The idea of ecological civilization focuses on promoting the green development of energy

Deeply grasp the significance of green energy development

 To build a beautiful China and promote Chinese-style modernization, we must unswervingly accelerate the green transformation of energy and promote economic and social development on the basis of clean, efficient and sustainable use of energy and resources.

Green energy development is an inherent requirement for high-quality development.  China's secondary energy consumption is high, the energy structure is more coal, energy intensity is still 1.4 times the world average level. In the coming period, to promote national modernization and achieve high-quality development, it is not feasible to follow the old path of high energy consumption and high emissions of developed countries, and it is difficult to continue the path of relying mainly on fossil energy in the past. We must fully, accurately and comprehensively implement the new development concept, accelerate the green transformation of the development model, and strive to break the energy, resources and environmental constraints facing the construction of a modern country. It is necessary to promote the transformation and upgrading of the traditional energy industry, vigorously develop green energy, accelerate the adjustment and optimization of the energy structure, strengthen the conservation and intensive use of energy, promote the green transformation of economic and social development through green energy development, and achieve high-quality development.

The green development of energy is a strategic choice to shape the new advantages of development.  Energy technology is an important driving force of the industrial revolution, and each technological innovation has greatly improved the way human society uses energy and achieved leapfrog development of productivity. At present, a new round of scientific and industrial revolution is deepening, and green and low-carbon technology is a key field. We must maintain that innovation is the primary driving force, consolidate and enhance the competitiveness of competitive industries such as new energy, strengthen research and development in low-carbon, zero-carbon-negative frontier technologies, advance energy transformation and reform, and strengthen China's development of new drivers and new advantages.

The green development of energy is the only way to achieve harmonious coexistence between man and nature.  To move from an industrial civilization to an ecological civilization, we must coordinate industrial restructuring, pollution control, ecological protection, and climate change responses, work together to reduce carbon, reduce pollution, expand green space, and grow, and actively yet prudently promote peak carbon neutrality. Energy activities are closely related to economic and social development and the ecological environment. We must respect, adapt to and protect nature, give priority to ecological and green development, accelerate the formation of green and low-carbon energy production and utilization methods, and open the road to ecological civilization.

The green development of energy is an inevitable requirement for the sustainable development of the Chinese nation.  All along, fossil energy has provided the foundation and driving force for economic and social prosperity and development, and effectively ensured the realization of the first centenary Goal on schedule. However, fossil energy is not renewable, to achieve the goal of strengthening the country, national rejuvenation, and promote the continuity of Chinese civilization, we need to take a sustainable energy development path. We must follow the global development trend, accelerate the planning and construction of a new energy system, make non-fossil energy the main source of energy, achieve energy security in nature, and provide inexhaustible driving force for the sustainable development of the Chinese nation.

Historic achievements have been made in the green development of energy in the new era

 It has made important contributions to the bluer sky, greener mountains and cleaner water of China.

Clean energy has developed by leaps and bounds. China vigorously promotes the development and utilization of non-fossil energy, and constantly adjusts and optimizes the energy structure. The scale of production and development continues to expand, and the installed capacity of non-fossil energy power generation has exceeded 1.3 billion kilowatts, a three-fold increase in 10 years, accounting for more than 50% of the country's total installed power generation capacity. The installed capacity of hydropower, wind power, photovoltaic, biomass power generation, and nuclear power under construction ranks first in the world, and the installed capacity of wind power photovoltaic has exceeded 100 million kilowatts for three consecutive years, and the annual power generation has exceeded 1 trillion kilowatt hours. The level of trans-provincial and regional allocation of clean energy has been significantly improved, and the scale of power transmission from west to east has exceeded 300 million kilowatts, an increase of more than 1.6 times that of 10 years ago. Clean energy consumption continued to improve, and the average utilization rate of wind power and photovoltaic power generation in 2022 was about 97% and 98%, respectively, an increase of 12 and 9 percentage points compared with the end of the "Twelfth Five-Year Plan". By 2022, the proportion of non-fossil energy consumption will reach 17.5%, an increase of nearly 8 percentage points in 10 years, which will effectively drive the average annual decline of coal consumption by more than 1 percentage point.

