After the "11·16" major fire accident occurred in the Yongju coal industry in Luliang, the Shanxi Bureau of the State Mine Safety Administration immediately organized the "double investigation" of fire hazards up and down the mine, effectively strengthened risk identification and control and hidden danger investigation and rectification, effectively resolved and eliminated all kinds of fire risks in mining enterprises, and resolutely prevented and contained major accidents.

First, strictly prevent fires in coal mines. Fourth, strict fire prevention management of ground buildings (structures). In view of the frequent occurrence of fire accidents in winter, local governments are urged to organize relevant departments to immediately organize and carry out full coverage fire prevention checks on mine wellhead rooms, joint buildings centered on wellheads, and ground buildings near air intake wellheads, set fire doors, fire fighting equipment and smoke alarm devices in strict accordance with regulations, and set safety exit signs; Effective measures should be taken to prevent fireworks from being introduced into the well for buildings connected with the well head, such as joint buildings. No fireworks are allowed within 20 meters near the wellhead room and the ventilation room, and no illegal overlapping electric heating is allowed.

Fifth, strengthen fire risk monitoring and early warning. Urge mining enterprises to install carbon monoxide and smoke sensors in key locations such as underground mining operations, closed places and return air flows in strict accordance with regulations. Dispatchers, security monitoring system check-in personnel and on-site operators should stop operations and withdraw personnel as soon as possible when carbon monoxide and smoke alarm or abnormal alarm is found, and production can be resumed only after risks and hidden dangers are eliminated. Smoke alarm devices should be installed in wellhead rooms, densely populated places on the ground and other places to evacuate people in time.
