Development goal

Focusing on the goal of renewable energy becoming the main body of energy consumption increase, the implementation of renewable energy doubling action plan, and strive to achieve a "triple doubling" of total renewable energy consumption, installed capacity and electricity during the "14th Five-Year Plan" period compared with the end of the "13th Five-Year Plan".

-- Total consumption target. By 2025, the province's total renewable energy consumption will reach 46 million tons of standard coal, basically double that of 2020.

-- Installed capacity target. By 2025, the province's installed renewable energy power generation capacity will reach more than 90 million kilowatts, basically doubling from 2020. Among them, wind power is 25 million kilowatts, photovoltaic power generation is more than 57 million kilowatts, biomass power generation is 4 million kilowatts, hydropower (including pumped storage) is 4 million kilowatts.

-- Power target. By 2025, the annual power generation of renewable energy in the province will be about 120 billion KWH, and the renewable energy power in calls outside the province will reach more than 45 billion KWH, and the renewable energy power will basically double from 2020. Complete the weight of renewable energy electricity consumption responsibility issued by the state, and the proportion of renewable energy electricity increased to about 19%.

Key task

In accordance with the general idea of "overall layout, project driving, demonstration leading and collaborative promotion", we have focused on the project of "Building four bases, implementing four actions and strengthening four supports", leading and driving the large-scale and high-quality development of renewable energy in the province.

Build four bases. Adhere to the overall planning of land and sea, and plan to build large-scale renewable energy bases in regions with good resource endowments and favorable construction conditions in the province; Adhere to both internal and external importance, relying on the "foreign power into Shandong" power transmission channel, the construction of large-scale renewable energy power transmission base outside the province. Through the continuous large-scale development of renewable energy, it forms a strong support for leapfrog development.

-- Shandong Peninsula 10 million kilowatt offshore wind power base. Relying on the construction of the first batch of demonstration projects for the integrated development of offshore wind power and Marine pasture, we will improve the site selection, design, construction and installation level of offshore wind power farms, and accumulate experience in operation and management. Focusing on the three major areas of Bozhong, the north and the south of the Peninsula, in accordance with the overall plan and the principle of step-by-step implementation, we will focus on promoting the centralized and continuous development of a number of million-kilowatt projects to form scale and base effect, and build a ten-kilowatt offshore wind power base. Combined with wind power technology progress and future development trends, gradually promote the development of offshore wind power to the far-reaching sea, select some sites to carry out far-reaching offshore wind power parity demonstration, and promote innovative applications such as floating wind turbine foundation and flexible DC transmission technology. By 2025, the province strives to start 10 million kilowatts of offshore wind power and put 5 million kilowatts into operation.

-- The integrated base of 10 million kilowatt landscape storage in North Lubei saline-alkali shoal. Relying on Weifang, Binzhou and Dongying more saline-alkali shoal land and unused land resources, scientific assessment of development space, according to the "unified planning, scenery in the same field, centralized continuous, step by step implementation" method, optimize the proportion of various elements such as photovoltaic power generation, wind power, energy storage, planning and construction of North Lubei saline-alkali shoal land landscape storage integration base of 10 million kilowatts. Actively explore development and utilization methods such as the integration of source, network, load and storage, promote cooperation between upstream and downstream enterprises in the industrial chain, promote the integration of renewable energy power generation with modern agriculture, aquaculture, energy storage, hydrogen production, etc., promote the development of high-end new energy equipment industry and technological progress, and strive to create a multi-energy complementarity, industrial integration, smart management, landscape and storage integrated new energy innovation and development highland. To support the implementation of the national strategy for ecological protection and high-quality development in the Yellow River Basin. By 2025, Lubei Saline-alkali shoal landscape storage integrated base strives to build a landscape installed capacity of more than 10 million kilowatts.