Clean and efficient use of energy was accelerated. We will adhere to the conservation and intensive use of energy and accelerate the transformation and upgrading of energy use. The clean and efficient use of coal has been further promoted. More than 80 percent of coal-fired power units have been upgraded to conserve energy, and the average coal consumption for power supply has decreased by 23 grams of standard coal over the past 10 years. More than 90% of coal power units have achieved ultra-low emissions, and the emission level of pollutants is comparable to that of gas power, and the emission of air pollutants in the power industry has dropped by nearly 90%. Since 2012, China's average annual growth of 3% in energy consumption has supported the average annual growth of more than 6% of the national economy, and the cumulative reduction of energy consumption per unit of GDP has been about 26%, equivalent to a reduction of 1.4 billion tons of standard coal. The level of cleanliness of end-use energy has been greatly improved, and the replacement of electric energy in key energy-use areas has been accelerated, with the proportion of electric energy in end-use energy consumption rising to about 27%, an increase of 8 percentage points in 10 years. China has built the world's largest number of charging infrastructure systems, with 6.36 million charging infrastructure completed by May 2023. The target of clean heating planning in the northern region was successfully achieved, and the clean heating rate exceeded 73%, contributing more than one-third to reducing the average concentration of PM2.5 and improving air quality.

Energy reform and innovation were deepened. Adhere to innovation as the first driving force, adhere to the general direction of market-oriented reform, and constantly stimulate the momentum and potential of green energy development. Form the world's leading clean energy industry system, new energy advanced power generation technology is internationally leading, photovoltaic modules, wind turbines and other key components account for 70% of the global market share. Major achievements have been made in a number of major engineering technologies, including the Hualong One and Guohe One autonomous third-generation nuclear power plants, million-kilowatt hydropower, Blue Whale 1 drilling platform, and deep-sea 1 large deepwater gas field. New progress has been made in the research and development and application of large-scale energy storage, hydrogen energy, and carbon capture, utilization and storage. In-depth promotion of the reform of the electric power system, the reform of the oil and gas system and the reform of the energy "decentralization service", the "national network" of oil and gas has been basically formed, the construction of a unified national electricity market system has been accelerated, the proportion of market-oriented electricity transactions has exceeded 60%, and the index of "access to electricity" has risen to 12th in the world.

China's contribution to the global energy transition has become increasingly prominent. China is an important leader and promoter of global energy transformation, giving full play to the advantages of integrated manufacturing scale of the whole industry chain of new energy, and effectively promoting the cost of global wind power and photovoltaic power generation. In the past 10 years, China has contributed more than 40% to the growth of global non-fossil energy consumption, while actively supporting the global energy transition, nuclear power, UHV transmission, hydropower, new energy and a large number of landmark energy projects have been completed and launched, and the export of wind power photovoltaic products in 2022 will reduce carbon dioxide emissions by nearly 600 million tons for other countries. China has steadily promoted the green Belt and Road Initiative, and carried out green energy projects with more than 100 countries and regions, contributing to the global energy transition.

We will deepen green and low-carbon energy development on a new journey in the new era

Promoting the green development of energy is a systematic project and long-term task.  We will further advance the energy revolution, accelerate the planning and construction of a new energy system, strengthen innovation drive, strive to promote high-quality energy development, and achieve the goal of peaking carbon neutrality on schedule, so as to provide strong support for comprehensively building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation.

Continue to increase the supply of non-fossil energy. It is necessary to continue to promote the construction of large-scale wind power photovoltaic bases in deserts, Gobi and desert areas, promote the construction of offshore wind power bases, vigorously develop distributed new energy, coordinate hydropower development and ecological protection, actively and safely develop nuclear power in an orderly manner, and develop biomass energy, geothermal energy and other renewable energy in accordance with local conditions. We will ensure that the share of non-fossil energy consumption increases by about 1 percentage point per year until 2030. We will work hard to improve the ability to replace new energy sources safely and reliably, promote the optimal combination of coal and new energy sources, build a new type of power system, and enhance the ability to allocate clean energy across provinces and regions and consume it locally, so as to ensure that more than 70% of new energy consumption by 2030 is guaranteed by non-fossil energy sources.

