1. Promote safe development. Safety supervision departments at all levels should explore the establishment of communication and cooperation mechanisms involving industry and information technology, development and reform, land resources, construction, safety supervision and other departments, study and formulate safety development plans for non-coal mining industries in the region, and incorporate them into the overall planning of the region. Non-coal mine enterprises in the formulation of development plans and annual production and operation plans to highlight safety production, to ensure that safety investment and safety measures in place, the implementation of the requirements of safety work in the development of enterprises and daily work.
(2) Forced elimination of backward technologies, processes and equipment. Metal and non-metal mines shall be forced to eliminate the following technologies, processes and equipment:

Safety supervision departments at all levels shall, in accordance with the actual conditions of the region, jointly with relevant departments, study and formulate a catalogue of backward processes, technologies and equipment to be eliminated in the region, and limit the time for elimination. Enterprises that use backward technologies and technical equipment and pose major production safety risks shall be announced, ordered to make rectification within a time limit, and those that fail to make rectification within the time limit shall be shut down according to law.
3. Actively promote the development and integration of mineral resources. Safety supervision departments at all levels shall cooperate with the relevant departments of land and resources to include multiple mining bodies of an ore body, the mining scope of the mine and the small scale, and the mining of adjacent mines that affect each other's safety production in the scope of resource integration in the region. For the key mining areas and mines that have been included in the scope of integration, it is necessary to actively guide the advantageous enterprises that have a good safety management foundation and pay attention to safety input to participate in the integration.
4. Strengthen the safety supervision of integrated mines and mining areas. It is necessary to adhere to the principle of "one ore body can only have one mining body in principle", and promote the integration of metal and non-metal mines to achieve the purpose of improving the level of intensification and safety guarantee conditions. For mines that have decided to implement integration, strict procedures shall be required to cancel their safety production licenses for non-coal mining enterprises in accordance with the principle of "closing first and integrating later". For the integrated mine, it is necessary to urge it to re-fulfill the "three simultaneous" procedures for safety facilities and obtain a safety production license in accordance with the law before it can be put into production. It is necessary to strengthen supervision, strictly prevent avoiding closure in the name of integration, strictly prevent mine integration instead of resource integration, and strictly prevent illegal organization of production during integration. It is necessary to promote the development and integration of mineral resources and non-coal mine safety production law enforcement actions, rectification and closure of the overall arrangement, unified deployment, and synchronous promotion, and increase the intensity of the fight against illegal mining activities that evade integration and use the name of integration.
5. Accelerate the pace of industrial restructuring. Safety supervision departments at all levels should cooperate with relevant departments to give full play to the role of industrial policy guidance and market mechanisms, increase restructuring efforts, promote non-coal mining enterprises to form large groups and large companies, improve the concentration and intensive development level of mining industry, and improve the safety level of non-coal mining enterprises.
Strict safety target assessment and accountability
6. Strictly implement safety target assessment. It is necessary to incorporate the safety supervision capacity building of non-coal mines, safety investment of non-coal mines, management of large goaf and subsidence areas, and management of tailings ponds into the safety target assessment content, and establish an incentive and restraint mechanism to accelerate the construction of a long-term mechanism for the safety production of non-coal mines.
7. Study and formulate incentive policies for work safety. Safety supervision departments at all levels shall, together with relevant departments, study and formulate safety production incentive policies for non-coal mines within their jurisdiction, and for enterprises that have reached the minimum level of safety production standardization, have not had production safety accidents for three consecutive years, and have not found major safety production hazards, safety supervision departments shall regularly announce them to the public. It is suggested that the relevant departments give preferential policies in the approval of new projects, land use approval, securities financing, bank loans, extension and renewal of certificates, etc.
8. Strengthen safety performance assessment. It is necessary to study and formulate safety performance assessment methods for state-owned holding mining enterprises, link each production safety accident directly with the income and job rise and fall of workers and managers at all levels, and promote the implementation of all-personnel, whole-process and all-round safety management of enterprises. The corresponding assessment, reward and punishment measures should also be studied for non-public and non-coal mining enterprises.
9. Strictly investigate the responsibility for accidents. In accordance with the requirements of the Notice and relevant provisions, the responsibility of the responsible persons of the accident mining enterprises should be investigated and the punishment of the accident enterprises should be strengthened, and those who fail to crack down on illegal production should be seriously investigated and held accountable.
10. Establish accident investigation and supervision system. In accordance with relevant provisions, the investigation of accidents shall be carried out under the supervision of local production safety committees at all levels, and the investigation of major accidents shall be carried out under the supervision of the work Safety Committee of The State Council. The accident of concealment shall be investigated and dealt with according to a higher accident level.
