First, the "13th Five-Year Plan" development achievements and problems

The general fiber as a whole maintains the international leading level, the high performance fiber technology level is gradually moving towards a new stage of running with the world's leading level, the integration of refining and chemical enterprises has made remarkable progress, the whole industry has won 4 national science and technology awards, and 3 enterprises have been selected as the national intelligent manufacturing pilot demonstration project. Positive progress has been made in energy conservation and emission reduction, pollution prevention and control, and comprehensive utilization of resources, brand building continues to play a supporting role of "increasing varieties, improving quality, and creating brands", and talent construction actively supports industry innovation and development.

Since the "13th Five-Year Plan", the development of the chemical fiber industry has achieved good results, but there are also many problems that plague the development of the industry and need continuous attention, mainly including: Investment in some industries still needs to be rational, some key equipment, raw material technology shortcomings still need to break through, import dependence is high, the upstream and downstream collaborative development of high-performance fibers needs to be promoted, recycling, degradable materials, bio-based materials need to accelerate technological progress and market expansion.

Second, the situation facing the development of the 14th Five-Year Plan

The "14th Five-Year Plan" period is a critical period for China to move from building a well-off society in an all-round way to basically realizing socialist modernization. Under the background of the century-old transformation promoted by the novel coronavirus epidemic, the international force balance has been profoundly adjusted, and the impact of national security, public security and industrial security on economic decision-making of various countries has deepened, which will promote the adjustment and reconstruction of the international textile industry chain and supply chain pattern. The development of chemical fiber industry is facing new opportunities and challenges.

Scientific and technological innovation provides new opportunities. New material technology innovation occupies the forefront of the new scientific and technological revolution, and the application of cutting-edge technologies such as genetic engineering, polymer modification, and nano provides a broader technical path for textile fiber material innovation. Green and sustainable development put forward new requirements. China has proposed to strive to achieve the peak of carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. The new development goal points out the important responsibility of strengthening carbon emission reduction for the chemical fiber industry. The chemical fiber industry, as the most important raw material link in the textile industry chain, bears the social responsibility of green manufacturing and ecological protection with the whole textile industry chain. At the same time, it also independently undertakes the mission of developing diversified biological raw material resources, improving the recycling level of fiber products, and solving the problem of excessively high proportion of petroleum raw materials. As the largest chemical fiber industry system in the world, China's chemical fiber industry is duty-bound to break through the bottleneck of raw materials and technology and promote the green and sustainable development of the industrial and consumer markets.

Consumption upgrading provides new space for industrial development. "China achieves the goal of building a moderately prosperous society in an all-round way as scheduled, the long-term development of the national economy is improving, the level of urbanization is further improved, and the middle class group is expanding, which will provide support for the steady expansion and upgrading of the domestic demand market." Consumers' cultural confidence and sense of cultural inheritance are increasing, the era of "universal two-child" and the increase of the elderly population are coming at the same time, and the strategy of "healthy China" is increasingly popular. Based on the domestic "great cycle", a series of economic and social development and changes will drive the domestic market to show more diversified, multi-level, multi-angle and multi-field characteristics. Development goals and key tasks for the 14th Five-Year Plan Period

By 2025, we will further consolidate and enhance the leading role of the chemical fiber industry in the textile industry chain and the supporting role of strategic emerging industries, build an intelligent, green and high-end modern industrial system, and build a chemical fiber power. The intensity of industry R&D investment has reached more than 1.6%, conventional fiber production has maintained the international leading level, and the output of high-performance fiber has increased by more than 10% annually. The green manufacturing system has been continuously improved, the annual output of bio-based chemical fibers and degradable synthetic fibers has increased by more than 20%, the comprehensive utilization level and scale of waste resources have been further developed, and key progress has been made in peaking carbon in the industry.

In order to achieve the above goals, the six key tasks of the development of chemical fiber industry include:

First, innovation-driven development. It is necessary to improve the innovation system, fully open up the whole chain of basic theoretical research, engineering technology research and development, and scientific and technological achievements transformation, promote the optimization and combination of innovation systems, and form a scientific and technological innovation system with enterprises as the main body, the market as the guide, and the deep integration of industry, university and research. It is necessary to improve innovation capacity, guide enterprises to increase investment in research and development, and encourage leading enterprises to build technological innovation consortia with institutions of higher learning, research institutes, and upstream and downstream enterprises. It is necessary to cultivate pilot enterprises, encourage the development of pilot enterprises with international competitive advantages and supply chain control ability, and cultivate the development of specialized and special "small giant" enterprises and individual champion enterprises, and form a new integrated development pattern in which large enterprises drive the development of small and medium-sized enterprises, and small and medium-sized enterprises inject vitality into large enterprises.

Third, promote the differentiation and high-end of new fiber materials. It is necessary to improve the functionality and added value of conventional fibers, achieve high-quality, low energy consumption, intelligent and green production of conventional fibers, develop differentiated and functional fiber products such as intelligent, super simulation and stock solution coloring, and further expand the application of functional fibers in clothing, home textiles, industry, environmental protection and other fields.
