Give full play to the role of infrastructure in guiding and guaranteeing the optimization of spatial layout in core areas, urban sub-centers, plain new cities, ecological conservation areas and key areas, and vigorously promote the decentralization and improvement.

1. Significantly improve the quality of the government environment in the core area

We will strictly implement the detailed control plan for the functional core areas of the capital, adhere to the organic integration of optimizing and improving the government environment and improving the quality of life of citizens, and ensure the safe, efficient and orderly operation of state government activities with better space, better environment and better services.

Create an efficient and convenient transportation environment. We will accurately coordinate government transportation with People's Daily travel, and strive to improve the government transportation environment. We will carry out comprehensive traffic management in areas where central government functions are concentrated, strengthen smart traffic control on Chang 'an Avenue and its extension line, the Second Ring Road, and Qiansanmen Avenue, and ensure efficient access to and from central government affairs venues with stations, airports, and communication channels. Combined with urban renewal, "one station, one policy" accelerates the optimization and improvement of urban space outside rail transit stations such as Chongwenmen Station and Xuanwumen Station. Protect and upgrade the roads in the old city, promote green and convenient travel, vigorously promote the construction of microcirculation, expand walking space, and strengthen the checkerboard road network pattern in the old city. Strengthen the management and control of parking needs, scientifically allocate parking resources in the office and living areas of Party and government organs according to local conditions, and formulate differentiated parking zoning policies.

Build a peaceful and livable garden-style core area. Optimize the green landscape along Chang 'an Avenue and the central axis, and create a landscape image showing national etiquette and cultural confidence in the capital of a major country. Inherit the charm of the ancient capital, protect and improve the spatial pattern of six seas and eight rivers in the old city, implement waterfront greening in combination with the restoration of historical water systems in the second ring road and the construction of waterfront environment, and build 50 pocket parks and small and micro green Spaces. Improve the "convex" shape of the city site park ring, form a continuous and a certain width of the ring two ring landscape belt, create Ping An Street, Xidan North Street, Dongdan North Street, the green space along the road, the construction of 50 boulevard. We will vigorously promote the renovation and upgrading of old facilities. In accordance with the principle of "ensuring safety, improving quality and stabilizing investment", we will comprehensively promote the all-round upgrading of infrastructure in the core areas. Strengthen the pipeline concealment transformation, implement the core area pipeline concealment work plan, combined with municipal road construction, road overhaul, and old residential renovation, complete the concealment transformation of 60 road pipelines, and basically complete the pipeline network with more than 40 years of pipe age and safety hazards, and all the old residential water supply network transformation. Complete the renovation of the drainage system of low-lying courtyards, add collection Wells and pumping facilities by adjusting the ground slope, elevation and catchment direction, solve the problem of water accumulation in courtyards, and strengthen the treatment of hidden points of small and micro water accumulation. With the focus on ensuring people's livelihood, we will further optimize energy utilization in the old city, encourage distributed micro-energy grids and distributed solar energy utilization, increase the proportion of renewable energy for heating, implement the connecting project of the municipal heating network, replace the existing 72 oil-fired boiler houses, and improve the energy efficiency of heating in the core district.

2. High-level construction of Beijing's sub-center infrastructure

We will adhere to the global vision, international standards, Chinese characteristics, and high point positioning, build and improve the sub-central urban infrastructure system, build a high-quality function carrier, and build a bridgehead for the coordinated development of the Beijing-Tianjin-Hebei region.

Build a convenient and smooth comprehensive transportation system. Gradually build the backbone rail transit network of Beijing's urban sub-center, realize the Beijing-Tang intercity traffic operation, improve the overall suburban railway line, and accelerate the construction of rail transit lines such as Pinggu Line, Line 6 south extension, and Line M101. We will strengthen road traffic links with the central urban areas and new cities, and complete projects such as the widening and renovation of the Beijing-Harbin Expressway, Jiude Road and Chunming Road. Effectively darning the sub-central space of the city, completing the transformation project of the East Sixth Ring Road into the ground. We will improve the internal road network of Beijing's urban sub-center, and complete projects such as the east extension of Canal East Street and Wansheng South Street. Give full play to the role of the gateway of Beijing's urban sub-central transportation hub, build a number of comprehensive transportation hubs such as the urban sub-central station, Dongxia Park, Tongma Road, and Universal Studios North, and promote the development of "station city integration". To build an ecological city that integrates water and city and interweaves blue and green. Forming a green spatial pattern of "one belt, one axis, two rings and one heart". The "Tongzhou Weir" flood diversion system has been basically completed, the warm tide river reduction project has been implemented, the Songzhuang flood storage Area (Phase II), the Wenyu River and the North Canal have been comprehensively treated, and the main water quality indicators of the key reaches of the North Canal have reached the Class IV standard.

