I. General requirements
(1) Guiding ideology. We will accelerate the establishment of a basic old-age service system that covers all elderly people, has clear rights and responsibilities, and ensures appropriate and sustainable care, so as to enhance their sense of gain, happiness and security.
(2) Main tasks. Basic elderly care services refer to those provided by the state directly or through certain ways to support relevant entities to provide the elderly with basic, inclusive and backstop services, including material help, care services and care services. The object, content, and standards of basic elderly care services are adjusted according to the dynamic economic and social development, and the "14th Five-Year Plan" period focuses on the needs of basic elderly care services when the elderly face difficulties such as disability, disability, and no care that are difficult for families and individuals to cope with.
(3) Working principles
-- Basic principles. Based on China's basic national conditions, taking into account the necessity and possibility, focusing on ensuring basic, wide coverage and sustainability, we will do our best and do our best to ensure the basic life and care needs of the elderly.

We will promote the optimization and integration of institutional resources such as social insurance, social assistance, social welfare, charity, and preferential treatment for the elderly, strengthen the coordination of institutional reforms in relevant fields, and support the development of a basic old-age service system.
Ii. Key work
(1) Formulating and implementing a list of basic elderly care services. All relevant departments in all regions shall strictly implement the National List of Basic Elderly Care Services (see annex). The clear objects, projects, contents, etc. of the National Basic Elderly Care Service List shall be dynamically adjusted according to factors such as the level of economic and social development and financial status, and the Ministry of Civil Affairs shall put forward revised opinions jointly with relevant departments in a timely manner, and be issued and implemented in the name of the department after approval according to procedures. The provincial government shall formulate and publish the specific implementation plan and list of basic old-age services in the region against the National List of Basic old-age Services, clarify the specific service objects, content, standards, etc. The list shall include the service items in the National List of basic old-age Services, and the coverage and realization degree shall not be lower than the requirements of the National List of basic old-age Services. By 2025, the basic elderly care service system will be basically complete, the list of basic elderly care services will be continuously improved, the service object, service content and service standards will be clear, the service supply, service guarantee and service supervision mechanisms will be continuously improved, and the basic elderly care service system will cover all elderly people.
(2) Establish a precision service proactive response mechanism. We will establish a statistical survey and release system for the situation of the elderly, carry out comprehensive assessments of the abilities of the elderly, formulate and improve unified national assessment standards, and promote the mutual recognition of assessment results across the country and the use of all departments as needed. Relying on the national integrated government service platform, we will promote cross-departmental data sharing, establish a precise identification and dynamic management mechanism for elderly people with difficulties, refine the institutional arrangements linked to the resident population and service radius, and gradually realize the shift from "people looking for services" to "service finding people". Promote the integration of resources in the identification, treatment, service delivery, and barrier-free environment of disabled elderly people, and strengthen the guarantee of elderly care services for disabled elderly people. To provide visiting care services for elderly people living alone, empty nest, left-behind, disabled, severely disabled, family planning and other special families. To support grassroots elderly associations and voluntary service organizations to participate in visiting care services. Relying on the grassroots management service platform, we provide elderly care service policy consultation, information inquiry, business management and other convenient elderly care services.
3. Improving the mechanism for providing basic elderly care services. We will promote the establishment of a long-term care security system that integrates relevant insurance, welfare and assistance. Reasonably determine the coverage and subsidy standards of nursing subsidies for disabled elderly people with financial difficulties. Local governments at all levels should establish a funding guarantee mechanism for basic elderly care services, and the central finance should coordinate the existing funding channels to provide support. We will implement preferential support policies for the development of elderly care services, encourage social forces to participate in the provision of basic elderly care services, and support property service enterprises in providing home-based community elderly care services in accordance with local conditions. The government should combine the purchase of services with the direct provision of services, and give priority to the service needs of disabled, elderly and uncared for elderly people with financial difficulties. Localities where conditions permit will optimize policies such as bed construction subsidies and operation subsidies for elderly care service institutions, and support elderly care service institutions in providing basic elderly care services. Encourage and guide enterprises, social organizations, individuals and other social forces to provide support and assistance for basic elderly care services through donations, the establishment of charitable funds, voluntary services and other means in accordance with the law. We will carry out statistical monitoring of basic elderly care services, and establish a statistical survey system for basic elderly care services.