-- Photovoltaic power generation base in coal-mining subsidence area of southwest Shandong Province. Combined with the province's special plan for comprehensive treatment of coal mining subsidence, comprehensively summarize the construction and operation experience of Jining and Tai 'an Xintai PV leading bases, focus on coal mining subsidence areas in Jining, Tai 'an, Zaozhuang, Heze and other regions, coordinate the implementation of territorial spatial planning, ecological environment protection and management, power grid access and consumption conditions, and follow the principle of unified planning and step-by-step implementation. Planning and construction of photovoltaic power generation base in coal-mining subsidence area of southwest Shandong Province. Through integrated development models such as fishery-light complementarity and agro-light complementarity, the intensive and three-dimensional comprehensive utilization of land is realized, and a comprehensive new energy development base integrating photovoltaic power station construction, photovoltaic new technology demonstration, characteristic breeding and ecological governance and restoration is built, so as to achieve comprehensive improvement of economic, social and environmental benefits. By 2025, the photovoltaic power generation base in the coal-mining subsidence area of southwest Shandong Province will strive to build an installed capacity of about 3 million kilowatts.

-- Renewable energy base of the channel of foreign power into Shandong. Encourage energy enterprises in the province to actively "go out", use the construction and planning of external power transmission channels, lead or participate in the construction of renewable energy supporting power supply base, and improve the power supply guarantee capacity of external power into Shandong channel. In combination with the planning and construction of the national large-scale renewable energy base, we actively communicate and negotiate with foreign transmission provinces to promote the adjustment and optimization of the power supply structure of Yindong, Lugu and Zhaoyi DC in the express channel, and strive to reach about 30% of the renewable energy supply proportion in the DC channel. Accelerate the construction of ±800 kV UHV DC project from Longdong to Shandong, supporting the construction of 10 million kilowatt-level wind-fire (storage) integrated power base, and the proportion of renewable energy is not less than 50% in principle. By 2025, the installed capacity of renewable energy supporting power base outside the province will strive to reach 10 million kilowatts.

We will carry out four major actions. Actively adapt to the new situation and new requirements of renewable energy development, innovate new models of renewable energy development, strive to promote the development of rural green energy and distributed photovoltaic development of the whole county, promote the diversified utilization and integrated development of renewable energy, broaden the consumption space, improve comprehensive benefits, and help rural revitalization.

-- "100 villages and thousands of villages" green energy development action. In accordance with the principles of "government promotion, market operation, enterprise leadership, and public participation", we will promote the development, utilization, construction and management of rural clean energy, and explore new models, new paths, and new mechanisms for rural clean and low-carbon development. We will promote the diversified and comprehensive development of solar energy, biomass energy, geothermal energy and other renewable energy sources in accordance with local conditions, and expand the space for the development and utilization of green energy in rural areas. We will focus on key energy use areas such as electricity, heating, and cooking in rural areas, implement projects to upgrade electrification, replace clean heating, and improve cooking energy, and expand the scope of clean energy applications. We will consolidate and upgrade the rural power grid, extend gas pipe networks to rural areas, and set up rural energy stations to accelerate the integrated development of urban and rural public service facilities. Through the cultivation of rural energy cooperatives, the implementation of contract energy management and other means, actively explore market-oriented operation, the government provides policy support, and the public benefits from the operation and management of green energy. During the "14th Five-Year Plan" period, about 100 green energy development benchmark towns and about 1,000 green energy development benchmark villages were built to create a green, low-carbon, livable and beautiful rural Shandong model.

-- The county roof distributed photovoltaic large-scale development action. In accordance with the principle of "government organization, market operation, pilot demonstration, and gradual promotion", the centralized and large-scale development and construction of distributed PV in the whole county will be promoted as a whole. On the basis of fully understanding the resources of Party and government office buildings, public buildings, industrial and commercial factories and rural residents' roofs, scientific planning and construction plans are formulated in counties and districts, and project construction is orderly promoted in combination with infrastructure construction conditions, power grid access and power consumption capacity. Adhere to the concept of integration of source and network load and storage, rationally allocate energy storage facilities in areas with difficulties in consumption, and promote the local consumption of distributed photovoltaic power generation. Establish and improve distributed photovoltaic design, construction, installation, operation and maintenance standards, and improve the integration of projects and buildings and the aesthetics of development. Build a unified intelligent operation and maintenance management platform to improve energy management level and operation efficiency. By the end of the "14th Five-Year Plan", the province's entire county distributed photovoltaic large-scale development capacity reached more than 20 million kilowatts.

