I. General requirements

(1) Guiding ideology

 To strengthen new driving forces with new education infrastructure, create new supply and new demand for services, promote the integrated development of online and offline education, promote the digital transformation, intelligent upgrading, integration and innovation of education, and support the high-quality development of education.

(2) Basic principles

Adhere to demand orientation. Focusing on the urgent need for high-quality development of education, based on the solid foundation, advantages, weaknesses, weaknesses, according to its ability, according to local conditions, step by step to promote the new infrastructure of education, and consolidate the basic conditions for education reform in the information age.

Continue to lead through innovation. Further apply 5G, artificial intelligence, big data, cloud computing, blockchain and other new generation information technologies, give full play to the role of data as a new production factor, and promote the digital transformation of education.

We will pursue coordinated progress. We will strengthen inter-ministerial coordination, inter-provincial coordination, and regional coordination, and improve our capacity for systematic planning and overall promotion. Effectively stimulate the vitality of the market, guide all parties to participate in the new infrastructure of education, and cultivate a good development ecology.

Take a holistic approach. We will coordinate traditional infrastructure with new infrastructure and promote integrated development online and offline. We will coordinate existing and incremental facilities, pay attention to invigorating existing facilities, and avoid duplication of construction. We should coordinate cyber security and IT application, ensure development through security and promote security through development.

(3) Construction objectives

By 2025, a new type of education infrastructure system with optimized structure, intensive efficiency, safety and reliability will be basically formed, and long-term and comprehensive development will be achieved through iterative upgrading, upgrading and continuous construction. We will build a private education network and a large platform of "Internet + education" to provide a digital base for high-quality education development. Enhance all-round, all-weather security protection capabilities to protect the vital interests of teachers and students.

Second, key directions

(1) New infrastructure for information networks

We will make full use of the country's public communication resources to unimpeded connect the educational network among schools and educational institutions at all levels throughout the country. Improve the quality of school network and provide high-speed, convenient, green and safe network services.

1. Build a private education network. Fully relying on the existing construction foundation of the national e-government external network and the Internet, according to the principle of hierarchical responsibility, strengthen the connection of the national backbone network, provincial and municipal education network and school campus network, and realize the unified management of network addresses, domain names and users. Expand the bandwidth of schools as needed, and realize the high-speed interconnection of fixed broadband networks from primary and secondary schools to counties, gigabit to schools, and 100 gigabit to classes, as well as facilities such as provincial data centers and university supercomputing centers. We will further promote the large-scale deployment and application of IPv6 and other next-generation network technologies.

2. Upgrade the campus network. Promote the upgrading of campus LAN to ensure high-speed access to campus resources and applications. Through 5G, gigabit wireless local area network and other ways to achieve full coverage of campus wireless network. Support the construction of campus Internet of Things, promote security video terminals, environmental awareness devices and other equipment networking. Deliver quality resources to vulnerable rural schools and teaching centers through satellite television, broadband networks and broadband satellites to promote equity in education.

(2) Platform system new infrastructure

We will promote the integrated development of education platforms at all levels and of all types, and build a large "Internet + Education" platform that is interconnected, fully equipped with applications and provides coordinated services.

3. Build new data centers. Support provincial education administrative departments to build education cloud through hybrid cloud mode to provide convenient and reliable computing storage and disaster recovery services for educational institutions in the region. Plan to integrate the data centers of education administrative departments and schools to "scatter the old and low", and do not encourage county-level education administrative departments and primary and secondary schools to build data centers. Encourage regions and universities to share supercomputing resources and artificial intelligence computing power resources, and provide basic computing power tools.

4. Promote the application of educational data. Upgrade the basic database of education, form authoritative data sources such as teachers, students, and school organizations, and provide support for promoting "one number one source". Relying on the integrated government service platform, we will promote the flow of data across departments, regions and levels. Improve the ability of dynamic monitoring of education development, improve the timeliness and accuracy of data, and strengthen the ability of accurate trend analysis. We will upgrade the education science decision-making service system, establish an education development index, and gather macro-data on education and economic and social development to support scientific decision-making.

5. Promote platform openness and collaboration. Aggregating all kinds of educational applications, building an open platform for all kinds of schools at all levels. Support schools to promote business cloud according to business needs, and support schools to carry out education, teaching, administration and public services by providing convenient, high-quality and optional cloud applications. Build an open application interface system, support all parties to provide universal education cloud applications, and build a new ecology of education applications with multiple participation.

6. Upgrade the online learning space. Upgrade the network learning space for teachers and students, compatible with various platform terminals, support the development of mobile applications of network learning space, support ubiquitous learning and handheld services. Relying on the spatial aggregation of data generated by various terminals, applications and services, it provides support for education and teaching reform, and promotes the organic combination of large-scale education and personalized training. Build an educational experience service system, establish digital archives for teachers and students, and record and store learning experiences and achievements.

(3) New infrastructure for digital resources

Relying on the national digital education resources public service system, promote the supply-side structural reform of digital resources, innovate the supply model, and improve the supply quality.

7. Develop new resources and tools. Using the new generation of information technology to develop digital educational resources. We will strengthen the reserve of teaching resources for training strategic talents in short supply, and support the construction of national television aerial classes, vocational education professional teaching resources, online first-class courses in colleges and universities, and online ideological and political courses. Guide the research and development of subject teaching software to support teachers' preparation, online teaching and research, and personalized resources, equipment and tools to meet the learning needs of special education students.