We will comprehensively improve our capacity to secure resources and energy. It has continued to strengthen the supply security of the sub-center, promoted the Beijing urban sub-center water transfer main line project, completed the second phase of the Tongzhou Water Plant Project of the South-to-North Water diversion project, built and renovated the water supply network in the old city, promoted the replacement of self-provided Wells through the inventory management, and kept the safety factor of water supply above 1.3. We will continue to optimize the regional power grid structure, strengthen the power grid emergency support capability, and promote the implementation of the black start-up project of the sub-central Power Operation support center and the regional energy center in the canal core area. Improve the regional natural gas supply pattern of "four stations, five lines, and three unicom", and promote the full coverage of gas pipeline networks in urban areas and the three characteristic towns of Zhangjiawan, Taihu, and Songzhuang. Optimize the heating network layout, innovate green energy application demonstration, and build a multi-energy coupled energy system and a renewable energy integrated heating system for Beijing City sub-central Station. In the administrative office area, cultural tourism area, canal business district and other key areas to build a comprehensive pipeline corridor framework system to support municipal energy security supply.

3. Accelerate the high-quality infrastructure construction of Pingyuan New City

Implement the functional positioning of Pingyuan New City, undertake the appropriate functions and population of the central urban area, improve the level of urban development and comprehensive service capacity, give full play to the role of multi-point support functions, effectively enhance the capacity for sustainable development, and create a convenient and efficient, viable, livable and attractive Pingyuan New city.

Build a transportation system for the new city that connects inside and outside. Strengthen the external public transportation links of Pingyuan New City, promote the construction of urban (suburban) railway and urban rail transit, complete the south extension of the first phase of rail transit Changping Line, accelerate the promotion of rail transit line 19 south extension, north extension and R4 line 1, Line 15 east extension and the overall upgrading of suburban railway line, and create a "half-hour rail transit circle" between the central city and the new city. Vigorously build Huoying (Loess Shop) station and other track micro-centers, create the urban fulcrum of station and city integration, and promote the balanced development of population, industry, housing and services in the new plain city. We will expand the road communication channels between Pingyuan New City and central urban areas, accelerate the implementation of rapid upgrading of Beiqing Road, Anli Road and Jingmi Road, and open up a number of breakpoints such as the west section of Jingliang Road and the south extension of Majiapu West Road. Improve the internal road network structure of the new city and strengthen the connection between functional areas. Improve the level of refined design, construction and management of road traffic, synchronously implement the construction of municipal facilities such as energy and drainage, optimize the spatial functions of roads according to local conditions, guarantee the right of way of slow traffic, and enhance the attractiveness of the slow traffic system.

Build a new forest city surrounded by green sea. The forest space should be continuously optimized to achieve at least one urban forest of more than 1,000 mu in each new plain city, and the green coverage rate of the built-up areas should reach more than 48%. Shunyi New City area, the construction of Shunhe Park, eliminate the blind area covered by the 500-meter service radius of the urban park, improve the quality of green ecological space of the capital's international exchange gateway. In the Daxing New City area, the Central Ecological Park of airport economic zone will be built around Beijing Daxing International Airport, and 1,900 hectares of ecological nodes and ecological corridors along the South Central Axis, Yongding River and important transportation links will be afforested, and the ecological barrier in the south of the city will continue to be strengthened. Changping New City area, the construction of Aobei Forest park, new park area of 207 hectares, to achieve the Hui Tian area, future science City and Wenyu River along the park green organic series. Fangshan New Town area, the construction of Liangxiang University town central landscape green belt park, new city forest park, continue to improve the level of the new city's ecological environment.

4. Protect the green waters and mountains of ecological conservation areas

Firmly establish and practice the concept that green water and green mountains are gold mountains and silver mountains, strictly implement the regulations on ecological protection and green development of ecological conservation areas, strengthen infrastructure support, and build ecological conservation areas into the strategic hinterland of the capital and the golden card of ecological civilization.

We will strengthen ecological protection of drinking water sources. We will protect the water source with Miyun Reservoir as the core, strengthen the protection of the shoreline of various reservoirs, and improve the surrounding environment of reservoirs. Implementation of the Miyun Reservoir water protection Beijing-Hebei joint action to promote the Guanting reservoir water protection project. Complete the reinforcement of existing dangerous reservoirs, eliminate engineering safety hazards, and simultaneously improve the long-term mechanism of reservoir operation management and protection. Focusing on the upstream area of the reservoir, focusing on the ecological conservation area to "clean water down the mountain, clean water into the river into the reservoir" as the goal, to carry out the construction of ecological clean small watershed, the "14th Five-Year Plan" to build ecological clean small watershed of more than 600 square kilometers, the upstream of Miyun reservoir to achieve full coverage, by 2025, the city's soil and water conservation rate of 90%.

