First, the significance of building a modern infrastructure system

Further strengthening infrastructure construction and building a modern infrastructure system are of great practical significance for promoting sustained and healthy economic development in the new era, promoting common prosperity and safeguarding national security.

Building a modern infrastructure system is an important starting point for promoting sustained and healthy economic development in the new era. In response to China's economic slowdown and the impact of the COVID-19 epidemic, we need to further explore new economic growth points and explore new economic development models. Infrastructure construction is a basic, leading, strategic and leading industry. Scientifically coordinated and moderately advanced infrastructure construction can not only play an important role in stimulating domestic demand, leading the development of related industries, and cultivating and incubating new industries, but also play the "ballast" function of economic growth to calm economic fluctuations. Taking the construction of modern infrastructure system as an opportunity, we can further make up for the "short board" of infrastructure construction in rural areas and western regions, and lay a solid foundation for high-quality leapfrog development and common prosperity. It can also further make up for the insufficient investment of cities in "invisible" infrastructure and living infrastructure, and provide support for high-quality urbanization. For example, many cities still face the problems of flood control and drainage, sewage and garbage collection and treatment, disaster prevention and reduction, and public health emergency facilities are aging and insufficient, and need to be supplemented, renovated and upgraded. We can also build intelligent infrastructure such as smart fitness trails and smart lanes to meet the growing needs of the people for a diversified, personalized and high-quality life.

Building a modern infrastructure system is an important support for ensuring national security under major changes. The world today is undergoing profound changes unseen in a century, with accelerating technological and industrial revolution, increasing uncertainties in the international environment, and the widespread and far-reaching impact of the COVID-19 pandemic. Economic security and national security have been placed at the top of national strategies of all countries. In fact, China still has high security risks in energy, food, high-tech and other fields. Infrastructure is the carrier and foundation of industrial big data, and further improving energy infrastructure, water conservancy infrastructure, and science and technology infrastructure is of great practical significance for supporting the modern energy system, modern water conservancy system, and modern science and technology system, and is an important guarantee for national security in the era of unprecedented changes.

Second, identify priority areas for building a modern infrastructure system

To build a modern infrastructure system, we need to innovate institutions and mechanisms under the centralized and unified leadership of the CPC Central Committee, strengthen resource factors, innovate development and operation models, improve technological autonomy and control, and effectively make it intensive and efficient and people-oriented. At present, the construction of a modern infrastructure system requires scientific planning, overall development and security, and identification of priority points.

We will strengthen the foundation of the modern infrastructure system to ensure people's livelihood. In building a modern infrastructure system, we must adhere to the people-centered development concept and truly implement its function of ensuring people's livelihood. First, we will further complete and orderly upgrade infrastructure such as transportation, health, medical care and childcare, so as to provide people with more convenient, more secure, higher quality and more predictable conditions for their work and life, and effectively enhance their sense of fulfillment and happiness. Second, we will further increase rural infrastructure construction and make up for "weak links" to boost rural revitalization, focusing on strengthening investment in water conservancy, transportation, medical care, environmental protection and ecology, and broadband networks, so as to create better production conditions and a better living environment for farmers. Third, continue to upgrade urban infrastructure, further improve the convenience and intelligence level of infrastructure, strengthen the construction of public health emergency facilities, improve the "soft power" of urban infrastructure, and truly improve the quality of life of residents on the basis of further replenishing the "short board" of urban infrastructure.