-- Diversified use of renewable energy. We will actively support the promotion and application of renewable energy in heat, construction, transportation and other fields, and expand the space for the development and utilization of renewable energy. In accordance with the deployment requirements of the state to promote clean heating in the northern region, we will coordinate the supply of energy resources, the characteristics of heating heat and the affordability of economy in the region, carry out large-scale renewable energy heating alternative actions in areas where conditions are met, and promote the application of agricultural and forestry biomass cogeneration and geothermal energy in the heating field according to local conditions. Explore coupling and integration with other clean heating methods such as natural gas and electricity. Accelerate the application of solar energy, shallow geothermal energy, biomass cogeneration in the construction field, and promote the government to invest in the construction of public buildings using shallow geothermal energy for heating and cooling. Accelerate the promotion and application of electric vehicles and hydrogen fuel cell vehicles, improve charging and hydrogenation infrastructure, and accelerate the application of renewable energy in the field of transportation.

-- Action for integrated development of renewable energy. Relying on new technologies such as "Cloud Big Smart Chain", optimize and integrate the resources of the power supply side, the power grid side and the load side, strengthen the coordination and interaction of all links, and explore the construction of a new power system with a high integration of source and network load and storage; Optimize and determine the reasonable scale and ratio of photovoltaic power generation, wind power, other power supplies and energy storage, create a number of wind-landscape storage integration, wind-landscape fire storage integration projects, and improve the development and utilization level of renewable energy and the operation efficiency of the power system. Explore and cultivate the integrated application model of "wind power generation + hydrogen energy storage", and promote the application of hydrogen energy in scenarios such as renewable energy consumption and power grid peak regulation; Make full use of the advantages of hydrogen-electricity conversion, and promote the demonstration of comprehensive utilization of new energy with hydrogen as the core in industrial parks, mining areas, and port areas through multi-energy complementarity and smart microgrids. New technologies such as big data and intelligent control will be used to match volatile renewable energy with electric vehicle interaction, and promote the interactive development of renewable energy and electric vehicles through electricity market trading. Explore the integrated development of renewable energy and big data centers, and build a "scenery storage + big data center" operation model.

We will strengthen the four pillars. Based on the actual situation of the province and the development needs of renewable energy, comprehensively enhance the scientific and technological innovation capacity, vigorously improve the absorption capacity, cultivate and strengthen industrial development, improve the system and mechanism, and provide strong support for the sustainable and healthy development of renewable energy.

-- Strengthening support for scientific and technological innovation. We will fully implement the strategy of innovation-driven development, accelerate the construction of a renewable energy technology innovation system, use technology to lead enterprise innovation, use talents to drive industrial development, vigorously promote new technologies and new equipment, and form new forms and models of integrated development of renewable energy with technologies, industries and industries.

We will intensify efforts to tackle major technological challenges. Relying on key parks, enterprises and projects, we will strengthen research on forward-looking and basic technologies of renewable energy, focusing on the research and promotion of new technologies and equipment such as ultra-large offshore wind turbines, far-reaching offshore wind power flexible DC transmission technology, high-efficiency and low-cost crystalline silicon batteries, large-capacity and long-term low-cost new energy storage technology, and hydrogen energy PEM hydrogen production technology. Increase the research and application of key technologies of new power systems with new energy as the main body, improve the grid-related performance of renewable energy generation, tackle the stability theory, planning scheme and operation control technology of power systems with high proportion of renewable energy and high proportion of power electronic devices, and improve the stability and reliability of new power systems with new energy as the main body.

We will strengthen the construction of key platforms. Guided by the needs of industrial innovation, we support the backbone enterprises, research institutes and universities in the field of new energy in the province to build innovation carriers such as industrial innovation centers, technological innovation centers, research incubation bases, and key laboratories, and strive to create a number of national and provincial R&D and innovation platforms to stimulate innovation vitality in the field of new energy. Targeting key areas such as new power systems, large-scale energy storage, hydrogen energy, and ocean energy, we will integrate and improve the resources of various types of innovation platforms, carry out major collaborative research on core technologies and collaborative innovation in major engineering technologies, and accelerate the transformation of advanced scientific and technological achievements.

