Opinions on further strengthening the work of mine safety production

First, strict access to mine production safety

(1) Strict access to the safety of coal mines with serious disasters. Stop building new coal mines with coal and gas outburst, rock burst and hydrogeological types with a production capacity of less than 900,000 tons/year. New coal mines with very complex coal and gas outburst, rock burst and hydrogeological types should be designed intelligently according to coal mining and excavation in principle.

(2) Strictly control the source of non-coal mines. Mines shall be set up in a scientific and rational manner in strict accordance with the requirements of mineral resource planning, territorial spatial planning and use control. The exploration of mineral resources shall reach the prescribed level, the minimum distance between the production and construction scope of adjacent mines shall meet the relevant safety regulations, and the ridge demarcation shall not be allowed for ordinary sand and stone open-pit mines for construction. Except in the case of compliance with the provisions, the scope of the new mining right shall not overlap with the vertical projection range of the existing mining right, and no more than two mining rights shall be established for the same ore body that can be developed centrally. The scale contained in the mining license is the scale of the proposed construction, and the mine design unit may, on the basis of the feasibility study of the project, fully consider the efficient use of resources, safe production, ecological environmental protection and other factors, scientifically demonstrate and determine the actual production and construction scale in the preliminary design of the mine and the design of the safety facilities, and the mining enterprise shall strictly follow the design and construction of the safety facilities approved by the review and production.

3. Standardizing administrative licenses for work safety The safety facilities design review and safety production license approval of coal mines, metal and non-metal underground mines, tailings ponds and other mines shall be responsible for mine safety supervision departments at or above the provincial level, and shall not be delegated or entrusted. The safety supervision department of mines shall formulate standards for the review of the design of safety facilities for mine construction projects, strictly review the substance, and may not only review the procedure and form. In the absence of a one-time overall design for mine development, the design of safety facilities may not be approved in principle. In principle, only one production system can be set up within the scope of one mining right. Examination and approval of the first application for safety production license, on-site verification shall be carried out.

Second, promote the transformation and upgrading of mines

(4) Classified disposal of mines that do not meet the conditions for safe production. Those who engage in mining of mineral resources without obtaining a mining license or a production safety license according to law, those who engage in cross-border mining, construction on behalf of mining, or mining with an exploration license and refuse to make rectification, or those who, after stopping production and rectification, still fail to meet the safety production conditions of coal mines; Mines that use processes and equipment endangering production safety that should be eliminated and refuse to rectify them are still in production and construction, or mines that still do not meet the conditions for safe production after stopping production for rectification shall be closed down and closed down according to law. We will actively guide the withdrawal of mines that have been shut down for a long time and have exhausted resources, and those with serious disasters that are difficult to effectively prevent and control.

(5) Promoting the closure of tailings ponds. Tailings ponds that run to the final level of the design, no longer discharge operations, have been discontinued for more than 3 years or have no production and operation subjects shall be closed and treated in a timely manner. The tailings pond that has completed the treatment of the closed reservoir shall be announced by the local government at or above the county level and shall no longer be used as a tailings pond and shall not be reused for discharging tailings.

(6) Implementing integration and reorganization of non-coal mines. Large mining enterprises will be encouraged to merge and reorganize and integrate small and medium-sized non-coal mining enterprises for technological upgrading. Promote the same ore body is divided into two or more different mining main non-coal mine, production and construction of the minimum distance does not meet the relevant safety regulations of the non-coal mine, the ridge demarcated by the general construction sand and stone open-pit mine enterprise integration and reorganization, unified mining planning, production system and safety management.

7. Accelerating the upgrading of mines. Promote the mechanization and upgrading of small and medium-sized mines and the automation and intelligent upgrading of large mines, accelerate the intelligent construction of mines with serious disasters and high altitudes, and create a number of automated and intelligent benchmark mines. Underground mines shall establish personnel positioning, safety monitoring, communication, pressure and wind self-rescue and water supply rescue systems. The filling mining method should be adopted in principle in the newly built, renovated and expanded metal and non-metal underground mines. Small and medium-sized metal and non-metal underground mines shall not have more than 4 production levels of mining at the same time. Tailings ponds should establish an online safety monitoring system, and new fourth and fifth grade small tailings ponds should be built in one time.
