Guide enterprises to optimize production processes, strengthen equipment selection and material selection, improve design standards and construction quality, strengthen operation management, and standardize treatment facilities. Strict administrative licensing procedures for safety, environmental protection and water resources protection, and earnestly implement the "three simultaneous" safety and environmental protection facilities and pollutant discharge licensing system. 5. Improving the industrial organization structure