Highlight the introduction and training of important talents. Relying on the national talent strategy and provincial key talent projects, we focus on selecting a group of high-end innovative talents and talents in urgent need at home and abroad. Docking talent needs in key areas, strengthening the "leading talent + innovation team + quality project (superior discipline)" model, through the introduction of a high-level talent, gathering a high-level team, to achieve "bring a high-tech project, drive an emerging industry." Encourage and support institutions of higher learning in the province to set up renewable energy professional disciplines, cultivate and expand talents, and use talents to drive the renewal and iteration of renewable energy technology and industrial integration.

-- Improving consumption capacity. By strengthening the construction of supporting power grids, promoting the flexible transformation of thermal power units, accelerating the construction of pumped storage and energy storage, etc., we will make up for the shortcomings of the system's peak load capacity, and comprehensively improve the absorption capacity of renewable energy by combining demand-side response and non-electric use of renewable energy.

Strengthen the construction of power grids. Strengthen the overall planning and coordination of power grids and power supplies, and achieve unified planning and synchronous implementation of new energy and supporting delivery projects (including gathering stations). Advance planning and construction of three major offshore wind power bases, North Shandong scenery storage integration base, southwest Shandong photovoltaic base and other renewable energy enrichment areas of the collection, transmission and transformation projects, to improve the large power grid access capacity, delivery capacity and safety and stability. Targeted transformation and upgrading of the distribution network, continuous optimization of the rural power grid structure, gradually eliminate weak links, and constantly improve the carrying capacity of new energy, flexible control capabilities and anti-disturbance capabilities.

We will speed up capacity building for systemic regulation. Accelerate the complete flexibility transformation of direct-regulating coal power units; Improve the reward and punishment mechanism, and consolidate the responsibility of peak load balancing and renewable energy consumption of self-owned units; Guide the call from outside the province to participate scientifically in the peak regulation in the province. Accelerate the construction of Yimeng, Wendeng, Weifang and Taian Phase II pumped storage power stations to ensure that Yimeng and Wendeng projects are completed and put into operation; Zhuangli, Zhuya and other projects included in the plan will be vigorously carried out early work, and conditions will be met to start work as soon as possible. The construction of Taian Salt Cave compressed air energy storage power station will be promoted. Build or lease a certain proportion of energy storage facilities or peaking resources for new photovoltaic power generation and wind power projects, improve the market mechanism, and promote the application of energy storage in multiple scenarios on the power side, the power grid side and the user side.

We will promote diversified consumption models. Based on modern information and communication, big data, artificial intelligence and other new technologies, give full play to the role of the grid platform hub, mobilize the load side adjustment response ability, and improve the enthusiasm of users to participate in peak regulation. In the surrounding areas such as industrial parks, large production enterprises and big data centers, we will actively develop renewable energy-based microgrids, local area networks and DC distribution networks, and increase the scale of direct application of renewable energy power generation terminals. Accelerate the non-electric use of renewable energy, expand the application field, and expand the scale of application.

-- Strengthening support for the equipment industry. We will focus on key areas such as wind energy, solar energy, energy storage, and hydrogen energy, implement industrial upgrading projects, and gradually form new energy industrial clusters with strong core competitiveness, complete industrial chains, and outstanding characteristics and advantages.

Wind power equipment industrial cluster. Relying on the construction of offshore wind power bases in Bozhong, North and South of the Peninsula, supporting supporting enterprises in the province to integrate into the industrial chain, attracting leading domestic and international wind power equipment enterprises to set up, focusing on promoting the technology research and development and large-scale application of 7 trillion-10 MW wind turbines, developing 10 MW wind turbines and above with independent intellectual property rights and key components such as bearings and blades, Construction of high-end wind power equipment industrial bases in Weihai, Yantai and Dongying, drive the coordinated development of the whole industrial chain such as wind turbine manufacturing, Marine equipment and technology research and development, and create a wind power equipment industrial cluster integrating R&D and design, intelligent manufacturing, general engineering contracting and operation and maintenance services "based in Shandong and radiating to the coast".
