Accelerate the construction of charging infrastructure to better support new energy vehicles to the countryside and rural revitalization

First, innovate the operation and maintenance mode of rural charging infrastructure construction

(1) Strengthen the layout of public charging infrastructure. Support local governments to carry out county and township public charging network planning in light of actual conditions, and do a good job of connecting with territorial spatial planning, distribution network planning, etc., and accelerate the realization of regional charging stations suitable for the use of new energy vehicles, "full coverage of counties" and "full coverage of charging piles". Rationally promote the construction of centralized public charging stations, prioritize the allocation of public charging facilities in county and township enterprises and institutions, commercial buildings, transportation hubs (stations), service areas (stations) along highways and other places, and extend them to relocation centralized resettlement areas and key rural tourism villages, and accelerate the construction of charging piles along highways and gas stations with conditions in combination with the development of rural self-driving Tours.

(2) Promoting community sharing of charging infrastructure construction. Accelerate the construction of charging facilities in existing residential communities in rural areas, carry out the renovation of charging facilities construction conditions according to local conditions, and residential communities with installation conditions can be equipped with a certain proportion of public charging parking Spaces. Implement the requirements for the allocation of charging infrastructure in new residential communities, and promote the construction of charging facilities in fixed parking Spaces or reserve installation conditions to meet the needs of direct meter installation and power connection. Implement the management responsibilities of grass-roots management agencies such as sub-district offices, increase the guidance and supervision of residential community management units, and establish a "one-stop" coordination and complaint resolution mechanism. Residential community management units should actively assist users to install charging facilities, and can explore mechanisms for cooperation with charging facility operators. Guide the community to promote the sharing mode of "adjacent parking space sharing", "community time-sharing" and "multiple cars and one pile".

(3) Increase support for the construction and operation of charging networks. Encourage qualified localities to introduce special support policies for the construction and operation of public charging infrastructure in rural areas. We will use local government special bonds and other tools to support the construction of qualified highways and ordinary national and provincial trunk road service areas (stations), public tram stations and car passenger stations. Overall consideration should be given to the construction of village-level charging networks and the development of transmission and distribution grids, and support efforts should be increased such as land security, the construction and transformation of supporting power grids should be carried out to enhance the support and security capacity of rural power grids. By 2030, centralized charging and replacing facilities with two-part electricity prices will be exempted from demand (capacity) electricity charges, relax the constraints on the efficiency of distribution network construction investment of power grid enterprises, and fully include the recovery of transmission and distribution electricity prices.

(4) Promote new models such as intelligent and orderly charging. Improve the intelligent level of new charging infrastructure, incorporate intelligent and orderly charging into the functional scope of charging infrastructure and new energy vehicle products, encourage new energy vehicles to be equipped with charging piles with orderly charging functions, and accelerate the formation of unified industry standards. Encourage research on key technologies such as bidirectional interaction between electric vehicles and the grid (V2G) and cooperative control of optical storage and charge, and explore the construction of charging infrastructure that provides integrated photovoltaic power generation, energy storage and charging in rural areas where the utilization rate of charging piles is low. Implement the peak-valley time-of-use electricity price policy to encourage users to charge during off-peak periods.

(5) Improve the charging infrastructure operation and maintenance service experience. Based on the environment of charging facilities in rural areas, basic conditions of power grids, operation and maintenance requirements, the standard system revision and typical design of charging facilities construction are carried out. Improve the operation and maintenance system of charging facilities, improve the availability of facilities and fault handling capacity, and promote the interconnection of public charging and replacement network operator platforms. Encourage parking lot and charging facility operation enterprises to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park in zones, and maintain a good charging order. The use of technical means to study and judge the period and location of the concentration of charging demand in advance, and do a good job in service guarantee.

Second, support the purchase and use of new energy vehicles in rural areas

6. Enriching the supply of new energy vehicles. Encourage new energy vehicle enterprises to optimize the configuration through differentiation strategies for the characteristics of consumers in rural areas, and develop more economical and practical models, especially new energy cargo micro-surface, micro-card, light truck and other products. Improve the evaluation system for new energy used cars, strengthen the inspection and renovation of new energy used cars, and encourage enterprises to provide high-quality new energy used cars for the market in rural areas.

7. Accelerating applications in the public sector. Accelerate the promotion and application of new energy vehicles in county and township party and government organs, schools, hospitals and other units, increase the proportion of new energy vehicles used in official vehicles according to local conditions, and play a leading and exemplary role. Encourage local conditions to increase support for the application of new energy vehicles in public transport, road passenger transport, taxi, law enforcement, environmental sanitation, logistics and distribution.

(8) Provide diversified purchase support policies. Where conditions permit, encourage rural residents to purchase new energy vehicles within the county where their household registration is located, and give them support such as consumption vouchers. Encourage relevant automobile enterprises and qualified places to provide trade-in incentives for the purchase of new energy vehicles by phasing out low-speed electric vehicles. Encourage local governments to strengthen the linkage between government and enterprises, and carry out activities such as giving charging coupons for car purchases. Increase the support for auto consumer credit in rural areas, and encourage financial institutions to reasonably determine the down payment ratio, loan interest rate and repayment term under the premise of law and compliance and risk control.

Third, strengthen the publicity and service management of new energy vehicles in rural areas

9. Intensify publicity and guidance. Through news reports, expert comments, Internet new media and other ways to actively promote, support local governments and industry institutions to organize new energy vehicle manufacturers to carry out brand joint exhibition, test drive and other activities, encourage new energy vehicle enterprises to carry out free "battery physical examination" activities in rural areas within three years of car purchase with upstream battery enterprises in the industrial chain, and enhance consumer acceptance of new energy vehicles.

(10) Strengthen sales and service network. Encourage new energy vehicle enterprises to dip into the sales network, guide car enterprises and third-party service enterprises to speed up the construction of joint business outlets, establish a supporting after-sales service system, regularly carry out maintenance and after-sales service activities to the countryside, provide emergency rescue and other services, and alleviate concerns about purchase and use. Vocational colleges are encouraged to train new energy vehicle maintenance technicians for rural areas, and provide related vocational education such as vehicle maintenance and charging pile maintenance, which will promote the effective connection between local employment and support for new energy vehicle consumption.

11. Strengthening safety oversight. Improve the safety supervision system for new energy vehicles, use a variety of means according to local conditions, improve the quality and safety level of new energy vehicles and batteries, strictly manage charging facilities in rural areas, guide charging facility operators to access the government's charging facility supervision platform, strictly comply with the safety conditions of supporting power supply and centralized charging sites, and ensure compliance with relevant laws and regulations, national standards or industry standards. Strengthen the safety business training of management personnel, and regularly check the hidden dangers of the stock charging piles. Guide rural residents to install and use independent charging piles, and reasonably equip leakage protectors and grounding equipment to improve the safety level of electricity consumption.

All regions and relevant departments should effectively strengthen organizational leadership, clarify the division of responsibilities, take the initiative to promote relevant policies and measures as soon as possible, improve the purchase and use policies, further improve the charging infrastructure network, ensure that "someone built, someone managed, can be sustainable", and create a good environment for the promotion and use of new energy vehicles in rural areas. Better meet the people's needs in production and life.
