1. Accelerating the integrated development of infrastructure in the Beijing-Tianjin-Hebei Region

We will fully implement the national strategy for coordinated development of the Beijing-Tianjin-Hebei region, vigorously promote the integration of regional transport and the development of an energy security system, strengthen coordinated management of the ecological environment, and contribute to the formation of a backbone framework of world-class urban agglomerations with the capital as the core.

1. Strengthen transport connectivity between Beijing, Tianjin and Hebei

Transport integration is a leading area for the coordinated development of the Beijing-Tianjin-Hebei region. We should speed up the building of a fast, convenient, efficient, safe, large-capacity and low-cost integrated transport network among the three regions to provide a solid foundation and guarantee conditions for the coordinated development of the Beijing-Tianjin-Hebei region.

Build a world-class airport cluster facing the world. Coordinate the "one city, two airports" resource allocation, strengthen the division of labor and coordination of the Beijing-Tianjin-Hebei airport group, form a "dual hub" airport pattern with coordinated development, moderate competition, and world-class competitiveness, and promote the construction of Beijing-Tianjin-Hebei Airport into a world-class airport group. Continue to expand the international air rights route network resources, optimize the route network, strengthen multimodal intermodal transport, and initially build a hub flight wave. In accordance with the development principle of both passenger and cargo, we will enhance the professional operation of air cargo and the ability to provide international air logistics services. Formulate incentive policies to encourage airports and airlines to increase the launch of all-cargo aircraft at "dual-hub" airports, optimize process standards, give play to the strong supporting role of air cargo for the development of the aviation industry, and promote Beijing Daxing International Airport to build a cargo runway with priority protection for all-cargo aircraft. Beijing Daxing International Airport satellite Hall and supporting projects and Capital International Airport "re-engineering the country" and other projects, accelerate the construction of rail transit Daxing Airport line north extension, intercity railway link line, further improve the airport collection and distribution system, to achieve Beijing Daxing International Airport and the central city of "one-hour, one-stop service", and neighboring cities within two hours. Construction of Lize City terminal, promotion and application of Dongzhimen Hub "one check-in, one security check, one consignment" experience, reasonable layout of the city's micro check-in points, and promote the extension of aviation services to the city end.

Consolidate and upgrade the "Beijing-Tianjin-Hebei Region on track". Implement the General Plan for Railway Hubs in the Beijing-Tianjin-Hebei Core Area, continue to promote the construction of trunk railways, intercity railways, and suburban railways, accelerate the construction of a circular and integrated rail transit network, and expand the radiation range of rail transit. We will strengthen the construction of trunk railway lines, carry out the Beijing-Hong Kong-Taiwan high-speed Railway (Fengxiongshang Section) project, and promote fast links between Beijing and Xiongan New Area. We will strengthen the construction of regional intercity railways, carry out the Beijing-Tangshan intercity, Beijing-Binhai intercity, and intercity railway link projects, and improve the Beijing-Tianjin-Hebei intercity railway network. We will give full play to the regional connectivity function of suburban railways, gradually promote the extension of suburban railway Beijing-ninth Line, urban sub-central line and other services to key areas around Beijing, and improve the connection capacity of rapid rail transit between Beijing and the Beijing area. Optimize the functions and layout of railway hubs, promote the construction of railway freight outer ring lines, promote the relocation of Fengxi and Shuangqiao marshalling stations, relieve the transit passenger and cargo transport functions, and release more railway resources to serve urban transportation. Actively promote the "transit railway", effectively integrate logistics and transportation information resources, vigorously increase the proportion of production materials such as building materials, commodity vehicles, e-commerce express and other bulk materials rail transport, support qualified logistics parks and key enterprises to introduce railway dedicated lines, and accelerate the research and implementation of Pinggu local railway transformation, suburban railway Yizhuang line and other projects.

We will improve the spatial layout of comprehensive transportation hubs. We will promote the construction of state-level railway passenger transport hubs, complete the construction of Beijing Fengtai and Beijing Chaoyang stations, accelerate the construction of regional intercity railway hubs, and build sub-central urban stations to further improve the level of external transport links in cities. Optimize the functional layout of Beijing railway hub in the Beijing-Tianjin-Hebei region, carry out the construction of urban transport hubs supporting railway stations simultaneously, and gradually realize the same station transfer of high-speed rail, intercity railway, suburban railway and urban rail transit at important hub nodes.

Improve the convenient and smooth road network. We will complete the construction of the Chengping Expressway, move the entire Capital Region Loop Expressway out of Beijing, and jointly advance the Tianjin and Hebei sections of the Capital Region Loop Expressway. The transformation of the Eastern Sixth Ring Road into the land will be completed, and the functions of the Sixth Ring Road national highway will be transferred out. We will build the Beijing-Xiong Expressway and promote direct connections between Beijing and the Xiongan New District. We will speed up the construction of the new 109 National Highway and improve the westbound Beijing expressway. We will complete the expansion and renovation of the Beijing-Harbin Expressway and the extension of the Daxing International Airport North Expressway to the west and east, and improve the external transportation network in key areas such as the sub-center of Beijing City and the airport Economic Zone of Beijing Daxing International Airport. We will speed up the connection of Changtong Road, Tongbao Road and other sub-centers in Beijing with roads in the three northern counties, promote the construction of trans-boundary roads such as Tongqing Road and Xitai Road, and further enhance the road connectivity between Beijing, Tianjin and Hebei. By 2025, the total mileage of the city's highway network will reach 22,500 kilometers, and the total mileage of expressways will reach 1,300 kilometers.

