At the same time, the urban sewage and garbage treatment in the Yellow River basin still has the problem of insufficient and unbalanced development, prominent shortcomings of facilities, low level of resource utilization, weak operation and maintenance capacity, and imperfect mechanism and system, and there is still a certain gap with the requirements of ecological protection and high-quality development in the Yellow River Basin.

"Environmental pollution in the Yellow River basin is deep, and the water quality is generally worse than the national average." Gong Daoxiao, president of the Water Affairs Institute of the China Institute of Urban Planning and Design, said that during the "14th Five-Year Plan" period, ecological environmental protection in the Yellow River Basin was in a critical period and a window period, and opportunities and challenges coexist to promote urban sewage waste treatment.

In this regard, the "plan" proposed to speed up the shortcomings of urban sewage waste treatment facilities, improve the level of operation and management, effectively improve the performance of pollutant reduction, promote the utilization of resources, meet the people's growing needs for a better life and a beautiful ecological environment, and promote the ecological protection and high-quality development of the Yellow River Basin.

"Pay equal attention to construction and management" to improve the sewage waste treatment capacity

According to the plan, by 2025, the urban built-up area will basically eliminate the blank area of domestic sewage outfall and collection and treatment facilities, and the centralized collection rate of urban domestic sewage will reach more than 70%; The county sewage treatment rate reached more than 95%, and the sewage treatment capacity of established towns was significantly improved. By 2025, Taiyuan, Hohhot, Jinan, Tai 'an, Zhengzhou, Xi 'an, Xianyang, Lanzhou, Xining, Yinchuan 10 urban solid waste classification and treatment capacity will be further improved; Prefecture-level cities have basically built a system for classifying domestic waste for delivery, collection, transportation, and treatment.

The person in charge said that during the "14th Five-Year Plan" period, we should adhere to scientific planning and overall promotion, adapt to local conditions, make up for shortcomings, energy saving, low-carbon, green circulation, government-led, and pluralistic co-governance principles, and systematically promote the construction of urban sewage waste treatment facilities. In terms of improving the capacity of urban sewage collection and treatment, it is necessary to fill the shortcomings of sewage collection network and promote the full coverage of sewage network. Sewage treatment was promoted by different measures, and the sewage treatment capacity was increased by 3.5 million cubic meters per day. The harmless treatment of sludge has been implemented, and the scale of harmless disposal facilities has been increased by about 30,500 tons/day.

In addition, in terms of improving the urban garbage treatment system, it is necessary to improve the garbage classification and collection system, promote the classification and collection of domestic garbage, and increase the classification and collection capacity of domestic garbage by about 18,000 tons/day; Fill the gap in domestic waste treatment capacity, increase the domestic waste incineration treatment capacity of about 28,000 tons/day, increase the kitchen waste treatment capacity of about 8,000 tons/day, and upgrade no less than 70 existing domestic waste treatment facilities.

"During the '14th Five-Year Plan' period, urban sewage waste treatment in the Yellow River Basin was implemented with 'equal emphasis on construction and management', aiming at coordinating the high-quality construction and high-level operation and maintenance of facilities." The person in charge said that it is necessary to improve the assessment incentive mechanism, build the sewage waste treatment service quality index system, improve the pollutant reduction performance-oriented assessment incentive mechanism, and promote the operation service fee and the sewage treatment plant inlet pollutant concentration and pollutant reduction amount linked to the efficiency payment mechanism.
