shall be investigated according to law.
6. Effectively strengthen the professional management of enterprise security. In underground mines, effective measures should be taken to continuously strengthen the professional management of ventilation, lifting, blasting, roof, empty area, ground pressure, mechanical and electrical equipment and exploration and drainage. The monitoring and control of high and steep slope and waste dump should be strengthened continuously in open pit mines. The stability of the dam body, the monitoring and management of dam construction and flood discharge facilities should be strengthened continuously. Oil exploitation enterprises should continue to strengthen the "three high" (high sulfur, high production, high pressure) gas field well control, sulfur oil field hydrogen sulfide monitoring, offshore oil typhoon (storm surge) prevention work.
7. Effectively strengthen on-site safety supervision and inspection of enterprises. Non-coal mine enterprises shall implement the content, scope, frequency and method of on-site safety inspections, formulate on-site inspection lists, and implement responsible units and responsible persons. It is necessary to strictly inspect and dispose of various problems existing in various systems, various parts and various operating locations, and strictly investigate and punish the "three violations" and the behavior of super ability, super strength and over-quota production organization. Employees should be encouraged to supervise and report various violations and violations, and rewards should be given to whistleblowers.
8. Timely investigation and treatment of potential production safety hazards. Non-coal mining enterprises should strictly implement the safety production hidden danger investigation and management system in accordance with the "Interim Provisions on the investigation and management of hidden safety accidents" (Order No. 16 of the State Administration of Safety Supervision), and clarify the tasks, scope and responsibilities of daily investigation, regular investigation and hierarchical management. The main person in charge or responsible person in charge of the enterprise, and the chief technical person in charge of the enterprise shall organize at least one comprehensive security inspection every month with hidden danger investigation as the main content. All kinds of hidden dangers should be registered, and the rectification measures, responsibilities, funds, time limits and plans should be effectively implemented. It is necessary to establish a hidden danger rectification effect evaluation system led by safety production professionals to ensure that the rectification is in place. After the completion of the hidden danger rectification, the legal representative of the enterprise or the responsible person in charge, the general person in charge of technology to organize acceptance. Failure to rectify hidden dangers caused by production safety accidents, to be seriously investigated in accordance with the law responsible for the responsibility.
Non-coal mine enterprises have major safety hazards (see Annex 1 for classification), to immediately stop production, the main person in charge of the enterprise to organize the development and implementation of hidden dangers management plan, and at the same time to the county level and above safety supervision departments for the record. 9. Strengthen safety education and training for enterprise employees. The main person in charge, safety management personnel and special operations personnel of non-coal mining enterprises must be trained and qualified by relevant institutions and obtain corresponding qualification certificates before they can take up their posts. Strictly implement the safety education and training system for all employees, and conduct mandatory safety training for new employees in accordance with relevant regulations to ensure that they have the knowledge and skills required for safe operation, self-rescue and mutual rescue and emergency response. Any enterprise that takes up a post without training or a license shall stop production for rectification according to law. If there is no safety training and education for underground operators, or if an accident occurs due to the unlicensed work of special operators, it shall be closed down according to law.
10. Strengthen the safety management of outsourced construction teams. Outsourcing construction units engaged in non-coal mining construction must have mining engineering construction qualifications and obtain safety production licenses. Non-coal mining enterprises should sign safety production management agreements with outsourcing construction units, making it clear that non-coal mining enterprises are the main body of responsibility for safety production, and outsourcing construction units bear direct safety production responsibilities for undertaking projects. Before construction, the outsourcing construction unit shall file with the safety supervision department at or above the county level where the project is undertaken, otherwise it shall not start. A commercial blasting operation unit engaged in mining project blasting operations must obtain a safety production license for non-coal mining enterprises in accordance with the conditions of mining and excavation construction units.
11. Strengthen the standardization of enterprise safety. Large and medium-sized open-pit mines, underground mines and tailings ponds above Grade III shall reach the minimum level of safety standardization by the end of 2011; By the end of 2013, all metal and non-metal mines and tailings ponds must meet the minimum level of safety standardization. Those who fail to reach the minimum level of safety standardization within the prescribed time shall have their safety production license revoked in accordance with the law and request the local government at or above the county level to close it down in accordance with the law. After January 1, 2011, the replacement of the safety production license must reach the minimum level of safety standardization, otherwise it will not be extended to replace the license.
12. Strengthen the safety management of enterprise teams. Non-coal mine enterprises should take team safety management as an important link of safety production. It is necessary to improve the team safety management system, implement the team safety production responsibility, set up team safety personnel, establish team safety production ledger, carry out regular team safety activities, and improve the team's ability to prevent and respond to accidents and disasters.
