Build a high-quality charging infrastructure system

I. General requirements

(1) Guiding ideology.  Implement the main responsibility, continue to improve the network, improve the facility capacity, improve the service level, further build a high-quality charging infrastructure system, better meet the needs of the people to purchase and use new energy vehicles, and help promote the green low-carbon transformation of transport and the construction of modern infrastructure system.

(2) Basic principles.

Scientific layout. Strengthen the top-level design of charging infrastructure development, adhere to the construction should be built to the fullest extent, according to local conditions, balanced and reasonable, scientific planning of construction scale, network structure, layout function and development mode. According to the national space planning, we will promote the integration of charging infrastructure planning with power and transportation planning.

Moderately ahead of time. Combined with the development trend of electric vehicles, the charging infrastructure construction is appropriately advanced, leaving a margin in terms of total scale, structure and function, and construction space, so as to better meet the charging needs of different fields and different scenarios. Continue to improve the charging infrastructure standard system, and promote the internationalization of Chinese standards.

Innovation and integration. Give full play to the role of innovation as the first driving force, improve the level of digital, intelligent and integrated development of charging infrastructure, encourage the development of new technologies, new business forms and new models, and promote energy and information interconnection between electric vehicles and charging infrastructure networks, telecommunications networks, transportation networks and power networks.

Safe and convenient. Adhere to safety first, strengthen the full life cycle safety management of charging infrastructure, strengthen quality safety, operation safety and information security, and strive to improve reliability and risk prevention. Continuously improve the economy and convenience of charging services, expand diversified effective supply, and comprehensively improve the efficiency of service quality.

3. Development goals. By 2030, a high-quality charging infrastructure system with extensive coverage, moderate scale, reasonable structure and perfect functions will be basically completed, which will effectively support the development of the new energy vehicle industry and effectively meet the people's travel charging needs. A charging network with urban surface, highway line and rural point-like layout should be built, and the proportion of parking Spaces with standardized charging conditions in large and medium-sized urban operational parking lots should strive to exceed the proportion of urban registered electric vehicles, and the coverage of charging services in rural areas should steadily increase. Charging infrastructure is complementary, intelligent and open, charging services are safe, reliable, economical and convenient, standards and norms and market supervision system are basically improved, industry supervision and governance capabilities are basically modernized, and technical equipment and scientific and technological innovation have reached the world's advanced level.

Second, optimize and improve the network layout

(1) Build a convenient and efficient intercity charging network. Focusing on the main skeleton of the national comprehensive three-dimensional transportation network of "6 axes, 7 corridors and 8 channels", we will speed up the shortcomings of the charging infrastructure of the road network between key cities, strengthen the effective connection between charging lines, and create an intercity charging network that effectively meets the needs of medium and long-distance travel of electric vehicles. Expand the coverage of the charging infrastructure of the national highway network, optimize the point layout of facilities by encryption, and strengthen the charging network connectivity of key nodes. New highway service areas should simultaneously build charging infrastructure, accelerate the transformation of existing highway service areas charging infrastructure, new facilities should adopt high-power charging technology in principle, and improve the relevant design standards and construction management norms of highway service areas. Promote the scientific layout of charging infrastructure in accordance with local conditions in ordinary national and provincial trunk highway service areas (stations), and strengthen basic charging services along the highway.

(2) Building an interconnected charging network in urban agglomerations. Strengthen the unified planning and collaborative construction of charging infrastructure, strengthen the exchange and sharing of charging service data in different cities, accelerate the intelligent upgrading and transformation of charging networks, realize the effective connection of cross-regional charging services, and improve the accessibility of electric vehicles in urban agglomerations, metropolitan areas and key cities. With the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing Twin City Economic Circle as the focus of the construction of charging networks, to build a fast charging network connecting major cities in the region, and strive to reach the world's advanced level of charging technology, standards and services.

(3) Building a well-structured urban charging network. Based on the urban road transportation network, with the focus on "two districts" (residential and office areas) and "three centers" (commercial centers, industrial centers, and leisure centers), the urban charging network will be promoted from the central urban area to the urban edge and from priority development areas to other regions in an orderly manner. Vigorously promote the integrated planning, construction and management of urban charging infrastructure and parking facilities to achieve comprehensive coverage of all types of urban parking scenarios. Rational use of the space adjacent to urban roads, the construction of public charging infrastructure with fast charging as the main and slow charging as the supplement, and encourage the construction of centralized charging infrastructure with a certain scale. The residential area actively promotes the charging infrastructure of intelligent orderly slow charging and emergency fast charging. Office areas and "three centers" and other urban special and public areas according to local conditions to build a combination of fast and slow public charging infrastructure. We will promote effective connectivity between urban charging networks and intercity, urban agglomeration and metropolitan area charging networks.

