What is computing infrastructure?

Computing power is a new type of productivity that integrates information computing power, network carrying power and data storage power, and provides services to the society mainly through computing infrastructure such as computing power center. As an important part of the new information infrastructure, computing infrastructure presents features such as multi-ubiquitous, intelligent and agile, safe and reliable, green and low-carbon, which is of great significance for promoting industrial transformation and upgrading, enabling scientific and technological innovation and progress, meeting people's needs for a better life and realizing efficient social governance.

2. What is the background of the Action Plan?

 With the full opening of the digital economy era, computing power is injecting new momentum into the digital transformation of all walks of life in a new form of productivity, and becoming an important driving force for high-quality economic and social development. As the main carrier of computing power, computing infrastructure is an important resource and infrastructure to support the development of digital economy, and plays an important role in realizing digital transformation, cultivating future industries, and forming new driving forces for economic development.

At present, a new round of scientific and technological revolution and industrial transformation is evolving in depth, the importance of computing infrastructure is increasing, and countries continue to increase investment. China's computing infrastructure development has achieved remarkable results, but compared with the goal of promoting the deep integration of the digital economy and the real economy, achieving high-quality economic and social development, and coping with the requirements of the fierce competition in the international market, there is still a certain gap. In order to further gather industrial consensus, strengthen policy guidance, and comprehensively promote the high-quality development of China's computing infrastructure, the Ministry of Industry and Information Technology and other six departments jointly issued the Action Plan.

3. What are the basic principles and main contents of the Action Plan?

"Action Plan" combined with the status quo and development trend of the computing infrastructure industry, clear "multiple supply, optimize the layout; Demand traction, strengthen empowerment; Innovation-driven, pooling force; The basic principle of "Green, low-carbon, safe and reliable" has formulated the main development goals by 2025, and put forward six key tasks, including improving the comprehensive supply system of computing power, enhancing the efficient carrying capacity of computing power, strengthening the efficient and flexible support of storage power, deepening the application of computing power enabling industry, promoting the development of green and low-carbon computing power, and strengthening the capacity building of security security. We will strive to promote the high-quality development of computing infrastructure.

What are the specific goals for computing infrastructure development in the next three years?

The Action Plan puts forward quantitative development indicators by 2025 from four aspects of computing power, carrying power, storage power and application empowerment to guide the high-quality development of computing infrastructure.

In terms of computing power, the scale of computing power exceeds 300EFLOPS, and the proportion of intelligent computing power reaches 35%. In terms of carrying capacity, the national hub node data center cluster has basically achieved direct network transmission with no more than 1.5 times the theoretical delay, the coverage rate of optical transmission network (OTN) in key application sites has reached 80%, the backbone network and metropolitan area network fully support IPv6, and the use of new technologies such as SRv6 has reached 40%. In terms of storage capacity, the total storage capacity exceeds 1800EB, and the proportion of advanced storage capacity reaches more than 30%. In terms of application empowerment, more than 30 application benchmarks have been created in key areas such as industry, finance, medical care, transportation, energy and education.

5. What are the key tasks in the Action Plan?

A total of 25 key tasks are deployed in the "Action Plan" to improve the comprehensive supply system of computing power, from the aspects of construction layout, computing power structure, heterogeneous collaboration, and standard system. In terms of improving the efficient carrying capacity of computing power, the deployment is carried out from the aspects of carrying quality, access network, computing power scheduling, etc. In the aspect of strengthening the efficient and flexible guarantee of storage power, it will be deployed from the same aspects of storage technology, storage industry and storage and computing network cooperation; In terms of deepening the application of computing power empowerment in the industry, the work deployment was focused on industry, education, finance, transportation, medical care and energy. In terms of promoting the development of green and low-carbon computing power, it has been deployed from the aspects of improving the carbon efficiency level of computing power, guiding market applications, and empowering the development of the industry. In terms of strengthening security guarantee capacity building, deployment is carried out from the aspects of improving network security, strengthening data security, and recommending supply chain security.

Sixth, in improving the comprehensive supply system of computing power, what are the specific work arrangements?

The "Action Plan" comprehensively considers the construction of computing power supply in many aspects, and guides it from the layout of computing facilities, the configuration of computing power structure, the deployment of edge computing power, and the construction of standard systems to improve the comprehensive supply capacity of computing power. First, optimize the layout of computing facilities. Promote efficient complementarity and synergy of computing power in the eastern and western regions; Strengthen the monitoring of data center provisioning rate and other indicators, and guide the overall provisioning rate of regional planning new projects below 50% to strengthen the demonstration; Support Chinese enterprises to "go out", with the focus on the "Belt and Road" countries along the layout of overseas computing facilities. The second is to promote the multiple configuration of computing power structure. Promote the diversified development of computing resources, and gradually increase the proportion of intelligent computing power; Promote the collaboration between intelligent computing power and general computing power to meet the business needs of different types of computing power. Third, accelerate the collaborative deployment of edge computing power. Promote the ubiquitous distribution and collaborative development of "cloud edge" computing power, and support low-latency business applications; Accelerate the construction and layout of industry computing power, and support the digital transformation of traditional industries. The fourth is to build a standard system of computing power. Accelerate the development of basic common standards for computing business needs, improve relevant requirements and technical methods, and simultaneously explore the construction of standards to support the industrial development of computing network integration. Fifth, carry out actions to improve the supply of computing power. We carried out the selection of typical cases for the National Computing Power Center, held the China Computing Power Conference, and released the China Comprehensive Computing Power Index.