Third, comprehensively strengthen the capacity building of non-coal mine enterprises to ensure production safety
13. Compulsory implementation of advanced and applicable technology and equipment. Offshore oil exploration enterprises should be equipped with a dynamic tracking system for offshore personnel and complete it within three years. If the above requirements are not met within the time limit, the safety production license shall be temporarily withheld according to law. It is necessary to vigorously promote the application of ground pressure and goaf monitoring and monitoring system, high steep slope stability monitoring system, non-electric detonation, dry discharge, tailings filling and comprehensive utilization, high sulfur gas field exploration and development safety key technologies, oil and gas pipeline leakage detection technology (process) equipment. It is necessary to use the "Jin 'an" project to actively promote the information construction of safety production in non-coal mines, establish a comprehensive safety production management information platform, build a digital mine demonstration project, and improve the level of enterprise safety prevention.
14. Increase investment in safety and research and development of safety production technology. Non-coal mines shall withdraw and use production safety expenses in accordance with relevant regulations, increase investment in safety, and strive to improve production safety conditions. Large and medium-sized non-coal mining enterprises should rely on colleges and universities, research institutes and other units to carry out scientific and technological research and development of safety monitoring, safety protection, individual protection, disaster monitoring, special safety facilities and emergency rescue, and promote the upgrading of key technology and equipment for safety production.
15. Accelerate the pace of professional technology and skill personnel training. Non-coal mining enterprises should establish and improve personnel training and incentive mechanisms, strengthen cooperation with colleges and universities and vocational schools, and increase the training of non-coal mining, mechanical and electrical, geology, ventilation, safety management and other related professionals through cooperative schools, matching single recruitment, order training, etc. Speed up the training of non-coal mine professionals and production line urgently needed skilled talents. At the same time, it is necessary to encourage and support the development and research of technical backbone in related safety technology and equipment. Awards shall be given to units and individuals that have outstanding performance in scientific research, technological development and technological popularization of safety in non-coal mines.
16. Strengthen the construction of emergency rescue system for work safety in non-coal mines. It is necessary to rely on large mining enterprises and professional rescue forces to establish provincial and municipal regional non-coal mine emergency rescue bases or backbone teams. All non-coal mining enterprises should establish full-time and part-time emergency rescue teams, equipped with necessary emergency rescue equipment and materials; Without the ability to establish, to sign an emergency rescue service agreement with the surrounding regional emergency rescue base or backbone team. To improve all kinds of non-coal mine production emergency plans, especially according to the actual situation and safety production characteristics of the enterprise, on the basis of the overall plan, including slope landslide (collapse), flood, fire, poisoning and asphyxiation, falling tank (sports car), explosion, surface collapse (roof fall), tailings dam collapse, blowout out of control, hydrogen sulfide poisoning accidents and other special emergency plans. And strengthen emergency drills. It is necessary to strengthen the construction of emergency equipment, and equip full-time and part-time rescue teams with necessary rescue equipment, especially advanced and special equipment and personal protective equipment for handling major and complex accidents, so as to improve their emergency response and personal protection capabilities.
17. Establish and improve the early warning mechanism for enterprise production safety. Non-coal mine enterprises should establish and improve the dynamic monitoring and early warning and forecasting system of safety production, strengthen the contact with the resident safety supervision, meteorology, land and resources management and other departments, promptly take the initiative to understand the impact of local flood situation and geological disasters, regularly carry out safety risk analysis and hidden danger investigation and management according to the regulations, and do a good job in major hazard monitoring. We will prepare for and respond to disasters in advance. If there are signs of an accident, it is necessary to immediately issue early warning information and implement preventive and emergency measures. When the accident may affect the surrounding residents, the warning information must be reported to the local safety supervision department at the first time.
Fourth, comprehensively strengthen the safety supervision of non-coal mines
18. Crack down on illegal construction, production and business operations. Safety supervision departments at all levels should explore the establishment of a joint conference system for combating illegal and illegal activities in non-coal mining areas, and form a working system and mechanism for combating illegal construction and production and business activities in non-coal mining areas under unified government leadership, comprehensive coordination by the office of the Safety Committee, division of responsibilities by departments, and public participation and support. 19. Establish and improve the system of listing and supervising the management of major hidden dangers. In accordance with the provisions of the "Work safety Duties of the member units of The State Council Work Safety Committee" (Safety Commission [2010] No. 2), the provincial safety supervision departments and relevant departments have implemented the listing supervision and announcement system for the management of major safety production hazards in non-coal mines.
20. Effectively strengthen the safety supervision of non-coal mine construction projects. If the project construction unit has illegal contracting, subcontracting, subcontracting and other acts, it shall be immediately ordered to suspend work or stop production for rectification according to law, and the project owner, contractor and other parties shall be investigated for their responsibilities.