2. Strengthen coordinated ecological governance in the Beijing-Tianjin-Hebei region, deepen the regional joint pollution prevention and control mechanism, strengthen ecological and environmental protection and governance, and jointly build a green ecological barrier. Build a strong green ecological barrier for the capital. We will develop a green ecological belt around Beijing, build a system of protected natural areas in the western and northern mountains, promote the protection and development of forests and wetlands in the eastern and southern plain areas, build a comprehensive ecological security pattern, and build a strong ecological security barrier in the capital. We will steadily promote major ecological projects such as vegetation restoration in water source protection areas and the control of sandstorms, and focus on building high-standard water conservation forests and ecological protection forests in consecutive areas. Jointly build ecological water source forest in Zhangcheng area, support Zhangjiakou City and Chengde Bashang area to plant trees of 1 million mu, and implement precise forest improvement of 1.09 million mu. Continue to promote the ecological restoration of the Yongding River basin, in the scope of the Yongding River basin, an additional 25,000 mu of afforestation, the implementation of accurate quality improvement of 80,000 mu. Steadily promote the construction of forest cities, and by 2025, all districts except core districts will be created into national forest cities, leading the construction of state-level forest city clusters in Beijing-Tianjin-Hebei.

We will deepen coordinated efforts to improve water environment in different regions. We will improve the regional water environment coordination mechanism, establish a compensation mechanism for ecological restoration in the Yongding River basin, and improve the compensation mechanism for ecological protection in the upstream water conservation area of Miyun Reservoir. We will carry out comprehensive management of the six rivers and five lakes in the Haihe River Basin, build a green and ecological river corridor that runs through the Beijing-Tianjin-Hebei region, and jointly improve the ecological environment in the Beijing-Tianjin-Hebei region to ensure the safety of flood control, water supply and ecology in the basin. Strengthen the coordinated and integrated protection of water ecology, support the construction of Zhangjiakou capital water conservation functional zone and ecological environment support zone, and promote the steady improvement of Guanting reservoir water quality; We will implement a joint action plan for water source protection at the Miyun Reservoir in the Beijing-Hebei region. We will promote the comprehensive treatment of groundwater overextraction, reduce the amount of groundwater overextraction, gradually establish a network of pipes and a recharge and transfer mechanism for underground water sources, and improve the carrying capacity of water resources and water environment. Strengthen regional water system connectivity and ecological restoration, rely on the integration of existing rivers, wetlands, forest and other resources, implement comprehensive management and ecological restoration of the Yongding River, Chaobai River, Juma River and other cross-border rivers, and promote the construction of Chaobai River National Forest Park.

3. Strengthen the integrated energy development of the Beijing-Tianjin-Hebei region adhere to complementary advantages and mutual benefit, strengthen the construction of regional energy facilities, accelerate the integrated and coordinated development of mechanisms, standards and factor markets, promote the low-carbon transformation of the regional energy structure, and enhance the level of green energy development in the region. Jointly build and share regional energy facilities. We will implement the Action Plan for Coordinated Energy Development in the Beijing-Tianjin-Hebei region, optimize and improve the layout of regional energy facilities, develop key trans-regional energy projects, and build a system of interconnected energy facilities. Continue to promote the construction of regional power supply support capacity, fully integrate the current stock resources, and form an emergency backup and peak power supply capacity of 36 million kilowatts. Construction of "four horizontal and three vertical" UHV network in North China, the formation of UHV double ring network around Beijing, and constantly improve the Beijing-Tianjin-Hebei region outside the power supply pattern. Strengthen regional natural gas emergency storage capacity, optimize the allocation of upstream and downstream natural gas resource facilities in the Beijing-Tianjin-Hebei region, put into operation Tangshan LNG emergency Peaking support project and Tianjin Nangang LNG emergency reserve project, promote the capacity expansion of underground gas storage cluster in Dagang, North China and other surrounding areas, and build a multi-source, multi-direction, interconnected and fully capable regional natural gas storage and peaking system. Improve the green level of regional energy. We will deepen mutually beneficial cooperation in the development and utilization of regional renewable energy, make good use of the scenic power generation resources in northern Hebei, and improve the power supply level of Zhangbei flexible DC transmission line. Explore and promote the diversification and large-scale application of regional renewable energy power, and jointly promote the construction of Zhangjiakou renewable energy application demonstration zone. Focusing on Daxing, Fangshan and Yanshan Petrochemical, Beijing Economic and Technological Development Zone, Changping, Yanqing and other regions, we will actively participate in the construction of Beijing-Tianjin-Hebei hydrogen fuel cell vehicle demonstration city clusters, and jointly build the whole industrial chain of hydrogen energy and hydrogen fuel cell. Promote the establishment of a unified regional highway charging service network. By 2025, the external green power will strive to reach 30 billion KWH.