8. Optimize resource supply services. Social resources such as digital libraries, digital museums, and digital science and technology museums will be gathered to share personalized resources developed by all parties in society, and a service mechanism for large educational resources will be established. Systematically sort out the knowledge context of each subject, clarify the relationship between each knowledge point, and build a unified national subject knowledge map step by step. The existing resources are classified and identified to match the subject knowledge map. Upgrade the resource search engine, and provide massive high-quality resources and accurate resource services for teachers and students through the platform model.

9. Improve the efficiency of resource supervision. Relying on the national public service system for digital education resources, we will improve the supervision capacity of digital resource supply and realize the full chain management of resource filing, flow and evaluation. Make good access to digital resources, and explore the content audit of digital educational resources supported by artificial intelligence technology. Use blockchain technology to protect intellectual property rights and explore personalized resource purchase and use and post-payment mechanisms. Promote the iterative update of digital resources through the combination of user evaluation and third-party evaluation.

(4) New infrastructure for smart campus

Support qualified schools to upgrade teaching facilities, scientific research facilities and public facilities by using information technology, and promote the integration of physical space and cyberspace in schools.

10. Improve smart teaching facilities. Improve the level of multimedia teaching equipment in general classrooms, support interactive feedback, high-definition live video recording and other teaching methods. Deploy subject-specific classrooms and teaching laboratories, and rely on equipment such as perceptual interaction and simulation experiments to create a vivid and intuitive new classroom. In places where conditions permit, personal learning terminals that meet technical standards and learning needs are popularized to support personalized teaching and learning under network conditions. Support the construction of video interaction systems that meet the needs of teaching and management, and support home-based learning and home-school interaction.

11. Building smart scientific research facilities. Promote the construction of intelligent laboratories, use information technology to assist scientific experiments, record experimental data, simulate experimental processes, and innovate scientific research experiment paradigms. Explore the application of intelligent supervision of laboratory safety and big data supervision of scientific research integrity. We will promote the open sharing of major scientific research infrastructure, high-performance computing platforms, and large instruments and equipment. Build a research collaboration platform, provide services such as virtual integrated experimental environment and research experiment data sharing, and support interdisciplinary, cross-school and cross-regional collaborative innovation.

12. Deploy smart utilities. Upgrade the campus public security video network, based on artificial intelligence technology to achieve intelligent early warning of emergencies, strengthen security linkage, and support safe campus construction. Construction of school food hygiene monitoring system, strengthen food supply chain management and kitchen environment management, establish teachers and students health files, support the construction of healthy campus. Explore and promote the intelligent management of buildings based on the Internet of Things, as the need to adjust the building temperature and lighting, etc., to support the construction of green campuses.

(5) Innovative application of new infrastructure

Relying on the "Internet + Education" platform, we will make innovations in teaching, evaluation, research and training and management applications, and promote the deep integration of information technology and education and teaching.

13. Popularize the application of teaching. Popularize mixed, cooperative, experiential and inquisitive teaching under the condition of new technology, and explore new teaching methods. We will promote the application of "three classrooms" and expand the coverage of high-quality resources. Develop applications such as intelligent diagnosis, resource push and learning guidance based on big data to promote personalized development of students. Develop teaching applications such as intelligent teaching assistants and intelligent learning partners based on artificial intelligence to achieve "man-machine co-education and man-machine co-education" and improve the quality of education and teaching.

14. Application of innovation evaluation. Innovative information-based evaluation tools can comprehensively record students' learning and practical experience, objectively analyze students' ability, and support the longitudinal evaluation of the whole process of each study section and the horizontal evaluation of all elements of morality, intelligence, physical beauty and labor. Promote the application of students' digital files in evaluation, and change the student evaluation model that simply takes examination scores as the only standard. 15. Expand research and training applications. Artificial intelligence is used to boost the construction of teachers, help improve teaching ability and optimize teacher management. Develop teaching and research support applications, carry out adaptive learning and network teaching and research based on intelligent diagnosis and analysis of teaching ability, and promote the professional development of teachers. Develop teacher training application, provide simulated practical training environment, and improve teachers' informatization application ability. 16. Deepen management application. Promote the digitalization of education administration office, support the online handling of the whole process and the whole business, and popularize new forms such as online collaborative office and mobile office. Deepen the informatization of education supervision, and realize real-time monitoring and accurate evaluation supported by big data. Use the integrated service platform to promote the whole process of government services online acceptance, online handling and online feedback, and realize the one-network operation. 6. New reliable and secure infrastructure

Use domestic commercial cryptography technology to promote data transmission and storage encryption, and improve data protection capabilities.

20. Improve application supervision. Improve the information support ability of supervision of education mobile Internet applications, education software, online education platforms and new digital terminals, and promote new technologies and new applications to enter the campus for review and filing. Jointly with the Internet and information technology, public security departments to carry out AI algorithm filing, inspection and evaluation. 1. Strengthening overall planning and coordination

4. Improving funding guarantees

Local departments of education, development and reform, finance, communications, industry and information technology at all levels should strengthen overall coordination, optimize the expenditure structure, and vigorously support new education infrastructure through relevant funding channels. We will strengthen preferential support for weak links and poor areas through existing funding channels, and narrow the gap between regions, urban and rural areas, and schools. 5. Strengthen oversight and evaluation

Strengthen project initiation management, procurement management, process management and performance management, establish and improve the management system and standards for the whole life cycle of the project, and ensure the quality of work.
