(7) Prudently promote the participation of new energy in electricity market trading. Support new energy projects to carry out direct transactions with users, encourage the signing of long-term power purchase and sale agreements, power grid enterprises should take effective measures to ensure the implementation of the agreement. For new energy projects that have a clear price policy in the state, power grid enterprises should strictly implement the full guarantee acquisition policy in accordance with relevant laws and regulations, and the electricity beyond a reasonable number of hours in the whole life cycle can participate in power market transactions. In power spot market pilot areas, new energy projects are encouraged to participate in power market trading in the form of contracts for difference.

(8) Improve the renewable energy power consumption responsibility weight system. Scientifically and reasonably set the medium - and long-term renewable energy power consumption responsibility weight of provinces (autonomous regions, municipalities directly under the Central government), and do a good job of connecting the renewable energy power consumption responsibility weight system with the new renewable energy is not included in the total energy consumption control. Comprehensive energy projects, such as multi-energy complementarity, source grid charge and storage, and micro-grid, with new energy as the main body, can be approved (filed) procedures as a whole.

(10) Optimize the network connection process of new energy projects. Local energy authorities and power grid enterprises should optimize power grid planning and construction schemes and investment plans in a timely manner in light of the development needs of new energy projects. Promote power grid enterprises to establish a one-stop service platform for connecting new energy projects to the network, provide information such as available access points, accessible capacity, and technical specifications for new energy projects, achieve online handling of the whole process of connecting new energy projects to the network, and greatly reduce the connection time. In principle, the power grid enterprise should invest in the construction of the network connection and transmission project. The power grid enterprise should improve the internal approval process, rationally arrange the construction timing, and ensure that the transmission project matches the progress of the power supply construction. For the new energy connection and delivery project constructed by the power generation enterprise, the power grid enterprise may buy back the project in accordance with the law after the agreement of the two parties.

(11) Improve the new energy-related public service system. To carry out national exploration and evaluation of new energy resources, establish a database of exploitable resources, and form detailed evaluation results and maps of various new energy resources in administrative areas above the county level and release them to the society. Establish wind measurement tower and wind measurement data sharing mechanism. We will improve the comprehensive disaster prevention and mitigation service system for the new energy industry. Accelerate the construction of public service systems such as new energy equipment standards and testing and certification, and support the construction of a national new energy equipment quality announcement platform and a public testing platform for key products.

Promoting scientific and technological innovation and industrial upgrading Establish an industry-university-research integration platform, build a national-level new energy laboratory and research and development platform, increase investment in basic theoretical research, and advance the layout of cutting-edge and disruptive technologies. Implement mechanisms such as "revealing the list and taking charge" and "horse racing", and promote enterprises, scientific research institutes, universities and other enterprises to carry out systematic research on the safety, stability and reliability of the power system with the gradual increase of the proportion of new energy, and propose solutions. We will increase support for industrial intelligent manufacturing and digital upgrading. Formulate and implement an action plan for the development of the smart photovoltaic industry to improve the level of intelligence and information technology in the whole cycle of products. We will promote breakthroughs in key technologies such as high-efficiency solar cells and advanced wind power equipment, and accelerate the technological upgrading of key basic materials, equipment, and components. Promote the development of decommissioned wind turbines, photovoltaic module recycling and processing technologies and related new industrial chains, and achieve closed-loop green development of the whole life cycle.