(4) The construction of effective coverage of rural charging network. Promote the integrated development of charging networks in rural areas with urban and intercity charging networks, and accelerate the effective coverage of charging infrastructure in rural areas suitable for the use of electric vehicles. Actively promote the construction of public DC fast charging stations in county-level urban areas. In combination with the construction of village-level charging networks and the development of transmission and distribution networks, we will accelerate the planning and layout of charging networks in large villages and towns, relocation and centralized resettlement areas in easy places, and key villages and towns for rural tourism, and vigorously promote the construction of public charging infrastructure in township offices, enterprises and institutions, commercial buildings, transportation hubs, public parking lots, and logistics bases. In combination with the promotion of urbanization construction with county seats as an important carrier, demonstration counties and demonstration towns for the construction and application of charging infrastructure will be created in areas with good infrastructure according to needs.

3. Accelerating development in key areas

(1) Actively promote the construction of residential charging infrastructure. In the existing residential areas, the charging infrastructure of fixed parking Spaces should be fully installed and the public charging infrastructure should be optimized. Compacting the main responsibility of the construction unit of the new residential area, strictly implementing the requirements for the allocation of charging infrastructure, ensuring that the fixed parking space is 100% constructed of charging infrastructure or reserved for installation conditions, and meeting the requirements for direct installation of meters and power connections. The city as a unit to accelerate the development of residential charging infrastructure construction management guidelines, optimize facility construction support policies and management procedures, implement the responsibilities of sub-district offices, residents committees and other grass-roots management bodies, establish a "one-stop" coordination and promotion and complaint handling mechanism. Encourage charging operation enterprises to accept the commissioning of owners, carry out the "unified construction and uniform service" of residential charging infrastructure, and provide unified construction, operation, maintenance and other services. In conjunction with the pilot work of building complete communities, the construction of parking and charging facilities will be integrated and promoted. Encourage the construction of charging infrastructure to be included in the renovation of basic facilities in old residential areas, and carry out the construction of supporting power supply and distribution facilities simultaneously.

(2) Vigorously promote the construction of charging infrastructure in public areas. With the focus on the construction of parking lots in buildings such as "three centers" and public parking lots such as transportation hubs and park-and-ride (P+R), we will accelerate the construction of public charging infrastructure and promote charging operation enterprises to gradually increase the proportion of fast charging facilities. Accelerate the construction of charging infrastructure in internal parking lots such as government offices, enterprises and institutions, and industrial parks, and encourage their opening to the public. Under the premise of ensuring safety, public fast charging and power exchange facilities will be built in refueling (gas) stations that have the conditions, and comprehensive energy supply service stations that integrate refueling (gas) and charging and power exchange services will be actively promoted. According to the charging needs of special vehicles such as urban public transport, rental, road passenger transport and logistics, the construction of special charging stations in parking lots and other stations will be accelerated. To speed up the construction of public charging infrastructure in tourist attractions, scenic spots above grade A should build charging infrastructure in combination with tourist reception and charging demand, and scenic spots above grade 4A should set up public charging areas for electric vehicles.

Fourth, improve the level of operation service

1. Promoting social development and operation Promote diversified investment in charging infrastructure, guide all kinds of social capital to actively participate in construction and operation, and form a unified, open, competitive and orderly charging service market. Promote the sharing mode of charging parking Spaces, and improve the utilization efficiency of parking Spaces and charging infrastructure. Encourage charging operation enterprises to actively explore business cooperation models with vehicle enterprises and Internet enterprises. Strengthen monitoring, research and judgment, and appropriately put mobile charging infrastructure in areas with large traffic flow and during major holidays to enhance the resilience of the charging network.

2. Formulating and implementing unified standards. In combination with the development trend of intelligent and connected electric vehicles and the construction needs of new energy systems, we will continue to improve the standard system of charging infrastructure, strengthen the iterative updating of standards such as construction, operation and maintenance, product performance, and interconnection, accelerate the revision of advanced charging and replacement technology standards, and enhance the ability to lead the internationalization of standards. Encourage the inclusion of intelligent and orderly charging into the functional range of pile products. Promote the formulation of comprehensive energy supply service station construction standards and management systems. Through policy tools such as special measures to relax market access, relevant units are encouraged to take the lead in formulating and implementing relevant standards.

(3) Building an information network platform. Promote the construction of a national charging facilities monitoring service platform. Adhere to government guidance and market operation, encourage provinces (autonomous regions, municipalities directly under the Central Government) to build charging infrastructure supervision and operation service platforms, and strive to strengthen the connectivity of provincial platforms. Standardize the information management of charging infrastructure, unify the information exchange protocol, clarify the boundaries of information collection and the scope of use, promote the full access of public charging infrastructure, guide the orderly access of "unified construction and uniform service" charging infrastructure in residential areas, and encourage voluntary access of private charging infrastructure. Strengthen data interconnection with electric vehicles, urban and highway travel service networks, and timely release public charging infrastructure Settings and real-time usage through various convenient channels such as Internet map service platforms.