We will strengthen regional cooperation on energy development. We will improve the multi-level and regular regional energy exchange and cooperation platforms and mechanisms, strengthen the coordination and docking of planning policies and major projects, promote the joint construction and sharing of regional energy operation monitoring platforms, and promote the integrated development of regional energy. Strengthen the normalization and institutionalized communication between the energy authorities of the three places, and jointly promote the convergence of planning policies and the landing of major projects. (2) Establishing a more complete infrastructure system To further improve the spatial structure and functional layout of infrastructure, give better play to the leading role of infrastructure, and continue to improve the system, safety and reliability of infrastructure.

1. Create a convenient and efficient urban transportation system

Continue to vigorously develop rail transit, promote the "four-network integration", continue to optimize the layout of ground public transit networks and terminals, improve the hierarchical structure of urban road networks, and promote the construction of a comprehensive, green, safe and intelligent three-dimensional and modern urban transportation system.

Develop urban (suburban) railways at a high level. Make full use of existing railway resources, rationally plan new lines, and speed up the construction of the main skeleton of "one branch and multiple branches" urban (suburban) railway. Establish a cooperation platform company to realize the transformation of cooperation from administrative coordination to market guidance. We will introduce the functional layout plan for urban (suburban) railways, implement the action plan for the construction of urban (suburban) railways, and start the overall upgrading project of commuter lines such as the urban sub-central line and the Northeast Circle Line, so as to basically realize public transportation operations, and realize a 30-kilometer circle layer 45-minute commute around the central city. We will promote the adaptive transformation of tourism routes such as the Menda and Liangchen Lines, and promote the development of tourism industries in ecological conservation areas. By 2025, the operating mileage of urban (suburban) railways will strive to reach 600 kilometers.

4. Speed up the construction of suburban railways

We will continue to improve the urban rail transit network. To formulate and implement the construction plan for the third phase of rail transit, and build a "Beijing City on rails". Optimize the central urban network, moderate encryption; Perfect the urban sub-center line network, form a radioactive corridor, radiate the surrounding area. Construction of M101 Line, Line 11 phase I, Line 19 north extension and other lines began, and 15 (sections) of metro Line 3 phase I, Line 12, Line 17, Line 13 capacity expansion and upgrading were basically completed. We will carry out the renovation and upgrading of existing line networks, complete the connecting operation of rail transit Line 1 and Batong Line, and realize the opening of Fushouling Station of rail transit Line 1. Optimize the operation organization, improve the transportation efficiency by expanding the formation, implementing the cross-running of fast and slow lines, shortening the distance between trains and so on. We will promote the transformation of lines with the conditions to transfer on the same platform, optimize the setting of traffic guidance signs, and improve the convenience of transfer. By 2025, the total operating mileage of urban rail transit will strive to reach 1,000 kilometers, and the proportion of rail transit trips in central urban areas will reach more than 18.7 percent.

Create a new pattern of "four-network integration" rail transit. We will promote the "four-network integration" of trunk railway, intercity railway, urban (suburban) railway and urban rail transit. Optimize and transform the existing line network, scientifically allocate railway operating time resources, promote some railway lines to assume the function of intra-city commuter service, strive to break the bottleneck of the line network, release the transportation capacity of the line, promote the resource sharing of the entire rail transit network, and realize high-quality and networked operation. Promote the unification of network interface standards at all levels, and achieve one system, one network operation, one ticket passage, and one station security check. It will build large transportation hubs such as Fengtai Station and Huoying (Loess Store), and give full play to the passenger flow conversion role of peripheral stations such as Beijing Chaoyang Station and Qinghe Station. Establish a priority guarantee system for land use and building scale indicators for the integrated development of rail stations, achieve coordinated and integrated development of rail transit and the city, and let citizens enjoy "urban life on the rail".

Comprehensively improve the level of ground bus services. Optimize the surface public transit network around rail transit. Public transit network planning will be fully implemented, a "3+1" network hierarchy system will be built, a network structure of "eight horizontal, six vertical, three rings and ten radiations" will be created, long-distance and long-duration routes will be reduced, and microcirculation routes will be encrypted. Strengthen the guarantee of bus right of way, focus on promoting the planning of bus lanes at key nodes such as ramps, bridge areas, intersections, and realize the connection of bus lanes in central urban areas and urban sub-centers into a network. Optimize the layout of bus stops, relieve the parking and maintenance functions of bus stops in Yongdingmen, Guang 'anmen, Fuchengmen and other core areas, and build a number of three-dimensional bus stops such as Kangjiagou, Wang Zuo, and East Xiaoying.
