Hu Hongying, a professor at the School of Environment of Tsinghua University, believes that the sewage treatment of established towns should be steadily promoted, and the planning and construction of facilities should be guided by resource utilization. According to the principle of "according to demand and according to capacity", determine the process route and construction scale, avoid the problems of excess sewage treatment design capacity and low operating load, ensure the sustainable operation of sewage treatment facilities, and improve the operation efficiency of sewage treatment plants.

In Gong Daoxiao's view, the Yellow River ecosystem is an organic whole. Urban sewage waste treatment should fully consider the differences between the upper, middle and lower reaches, adhere to local conditions, classification policies; At the same time, it is also necessary to focus on the integrity, correlation and systematism of the basin, and coordinate the promotion of urban sewage and garbage treatment.

Reduce pollution and carbon, and improve the level of resource utilization

The "plan" requires strengthening the utilization of resources, promoting the utilization of sewage resources, carrying out pilot demonstrations, and building, rebuilding and expanding the production capacity of recycled water of about 3 million cubic meters/day; Do a good job in reducing, stabilizing and harmless sludge, and steadily promote the utilization of sludge resources; We strengthened the resource utilization of domestic waste, and built 50 new projects for the resource utilization of domestic waste.

Hu Hongying suggested that to improve the level of sewage resource utilization, existing sewage treatment plants should be upgraded and renovated, and recycled water that meets relevant standards should be used in the nearest ecological water supply, industrial utilization and municipal utility. Distributed sewage treatment and recycling facilities should be rationally distributed, and mass water supply and point-to-point water supply should be implemented. Promote the transformation of sewage treatment plants from "single function of pollution control" to "dual function of pollution control and water supply", and ensure that sewage treatment plants obtain reasonable "economic benefits of water supply" through flexible mechanisms such as government purchase of ecological water replenishment services and market pricing of recycled water.

"The utilization of sewage resources is a systematic project that needs overall planning and coordinated promotion." Hu Hongying said that we should take the pilot demonstration as an opportunity to promote the planning and construction of regional renewable water recycling systems; Promote the deep integration of industry, university, research and application, research and development, and integrated verification of a number of complete sets of technologies for the utilization of sewage resources; Explore and improve the policy system, standard system, evaluation and certification system, market incentive system and supervision and management system, etc., to form a system, mechanism and sustainable model of sewage resource utilization that conform to the characteristics of the Yellow River basin and adapt to the stage of economic development.

In addition, Gong Daoxiao said that the Yellow River basin is an important energy base in China. During the "14th Five-Year Plan" period, we should promote synergies in reducing pollution and carbon, reduce energy consumption, reduce environmental impact, and help achieve the goal of carbon peaking and carbon neutrality.