(4) Strengthen the management of industry norms. Improve the access conditions and management policies of charging infrastructure manufacturing, installation, construction, operation and maintenance enterprises, build an evaluation system with a focus on standardized management and service quality, and promote the establishment of a credit system for charging equipment product quality certification operators. Compacts the product quality and safety responsibility of electric vehicles, power batteries and charging infrastructure production enterprises, strictly controls the quality and safety management of charging infrastructure construction and installation, and establishes a liability check system for fire and explosion accidents. Improve the operation and maintenance system of charging infrastructure, implement the main responsibility of charging operation enterprises, and improve the availability rate of facilities and troubleshooting ability. Clarify the identification standards and management methods of long-term failure charging piles, and establish and improve the exit mechanism. Guide charging infrastructure investment and operation enterprises to take out product liability insurance.

Fifth, we will strengthen leadership in scientific and technological innovation

(1) Enhance the two-way interaction capacity of the vehicle network. Vigorously promote the application of intelligent charging infrastructure, new charging infrastructure should adopt intelligent facilities in principle, and promote the intelligent transformation of existing charging infrastructure. Actively promote the intelligent transformation of the distribution network, and strengthen the ability to regulate the charging and discharging behavior of electric vehicles. Give full play to the important role of new energy vehicles in the electrochemical energy storage system, strengthen the energy interaction between electric vehicles and the power grid, improve the response ability of the power grid, such as peak regulation and frequency regulation, safety and emergency response, and promote the pilot demonstration of vehicle networking, vehicle network interaction, source network load and storage integration, and optical storage and charging.

2. Encouraging innovative application of new technologies Give full play to the main role of enterprise innovation, and create a smart integration innovation platform for vehicles, piles and networks. Accelerate research on technologies such as fast charging and replacement, high-power charging, intelligent orderly charging, wireless charging, and optical storage and charge collaborative control, and demonstrate the construction of wireless charging lines and parking Spaces. Strengthen information sharing and unified settlement system, power distribution system security monitoring and early warning technology research. Continue to optimize the technical performance of electric vehicle batteries, and strengthen technical research on new system power batteries and battery echelon utilization. Promote the popularization of mechanical, three-dimensional and mobile parking and charging facilities.

6. Strengthen support and guarantee

(1) The main responsibility of compaction. Effectively strengthen organizational leadership, consolidate the main responsibility of local governments to coordinate and promote the development of charging infrastructure, and take the construction and management of charging infrastructure as an important focus to improve infrastructure and public services. To give full play to the leading role of planning, provincial governments focus on the construction of high-quality charging infrastructure system, scientific layout planning, and do a good job of integration with the transportation network system; The municipal and prefecture-level governments focus on "two districts" and "three centers", formulate layout plans with districts and counties as the basic units, optimize the charging infrastructure structure by scenario, strengthen the layout of public piles and special piles, and incorporate the "one map" implementation supervision information system for territorial spatial planning.

2. Improving supporting policies. Implement the peak and valley time-of-use price policy, and guide users to widely participate in intelligent and orderly charging and vehicle network interaction. Before 2030, centralized charging and replacing facilities with two-part electricity prices will be exempted from demand (capacity) electricity charges. Local governments at all levels are encouraged to implement phased reductions in the rent of charging infrastructure sites. Power grid enterprises are encouraged to give priority to the construction of charging infrastructure in terms of power grid access and capacity increase.

3. Strengthening factors of production. Local governments at all levels should further strengthen the guarantee of factors for the development of charging infrastructure, meet the development needs of charging infrastructure and supporting power grid construction land and corridor space, and provide financial support according to local conditions. Encourage local governments to establish operation subsidy standards linked to service quality, increase subsidies for demonstration projects such as high-power charging and vehicle network interaction, and support the construction of qualified charging infrastructure projects through local government special bonds. Improve financial service capabilities, make full use of existing financial support policies, promote pledged financing methods such as equity, project income rights, and franchise rights, and broaden financing channels for charging infrastructure investment and operation enterprises and equipment manufacturers through green bonds. Encourage development financial institutions to innovate financing support models, and implement the "one network" project for urban parking and charging.

4. Strengthen coordinated progress. The National Development and Reform Commission and the National Energy Administration, together with all relevant parties, will coordinate and promote the implementation of these Guidelines, strengthen departmental coordination, strengthen guidance and supervision over all localities, regularly evaluate the implementation, promptly summarize and promote typical experience and practices, and timely report major situations to the Party Central Committee and The State Council. Local governments at all levels have established a mechanism for coordinated promotion of the construction of charging infrastructure in close cooperation with relevant departments of development and reform, energy, transportation, natural resources, industry and information technology, housing and urban-rural construction, commerce, fire rescue, urban management, etc., to comprehensively map out the basic situation, scientifically assess construction needs, simplify construction procedures, and establish and improve standards and policy systems. Continue to track and solve key and difficult problems, and realize information sharing and policy linkage.