Improve the ecological functions of mountain forests. We will continue to strengthen ecological protection and restoration in mountain areas, carry out healthy forest management, and fully protect natural secondary forests. Ecological protection and restoration should be carried out in the Yanshan region, and forest fires and pest invasion should be strictly prevented and controlled. In the Taihang Mountain area, we should strengthen the treatment of abandoned mines and continuously improve the quality of forest stand. In the shallow mountain area, increase the resistance of strong, live rural longevity tree species and color leaf tree species, and create a forest landscape stretching and colorful. We will further strengthen the protection of nature reserves, scenic spots, forest parks, and wildlife habitats. Enhance the ecological landscape along the Great Wall and along the Yongding River.

We will strengthen transport infrastructure. We will make use of existing railway resources to accelerate the construction of projects such as the overall upgrading of Jingmen Line, Menda Line and Tongmi Line, and promote the development of tourism and culture industries along the line. Give full play to the radiating role of expressways in regional development, and complete the construction of national Highway 109 new line expressways, Xitai Road, leisure Assembly North Road and other expressway connection lines. Improve the internal road network conditions in the ecological conservation area, and improve the construction of shallow mountain road projects such as Nanshan Ring Line Phase III and Shuangda Road Phase II.

5. Strengthen the infrastructure support capacity of key functional areas

Firmly seize the opportunity of the "two zones" construction, highlight key points, take points with aspects, give play to the guiding and driving role of infrastructure, and improve the quality and service level of infrastructure construction in key functional areas.

Invigorate the "two zones". We will build a comprehensive transportation system outside the Fourth Embassy Area, complete the first phase of rail transit Line 3 and Line 12, and promote the first phase of Line R4, Liangma Hebei Road, Dongwei Road, Tianwei Road and other projects. Strengthen the external traffic supply of the new national exhibition, and promote the purchase of additional vehicles on Line 15, the Beijing-Michigan Expressway, and the new National Exhibition liaison line. Improve the backbone road network of Jinzhan International Cooperation Zone, and build Dongba Street, Fuyang West Street, Xingba Road and other main roads. Strengthen the port function platform of the pilot Free Trade Zone, promote the construction of multimodal transport facilities in the cargo area of Beijing Daxing International Airport, promote the construction of the East and West hubs of the Capital International Airport and improve and upgrade the existing cargo facilities, and improve the cargo support capacity and transportation efficiency of the airport port.

Promote the construction of airport economic zones. We will further strengthen traffic support for the periphery of the Capital International Airport, and promote the construction of the first phase of the R4 Line, the Capital Airport Rapid Transit system, and the Beijing-Mi Express Road. Construction of Beijing Daxing International Airport Airport Airport economic zone network system, speed up the construction of Yongxing Hebei Road, Dali Road, the west side of the military road and other main roads, the construction of Yuping Road, Xianghe Street and other secondary main roads. We will promote the development of "three cities and one district". Improve the internal road network of Huairou Science City, complete Yongle Street, Yanqi East Second Road, Keyuan Road and other projects. Improve the peripheral traffic service capacity of the future Science City, improve the Beijing-Chengcheng high-speed Huanggang interchange function, and build rail transit Line 17. Strengthen the traffic links between Beijing Economic and Technological Development Zone and the central urban area, and accelerate the construction of Dayangfang Road. Accelerate the "three cities and one district" to build a multi-energy complementary, efficient and intelligent regional energy integrated service system, and create a number of unique park level comprehensive smart energy demonstration models. Actively promote the embedded development of green and low-carbon technologies, and improve the level of smart energy use in commercial complexes and high-end commercial buildings.

Support the construction of new Shougang area. Strengthen the external travel guarantee of the new Shougang area, and build the western section of Line 11 (Winter Olympics Branch), North Xin 'an Road (South section) and South Road of Boiler Factory. Implement the concept of "small blocks, dense road network", and complete the construction of new Shougang sub-branches such as the West Road of the repair factory. To realize the rapid transfer of subway, bus, slow traffic and other modes of transportation, and build a comprehensive transportation hub of Apple Orchard. The Shougang Water system will be connected with the Yongding River basin, and the ecological environment around Qunming Lake and Xiuchi will be improved. Strengthen the regional heat source security capacity, and build the Shougang South peak heat source project.
