1. Accelerating the integrated development of infrastructure in the Beijing-Tianjin-Hebei Region

We will fully implement the national strategy for coordinated development of the Beijing-Tianjin-Hebei region, vigorously promote the integration of regional transport and the development of an energy security system, strengthen coordinated management of the ecological environment, and contribute to the formation of a backbone framework of world-class urban agglomerations with the capital as the core.

1. Strengthen transport connectivity between Beijing, Tianjin and Hebei

Transport integration is a leading area for the coordinated development of the Beijing-Tianjin-Hebei region. We should speed up the building of a fast, convenient, efficient, safe, large-capacity and low-cost integrated transport network among the three regions to provide a solid foundation and guarantee conditions for the coordinated development of the Beijing-Tianjin-Hebei region.

Build a world-class airport cluster facing the world. Coordinate the "one city, two airports" resource allocation, strengthen the division of labor and coordination of the Beijing-Tianjin-Hebei airport group, form a "dual hub" airport pattern with coordinated development, moderate competition, and world-class competitiveness, and promote the construction of Beijing-Tianjin-Hebei Airport into a world-class airport group. Continue to expand the international air rights route network resources, optimize the route network, strengthen multimodal intermodal transport, and initially build a hub flight wave. In accordance with the development principle of both passenger and cargo, we will enhance the professional operation of air cargo and the ability to provide international air logistics services. Formulate incentive policies to encourage airports and airlines to increase the launch of all-cargo aircraft at "dual-hub" airports, optimize process standards, give play to the strong supporting role of air cargo for the development of the aviation industry, and promote Beijing Daxing International Airport to build a cargo runway with priority protection for all-cargo aircraft. Beijing Daxing International Airport satellite Hall and supporting projects and Capital International Airport "re-engineering the country" and other projects, accelerate the construction of rail transit Daxing Airport line north extension, intercity railway link line, further improve the airport collection and distribution system, to achieve Beijing Daxing International Airport and the central city of "one-hour, one-stop service", and neighboring cities within two hours. Construction of Lize City terminal, promotion and application of Dongzhimen Hub "one check-in, one security check, one consignment" experience, reasonable layout of the city's micro check-in points, and promote the extension of aviation services to the city end.

Consolidate and upgrade the "Beijing-Tianjin-Hebei Region on track". Implement the General Plan for Railway Hubs in the Beijing-Tianjin-Hebei Core Area, continue to promote the construction of trunk railways, intercity railways, and suburban railways, accelerate the construction of a circular and integrated rail transit network, and expand the radiation range of rail transit. We will strengthen the construction of trunk railway lines, carry out the Beijing-Hong Kong-Taiwan high-speed Railway (Fengxiongshang Section) project, and promote fast links between Beijing and Xiongan New Area. We will strengthen the construction of regional intercity railways, carry out the Beijing-Tangshan intercity, Beijing-Binhai intercity, and intercity railway link projects, and improve the Beijing-Tianjin-Hebei intercity railway network. We will give full play to the regional connectivity function of suburban railways, gradually promote the extension of suburban railway Beijing-ninth Line, urban sub-central line and other services to key areas around Beijing, and improve the connection capacity of rapid rail transit between Beijing and the Beijing area. Optimize the functions and layout of railway hubs, promote the construction of railway freight outer ring lines, promote the relocation of Fengxi and Shuangqiao marshalling stations, relieve the transit passenger and cargo transport functions, and release more railway resources to serve urban transportation. Actively promote the "transit railway", effectively integrate logistics and transportation information resources, vigorously increase the proportion of production materials such as building materials, commodity vehicles, e-commerce express and other bulk materials rail transport, support qualified logistics parks and key enterprises to introduce railway dedicated lines, and accelerate the research and implementation of Pinggu local railway transformation, suburban railway Yizhuang line and other projects.

We will improve the spatial layout of comprehensive transportation hubs. We will promote the construction of state-level railway passenger transport hubs, complete the construction of Beijing Fengtai and Beijing Chaoyang stations, accelerate the construction of regional intercity railway hubs, and build sub-central urban stations to further improve the level of external transport links in cities. Optimize the functional layout of Beijing railway hub in the Beijing-Tianjin-Hebei region, carry out the construction of urban transport hubs supporting railway stations simultaneously, and gradually realize the same station transfer of high-speed rail, intercity railway, suburban railway and urban rail transit at important hub nodes.