4. Improving the supply of basic elderly care services. Local governments at or above the municipal level with districts shall incorporate the construction of elderly care service facilities (including the academy) into relevant planning, formulate overall plans to promote the development of elderly care service facilities at different levels in combination with factors such as local economic and social development level, elderly population status and development trend, and environmental conditions, and reasonably determine the type, quantity, scale and layout of facilities. Form a network of service facilities for the elderly with scientific structure, complete functions and reasonable layout. All newly-built urban areas and residential areas shall be equipped with old-age service facilities in accordance with standards and requirements; Old urban areas and residential areas that have already been built should be combined with the renovation of old residential areas in cities and towns, and efforts should be made to improve elderly service facilities through reconstruction. Elderly service facilities invested or funded by the government shall be prioritized for basic elderly care services. We will give full play to the basic role of public elderly care institutions in providing basic elderly care services, and study and formulate policies and measures to promote the high-quality development of public elderly care institutions. Establish a residence management system for public elderly care institutions, clarify the conditions and sorting rules for elderly residents, and strengthen the guarantee for disabled elderly people in extreme poverty. Family members of active military personnel and survivors of martyrs, soldiers who died in the line of duty, and sick soldiers who meet the prescribed conditions to apply for admission to public elderly care institutions will be given priority under the same conditions. We will ensure the effective operation of institutions providing services for people in extreme poverty. By 2025, we will ensure that every county (city, district, banner) has at least one county-level support service institution focusing on professional care for disabled people with extreme poverty. Under the premise of ensuring the centralized support objects, the Center can make use of spare beds to provide preferential services for other elderly preferential treatment and pension objects whose dependents cannot be determined, or whose dependents are legally dependent, or whose dependents have no support or ability to support. We will encourage and support the transformation of training and nursing institutions belonging to Party and government organs and state-owned enterprises and institutions into inclusive elderly care service facilities. Improve the support capacity of the state-owned economy for the elderly service system, and strengthen the effective supply of the state-owned economy in the field of basic elderly care services.
(5) Improving the facilitation and accessibility of basic elderly care services. Relying on and integrating existing resources, the development of street (township) regional elderly service centers or service complexes for the elderly. Support elderly care institutions to operate community elderly care service facilities, and can coordinate elderly care service resources according to regulations. We will support social forces in providing day care, meal assistance, cleaning assistance, rehabilitation care and other services to the elderly. Rely on street (township) regional elderly care service centers or provide family elderly care guidance services for elderly service complexes, community elderly care service facilities, villagers' committees, community neighborhood committees and other grass-roots forces to help elderly family members improve their care ability. The care training of disabled elderly family members will be included in the catalogue of government purchase of elderly care services, and qualified disabled elderly family members who participate in relevant vocational skills training such as care training will be given vocational training subsidies according to regulations. Priority should be given to the renovation of public service facilities closely related to the daily life of the elderly, so as to provide a safe, convenient and comfortable environment for the elderly. Encourage barrier-free environment certification, and improve the level of barrier-free environment services. With the focus on meeting the needs of home life care, daily living, rehabilitation and nursing, we will adopt government subsidies and other forms to renovate the homes of disabled, elderly, and disabled elderly families that are included in dispersed special poverty support. Where conditions permit, the scope of the renovation may be expanded to cover the families of disabled, elderly, and disabled elderly people who are eligible for urban and rural subsistence allowances. We will guide socialized professional institutions to provide home improvement services for other elderly families in need. Encourage the development of community rental services for rehabilitation AIDS, and improve the self-care ability of the elderly and the quality of home care. Actively promote the elderly care service certification work. Strengthen information barrier-free construction, reduce the difficulty of the elderly to use digital technology, retain offline service channels, and provide convenience for the elderly to obtain basic elderly care services. Relying on the national population basic information database, we will promote the unified collection, mutual recognition and open sharing of basic elderly care service target information and service guarantee information.
3. Organizational guarantee
1. Strengthen organizational leadership. We should give full play to the Party's role as the core of leadership in overseeing the overall situation and coordinating all parties, and ensure that the principal party and government officials assume overall responsibility. Local party committees and governments at all levels should incorporate the construction of basic elderly care service systems into local economic and social development plans and important agendas. All relevant departments and units of the central government shall, in accordance with the division of responsibilities, clarify the implementation measures and schedule. The inter-ministerial joint conference on elderly care services should play a leading and coordinating role to study and promote the solution of major problems in the construction of the basic elderly care service system.
2. Strengthen supervision, guidance and oversight. Provincial-level governments should earnestly fulfill their responsibilities, implement supporting policies, and strengthen performance evaluation and supervision and inspection. The Ministry of Civil Affairs, together with the National Development and Reform Commission and other departments, shall establish and improve the evaluation mechanism, and incorporate the construction of the basic elderly care service system into the comprehensive performance evaluation of actively responding to the aging population. All localities should strengthen comprehensive supervision of basic elderly care services, ensure service quality and safety, and seriously investigate and hold accountable violations of laws and regulations. Give full play to the technical support role of standards for basic elderly care services, and carry out third-party certification of service quality.
3. Creating a favorable social atmosphere All relevant departments in all regions should take the initiative to publicize and interpret basic elderly care service policies, and disclose basic elderly care service information in a timely manner. It is necessary to build social consensus and fully mobilize the enthusiasm and initiative of all parties to support and cooperate with the construction of the basic elderly care service system.
