While constantly developing and utilizing natural resources and creating human civilization, human beings have also destroyed the natural environment to varying degrees, resulting in the deterioration of the ecological environment on the earth, frequent natural disasters, aggravated soil erosion, waste of natural resources, and reduction of biodiversity.  We will carry out major national ecological conservation and restoration projects, establish a system for developing and protecting territorial space, improve the monitoring and early warning mechanism for the carrying capacity of resources and the environment, promote the economical and intensive use of resources, and set up the first batch of national parks such as Sanjiangyuan. The concept of ecological civilization such as "clear water and green mountains are gold hills and silver mountains" and "protecting the ecological environment like protecting the eyes" has become increasingly popular and rooted in the practice of mining modernization
