The situation of mine safety production remains grim and complex

A total of 452,000 hidden dangers were investigated and rectified across the country, a number of prominent problems were solved, and 461 outsourcing teams were cleaned up.

In response to the arrangement and deployment of the three-year special rectification of mine safety production this year, Zhao Yuhui said that the National Bureau of Mine Safety Supervision will, in accordance with the "two fundamental" requirements of fundamentally eliminating hidden dangers of accidents and fundamentally solving problems, adhere to the principle of investigation, tackling and upgrading, from the three aspects of coal mine, non-coal mine mountain and tailings pond.

In the coal mine, in-depth investigation of outstanding problems, common problems and deep-rooted problems affecting coal mine safety production, dynamic inclusion in the "two lists", concentrated remediation.

In terms of non-coal mines, research and formulation of guiding opinions on strengthening the safety of non-coal mines, interim measures for the safety management of non-coal mining outsourcing projects, and guiding opinions on promoting the mechanization construction of small non-coal underground mines, focusing on the "7+30" key areas, implementing the closure, integration, and upgrading of the "three batches" project, and promoting root causes to achieve new results.

In terms of tailings ponds, strictly control the total amount of tailings ponds, complete the safety management task of the "top storage" on schedule, comprehensively promote the safety management of tailings ponds in key river basins such as the Yangtze River Economic Belt, the Yellow River basin, the Jialing River basin, the Wujiang River basin and the surrounding areas of the Danjiangkou Reservoir area, and promote the implementation of closure and sale of tailings ponds that have no production and operation subjects and have been out of use for more than three years.

We will crack down on six types of illegal mining activities

Actively cooperate with the political and legal organs and natural resources departments to carry out special rectification actions to crack down on mineral resources crimes and gold mine "washing holes".

For the work of "fighting non-violations" in mines this year, the State Bureau of Mine Safety Supervision has arranged and deployed the two fields of coal mine and non-coal mine mountain respectively.

In the coal mine, focus on the rectification of super ability, super strength, overquota and other 19 illegal acts; Organize and carry out special supervision of coal mining and follow-up, and strictly prevent the occurrence of systematic safety risks such as insufficient measures for mining and follow-up and no coal to be mined; Increase the intensity of open investigation and covert visits, the State Bureau of mine safety at least 10 open investigation and covert visits every month, to key mining areas, key mining enterprises to carry out supervision and inspection; To carry out regular remote supervision and law enforcement, recently organized 12 working groups to Shanxi, Heilongjiang, Henan, Guizhou and other 10 regions to carry out a 3-week remote law enforcement, the key task is to "fight non-violation."

In the aspect of non-coal mine, we will severely crack down on the behaviors of pre-construction without approval, construction on behalf of mining, construction while designing and production. Carry out four special inspections on flood season safety, the implementation of the "three simultaneous" system for construction project safety facilities, central enterprises in non-coal mines, and the implementation of typical accident prevention measures at the end of the year and the beginning of the year; In addition, improve the law enforcement mechanism, increase the law enforcement of enterprises with large security risks and low safety production credit, and force enterprises to strengthen the implementation of the main responsibility through strict supervision and law enforcement.
