3. Organization and implementation
1. Unify thinking and strengthen leadership. The title system reform of ship professional and technical personnel is an important part of promoting the title system reform in a series of policies, involving a wide range of areas, all places should attach great importance to, effectively strengthen leadership, clear work responsibilities, and ensure that the title system reform of ship professional and technical personnel is promoted steadily. The human resources and social security departments at all levels, together with the relevant departments of transportation and other departments, shall be responsible for the policy formulation, organization and implementation, supervision and inspection of the reform of the title system of ship professionals and technicians nationwide. All relevant departments should cooperate closely, strengthen publicity and do a good job in relevant work.
2. Careful organization and prudent implementation. All localities and relevant units shall implement various reform measures in light of the actual situation, and the evaluation of professional titles of ship technicians shall be carried out in strict accordance with the provisions of these Opinions, and shall not arbitrarily lower the evaluation standards or expand the scope of evaluation without authorization. The ship professional and technical qualification certificates obtained before the promulgation of these Guiding Opinions shall directly correspond to the new ship professional and technical personnel titles according to their professional titles, and shall not be renewed in principle.
3. Strengthen oversight to ensure fairness. The reform of the professional title system of ship technicians involves the vital interests of seafarers. The evaluation institutions shall strictly standardize the evaluation procedures. Improve the evaluation and employment supervision mechanism, earnestly implement the professional title evaluation avoidance system, publicity system, random check system, establish review and complaint mechanisms, give full play to the supervision role of discipline inspection and supervision departments and the majority of crew members, improve the integrity commitment and dishonesty punishment mechanism, ensure that the professional title evaluation procedure is fair and standardized, and the evaluation and employment process is open and transparent.
These Guidelines are applicable to professional and technical personnel working on the following types of vessels:
1.100 Professional and technical personnel for driving and Marine electronics of sea-going vessels, inland waterway vessels and non-self-propelled sea-going I, II and III engineering vessels.
2. Harbour (inland river) pilot.
3. Marine Marine ships with main propulsion power units of 220 kW and above, inland river ships with main propulsion power units of 75 kW and above, and Marine non-self-propelled I, II and III engineering ships.