21. Strictly manage the construction cycle of non-coal mine construction projects. Non-coal mine mountain construction projects shall be constructed in accordance with the construction period determined by the preliminary design, in the construction period is not completed on schedule, to be responsible for safety facilities design review and approval of the safety supervision department report, in the extension of the period still can not complete the construction, there is illegal construction while producing, by the safety supervision department to the local government to be closed according to law. A record system for pilot production (operation) shall be implemented. Safety facilities of construction projects shall not be put into production without the acceptance of completion organized by the safety supervision department. If trial production (operation) is really needed before completion and acceptance, the construction unit must organize the acceptance of a single project, formulate trial production (operation) plans and emergency plans, and submit them to the safety supervision department responsible for "three simultaneous" examination and approval for the record before trial production (operation) can be carried out. In principle, the trial production (operation) period shall not exceed 6 months. If the trial production (operation) period needs to be extended, an application shall be submitted to the safety supervision department to explain the situation, but the extension period shall not exceed 3 months. The construction unit shall submit an application for completion acceptance of safety facilities to the safety supervision department within 1 month before the end of trial production (operation), and shall be put into formal production and operation only after receiving qualified experience and applying for a safety production license.
22. Strict preconditions for safe production access. Provincial safety supervision departments should pay close attention to the development of local safety standards that are compatible with national safety production standards according to local realities. To meet the requirements of safety standards as a prerequisite for the access of non-coal mine enterprises, the implementation of strict safety standards approval system; It is necessary to formulate the minimum mining scale and minimum service life policies for metal and non-metal minerals in the region together with relevant departments, and resolutely refuse to approve those that fail to meet the requirements. At the same time, it is necessary to jointly review the mineral resources development and utilization plans of non-coal mine enterprises with the land and resources department, and demonstrate safety conditions to ensure safe production access from the source. Any construction that does not meet production safety standards and violates regulations shall be ordered to stop the construction, and if the circumstances are serious, the local government shall be requested to shut down the construction according to law. Where there are hidden dangers in lowering standards, the relevant personnel and responsible persons shall be held accountable.
23. Raise the safety access threshold for non-coal mines. The relevant departments shall not approve any of the following new non-coal mine construction projects: (1) those that are lower than the minimum production scale prescribed by the state or the local region; (2) The mining life of metal and non-metal mines is less than 3 years; (3) The minimum safe distance between the mining areas of adjacent open-pit mines is less than 300 meters; (4) not equipped with professional and technical personnel according to regulations; (5) not equipped with mining equipment in accordance with regulations; (6) Tailings ponds above Grade 3 do not adopt the whole process online safety monitoring and monitoring system; (7) The stability of the dam body of the tailings pool is affected by mining operations around the operational tailings pool; (8) Other safety production conditions required by laws and regulations.
24. Strengthen local supervision of production safety in non-coal mining enterprises. In accordance with the relevant provisions, the safety supervision department at or above the county level shall implement strict supervision and inspection of production safety and management of non-coal mine enterprises within the jurisdiction (among them, the safety supervision of non-coal mine enterprises belonging to the central enterprises shall be responsible for the safety supervision department at or above the municipal level). No mining enterprise shall, for any reason, hinder the safety supervision authorities from conducting on-site inspections.
25. Strengthen supervision over the use of special funds. Safety supervision departments at all levels should urge and guide relevant non-coal mine enterprises to effectively use the special funds for tailings pond management supported by central finance, and implement local and enterprise matching funds. At the same time, it is necessary to obtain the support of the government at the same level, explore the establishment of a special fund for safety production in non-coal mines, and give financial support to improve safety supervision equipment, close small mines, implement tailings treatment technology and advanced technologies such as goaf and ground pressure monitoring, large goaf and subsidence area management, and safety standardization construction.
26. Strengthen supervision over the extraction and use of safety production expenses in non-coal mines. Safety supervision departments at all levels should, in light of actual conditions, formulate measures for the extraction and use of production safety expenses in non-coal mines, strengthen supervision and inspection of the extraction and use of production safety expenses in non-coal mines, study and raise the lower limit standards for the extraction of production safety expenses in non-coal mines, improve the management system of production safety expenses in enterprises, and ensure that enterprises can extract production safety expenses in full before taxes. 27. Strengthen policy guidance for work safety in non-coal mines. 28. Further strengthen capacity building for safety supervision of non-coal mines. At the same time, it is necessary to strengthen the construction of non-coal mine safety supervision equipment, and equip non-coal mine safety supervision agencies with necessary supervision and monitoring means and office equipment to meet the needs of supervision work.
29. Strengthen supervision of professional service agencies for work safety. Safety supervision departments at all levels should formulate and improve the management methods of professional safety production service agencies, and strengthen supervision while giving full play to the role of professional service agencies, so as to ensure the professionalism, independence and objectivity of professional service agencies. All safety production evaluation, technical support, safety training, testing and other service institutions should actively carry out non-coal mine technical services, and standardize technical service behavior. Each professional service institution shall bear legal responsibility for the relevant evaluation, testing, inspection and appraisal conclusions. For service agencies that violate laws and regulations and practice fraud, safety supervision departments at all levels shall strictly investigate the responsibilities of relevant personnel and institutions in accordance with the law and regulations, and reduce or revoke relevant qualifications.