We will promote the green development of traditional energy industries. We will intensify efforts to protect the ecological environment and reduce carbon emissions in the process of energy production and development. We will promote green coal mining technologies, promote the intelligent construction of coal mines, develop a circular economy in mines, and explore the use of coal-mining subsidence areas, open-pit dumps, and abandoned open-pit pits to develop new energy industries. Strengthen the recovery and utilization of resources in oil and gas development, transformation, storage and transportation, and promote the integrated development of oil and gas fields and new energy sources. We will continue to promote the "three reforms" of energy conservation and carbon reduction, flexibility transformation and heating transformation of coal power units, and gradually and orderly eliminate backward production capacity.

We will accelerate the green and low-carbon transformation on the consumption side. We must adhere to the strategy of giving priority to energy conservation, continue to improve the energy efficiency of key industries and products, and resolutely curb the blind development of projects with high energy consumption, high emissions, and low level. We will improve the regulation of total energy consumption and intensity, focus on controlling fossil energy consumption, and gradually shift to a "dual control" system of total carbon emissions and intensity. Promote the clean, low-carbon and efficient use of energy, further promote the replacement of electric energy in industry, construction, transportation and other fields, steadily increase the level of electrification of terminal energy, promote the proportion of electric energy in terminal energy consumption to 30% by 2025, and maintain the highest level of electrification in the world. Accelerate the layout of charging and replacement infrastructure, and meet the charging needs of more than 20 million new energy vehicles by 2025. We will further stimulate the potential of green electricity consumption in the whole society and promote green energy consumption.

We will strengthen the driving force for green and innovation-driven development. It is necessary to accelerate the self-reliance and self-improvement of energy science and technology, continue to strengthen research on cutting-edge green and low-carbon technologies, improve systems and mechanisms for innovation in energy science and technology, and focus on key areas and directions such as large-capacity wind power, high-efficiency photovoltaic, large-capacity energy storage, low-cost hydrogen production from renewable energy, low-cost carbon capture, utilization and storage, new power systems, and clean and low-carbon development and utilization of fossil energy. We will carry out intensive research, make technological breakthroughs and apply the results. Strengthen the deep integration and application of new generation information technologies such as "big cloud smart chain" in the energy field, actively promote the digital and intelligent transformation of the energy industry, and promote the complementary and coordinated operation of multi-energy load and storage of the source network.

We will improve policy mechanisms for energy transition. It is necessary to establish and improve a market system conducive to energy transformation, accelerate the construction of a unified national electricity market system, and coordinate the construction of a medium - and long-term, spot, and auxiliary service market for electricity. We will improve the pricing mechanism for promoting the development of renewable energy. We will further improve the standard system of laws and regulations, advance the revision of the Energy Law, the Power Law and the Coal Law, and promote the improvement of the standard system of carbon peaking and carbon neutrality in key areas. We will improve the green electricity certificate system. We will promote effective integration of the green certificate market, carbon market and electricity market. We will accelerate the improvement of policy mechanisms to promote the development of new models of energy production and consumption, such as virtual power plants and smart microgrids. We will continue to improve the series of policies to promote carbon peak carbon neutrality in the energy sector.

Promote high-quality international cooperation on energy and green energy. It is necessary to deepen international cooperation on green "Belt and Road" energy, and deepen cooperation with countries and regions along the "Belt and Road" in nuclear power, wind power, photovoltaic, smart grid and other fields. We will give full play to the advantages of China's new energy industry, consolidate and expand synergy with the green development strategies of relevant countries, and build a number of green energy cooperation projects. Make full use of multilateral and bilateral cooperation mechanisms to strengthen technical cooperation with relevant countries in the fields of efficient new energy power generation, advanced nuclear power, hydrogen energy, energy storage, carbon capture, utilization and storage. Actively participate in the formulation and revision of international energy standards and rules, and promote the formation of a number of international standards in areas of strength.