7. In terms of improving the efficient carrying capacity of computing power, what are the specific work deployments?

The "Action Plan" focuses on the application of network support computing power, and provides guidance from the aspects of network innovation technology, computing power access network, hub network transmission, and collaborative scheduling mechanism to improve the efficient carrying capacity of computing power. One is to optimize computing power and efficiently carry mass. Explore the construction of a rational layout, ubiquitous connectivity, flexible and efficient computing Internet. Enhance the integration ability of heterogeneous computing power and network to realize efficient application of computing and storage; Promote the development and application of data processor (DPU), lossless network and other technologies. The second is to strengthen the ability of computing power to access the network. Gradually realize that the delay between important computing infrastructure in urban areas is no more than 1ms, and vigorously improve the flexible and efficient computing capability of edge nodes. Third, improve the transmission efficiency of the hub network. Promote the national hub node of the computing network to directly connect the backbone node of the network, gradually build a direct one-hop link between clusters, and the delay between important computing infrastructure within the national hub node is no more than 5ms. Fourth, explore the collaborative scheduling mechanism of computing power. All parties are encouraged to explore the creation of a multi-level computing power scheduling framework system and explore the implementation of integrated computing power scheduling applications. Fifth, we will carry out actions to integrate computing and network development. Explore the construction of a multi-level computing power scheduling platform, create a computing network city benchmark, and implement the "computing power strong base".

8. What are the specific work arrangements for strengthening the efficient and flexible guarantee of capacity?

"Action Plan" from the storage technology, storage industry and storage network cooperation, to strengthen the efficient and flexible protection of storage deployment. First, accelerate the development and application of storage technology. Promote the innovation and development of storage technologies such as all-flash memory and Blu-ray storage, seize the opportunity of storage flash upgrading, and realize the common development of computing power center memory and storage industry. Second, we will continue to enhance the capacity of the storage industry. Through the improvement of the independent research and development capability of key storage components, the upstream and downstream coordinated development of the storage industry is promoted, and the storage construction of the computing power center is supported. Third, promote the coordinated development of the deposit-and-calculate network. In terms of technology, it promotes the cooperation between the storage and computing network and related technology research and development, rationally allocates the storage and computing proportion in the construction of the computing center, and supports the efficient flow of data within and between the computing center in terms of application. Fourth, we will carry out actions for coordinated development of savings and accounts. Conduct research on the maturity of data center storage capabilities, encourage the use of autonomous storage devices, and release the China Storage Development Report.

9. How to promote the further evolution of computing infrastructure in the direction of green and low-carbon?

The Action Plan focuses on guiding the green and low-carbon development of computing infrastructure. First, improve the carbon efficiency of resource utilization and computing power. Through the guidance of the design and construction of the computing power center, technology selection and equipment selection, the carbon efficiency level of the computing power is improved. The second is to guide the market to apply green and low-carbon computing power. Actively introduce green energy, the use of source network load storage and other technologies, to achieve the integration of renewable energy development, nearby consumption, improve the utilization rate of green electricity computing facilities. The third is to enable the green and low-carbon transformation of the industry. Promote the application and empowerment of computing power in key industries, promote the intelligent development of enterprise business activities, build a "computing power +" green and low-carbon ecosystem, and help the green and low-carbon development of various industries.

10. How to ensure the implementation of the Action Plan?

The implementation of the Action Plan requires governments at all levels, as well as various market players such as basic telecom operators, third-party data center service providers, and Internet enterprises to give play to their respective advantages in the construction and operation of computing infrastructure, complement each other and form a synergy. The Action Plan proposes safeguard measures in four areas.

First, we need to strengthen overall planning and interaction. Strengthen departmental coordination, division of labor, organization and guarantee of key tasks, and jointly promote the development of computing facilities. Second, we will increase financial support. Increase financial support for the innovation and development of computing infrastructure, promote qualified projects to declare and issue real estate investment trusts in the field of infrastructure, and encourage financial institutions to increase credit support for green and low-carbon computing infrastructure. Third, deepen exchanges and coordination. Give full play to the organizational and guiding role of industry alliances and standards organizations to promote exchanges and cooperation. Support computing enterprises to go global and strengthen national exchanges and cooperation. Fourth, we will strengthen platform support. Improve China's computing power platform and data collection mechanism, explore the synergy of computing network storage resources, and effectively promote technological innovation collaboration and resource sharing across the upstream and downstream of the industrial chain.
