Urbanization is the only way to modernization, and new urbanization is the greatest potential of domestic demand in China. Advancing the construction of a new type of urbanization will help achieve a virtuous cycle and dynamic balance between supply and demand at a higher level, and provide strong support for building a new development pattern and promoting high-quality development. Since the 18th National Congress of the CPC, China's urbanization level has improved significantly. By the end of 2022, the urbanization rate of permanent residents has reached 65.22%, 140 million agricultural migrants have settled in cities and towns, and the population and economic role of urban agglomerations continue to emerge. At the same time, it should be noted that there are still some weaknesses in the new type of urbanization, the quality of urbanization is not high on the whole, and urbanization development faces both opportunities and challenges. At present and in the years to come, we will deepen the people-centered new urbanization strategy, take the development of urban clusters and the transformation of urban development patterns as an important starting point, and further improve the quality of new urbanization.

We will accelerate the urbanization of rural migrants. The primary task of promoting urbanization is to promote orderly citizenization of permanent residents who are capable of stable employment and living in cities and towns. Population urbanization has huge potential for consumption growth. Accelerating a people-centered new type of urbanization will not only unleash huge consumption potential, but also bring new impetus to steady economic growth. On the one hand, we must give priority to the stock and drive the increase, coordinate the reform of the household registration system and the full coverage of the permanent population in basic public services in urban areas, improve the supporting policy system for the citizenization of rural migrant population, and accelerate the full integration of rural migrant population into the city. On the other hand, we will deepen the construction of government-subsidized housing in urban areas, relocate people from inoperable areas, transform villages in mega-cities, and develop dual-use public infrastructure. It is also necessary to make up for weaknesses in public infrastructure such as urban transportation, water supply, power supply, communications, and new infrastructure, effectively release the potential of investment and consumption, and further consolidate the advantages of China's ultra-large scale market.

We will build a coordinated development pattern for large, medium and small cities based on city clusters and metropolitan areas. The construction of urban agglomerations and metropolitan areas can effectively improve the gathering efficiency of various innovative factors such as talents, knowledge and technology in the region, narrow the development gap between central cities and surrounding cities, promote the reasonable and smooth flow of urban and rural factors in the region, and better smooth the domestic economic cycle. It is necessary to promote the coordinated development of large, medium and small cities and small towns, and further promote urbanization with county seats as an important carrier. We will promote the deep integration of coordinated regional development strategies, major regional strategies, and functional zone strategies to form a multi-center, multi-tier, and multi-node network city cluster structure. In the direction of urbanization, we should promote the coordination and integration of metropolitan areas in the distribution of productivity, public service supply, management system and mechanism, and better release the potential of metropolitan areas.

We will accelerate the transformation of the development model of megacities. In recent years, in the development of urbanization in China, there have been some problems such as excessive concentration of functions in some super-large cities and excessive concentration of population in central urban areas. In this regard, it is necessary to promote the transformation of the development mode of megacities from scale expansion to connotation enhancement, realize the comprehensive improvement of urban development level, safety and livable, and competitiveness, and better build an urbanization pattern with urban agglomerations as the main form and the coordinated development of large, medium, small cities and small towns. It is necessary to strengthen the core functions of central cities, improve the global resource allocation function, scientific and technological innovation function, and high-end industry leadership function, focus on strengthening the weak links in the field of people's livelihood, accelerate urban renewal, and continue to improve urban risk detection, forecasting, early warning, emergency command and rescue capabilities.

We will promote a new type of urbanization with county towns as an important carrier. It is necessary to comply with the population change trend and development differentiation trend of the county, based on the carrying capacity of resources and environment, location conditions, industrial basis, and functional positioning, tap the advantageous resources of the county, expand and strengthen the characteristic industries to enrich the people, and expand the employment space of the county. It is necessary to establish industrial, supply and value chains linking urban and rural areas, promote the upgrading of the whole chain of rural industries, and enhance market competitiveness and sustainable development capacity.
