Categorize and implement precise policies. We will strengthen the coordination and scheduling of reserve projects, speed up the preliminary work, and promote eligible projects to start construction as soon as possible. We will ensure the reasonable funding needs of projects under construction as a whole, promote the smooth implementation of projects under construction, and ensure their early completion and effectiveness. For major reserve projects, projects that meet the conditions and effectively stimulate the economy, serve the people's livelihood, and promote integrated development will be encouraged and supported, optimize the development environment, increase promotion efforts, and accelerate the pace of early work.

4. Strengthening standardized management

We will strengthen the monitoring and evaluation of planning, improve the system for monitoring and evaluating the implementation of planning, strengthen financial constraints, expand public participation, and ensure that planning is scientific.

Strengthen cost performance management. Accurately calculate the project cost, strengthen the management of the projects included in the planning, improve the quality of the preliminary work of the project, establish a scientific and complete cost budget management system with standardized implementation, strengthen the project cost budget and strengthen the budget implementation. Improve the cost performance management mechanism, enhance performance awareness and performance concept, and realize the whole-process performance management of pre-planning, in-process control and post-evaluation. Improve the scientific and refined level of cost performance management, reasonably control the scale and pace of construction, and ensure that the construction timing and construction standards are compatible with development needs and financing capacity.

We will strengthen supervision and assessment. In the implementation of the plan, the assessment and supervision shall be strengthened, mid-term evaluation shall be conducted on the implementation of the planning objectives, key tasks and policies and measures, efficiency analysis shall be emphasized, and a scientific and reasonable planning evaluation mechanism shall be established to ensure the effective implementation of the plan.

Promote broad public participation. We will translate the enthusiasm of open-door planning and public participation into joint efforts to implement the plan, give full play to the role of the main body of society, strengthen government guidance and support, focus on high-quality development and public concern, and insist on steady progress in echelons. Carry out extensive planning publicity, give full play to the enthusiasm, initiative and creativity of all sectors of society, let more citizens participate in the implementation and supervision of the planning, and form a lively situation of collective wisdom, joint construction and sharing.
