We will continue to promote innovation in investment and financing models. We will establish a diversified and multi-channel investment guarantee system and increase the capacity of capital supply. Gradually open the subway station shuttle bus, microcirculation bus, air source market, P+R parking lot and other business subject bidding, forming a multi-subject competition pattern, and constantly improve the service level of the industry. We will improve risk sharing and compensation mechanisms, and improve restraint and incentive policies. We will implement integrated development of hubs, terminals and stations, develop expressways and parking lots using the PPP model, strengthen the pilot promotion of infrastructure real estate investment trusts (REITs), and attract private capital through multiple channels.
