(1) Guiding ideology

 With deepening supply-side structural reform as the main line, reform and innovation as the fundamental driving force, and meeting the people's ever-growing needs for a better life as the fundamental purpose, we will coordinate development and security, strengthen the function construction of the "four centers", improve the level of "four services", support the linkage of the "five children", and systematically plan the development of various fields and links of infrastructure. We will accelerate the construction of major infrastructure projects that have a bearing on overall and long-term development, improve the quality of infrastructure supply and services, and build a modern urban infrastructure system that is well-equipped, efficient, practical, smart, green, safe and reliable, so as to lay a solid foundation for building a world-class harmonious and livable city.

Focus on the following basic requirements:

Highlight green and low carbon. Adhere to the concept of green water and green mountains is gold and silver mountains, focus on the overall goal of carbon peak and carbon neutrality, promote green and low-carbon urban development, and continue to improve environmental quality, so that green mountains and green water and blue sky become the background color of the capital of a major country.

Highlight integration and linkage. Uphold the concept of system, correctly handle the substitution, complementarity, coordination and restriction relationship between infrastructure, strengthen the integration of resources, optimize the layout structure and function allocation, and promote the integrated development of infrastructure and urban functions.

Put people first. Closely following the "seven" requirements and "five" needs, guided by the concerns of the public and the needs of the masses, we will strive to improve the quality of infrastructure services and better meet the growing needs of the people for a better life.

Highlighting safety resilience. Firmly establish an overall national security concept, strengthen the bottom line thinking, systematically build a security line, properly prevent and resolve various risks in the process of modernization, improve the resilience of infrastructure, and resolutely maintain the security and stability of the capital.

Highlight wisdom and efficiency. We should pay attention to the empowerment of science and technology, strengthen overall integration and sharing, continue to promote the level of information technology through innovation, further improve the efficiency of infrastructure operation, and pay attention to supporting the construction of new infrastructure.

(2) Planning objectives

The vision for 2035 is: By 2035, we will achieve fundamental changes in the mode of infrastructure development, take the lead in building a globally competitive modern infrastructure system, basically form a world-class urban cluster in the Beijing-Tianjin-Hebei region, and make major progress in building a safe and resilient infrastructure system. We will basically complete the construction of an eco-city with blue sky, clean water and forests, and fundamentally improve the ecological environment. Citizens' needs for "seven" and "five" are effectively met at a higher level.

The main goals of the "14th Five-Year Plan" period: in accordance with the development requirements of the capital, anchor the vision goal of 2035, comprehensively consider the future development trend and conditions, adhere to the organic unity of goal orientation and problem orientation, and strive to achieve the following main goals before 2025:

The layout of the infrastructure network will be improved, the level of green intensive and intelligent refinement will continue to improve, the quality of cities will steadily improve, and the needs of the people will be better met. The backbone structure of a world-class city cluster with the capital at its core will basically take shape, and major progress will be made in building a world-class harmonious and livable city.

-- More adequate security capacity. Beijing-tianjin-hebei transport connectivity has been further improved, with the initial construction of a two-hour traffic circle in the Beijing-Tianjin-Hebei city cluster and a one-hour commuter circle in the Beijing metropolitan area. The total length of rail transit (including suburban railways) has reached 1,600 kilometers, the total length of expressways has reached 1,300 kilometers, and the city's water supply capacity has reached 10 million cubic meters per day. Infrastructure has basically adapted to economic and social development and people's needs, and its overall carrying capacity has significantly increased.

-- Better service level. Transportation convenience and efficiency have been greatly improved, the proportion of 45-minute commute in the central city has reached 60%, the coverage of the 500-meter service radius of the park green space has reached 90%, and the per capita park green space in the city's built-up areas has reached 16.7 square meters, making the city more harmonious and livable.
