Focusing on the "seven goals" and the "five characteristics", we will strengthen the coordination of urban planning, construction and management, promote the optimization of infrastructure functions, improve the quality of infrastructure services, and make people's lives more convenient, efficient and comfortable.

1. Strengthen integration with urban functions

Efforts should be made to optimize the layout of infrastructure structures, enrich infrastructure service functions, sort out and clarify the layout relationship between infrastructure and ground space at all levels, and promote the integrated development of infrastructure and urban functions.

We will accelerate the integrated development of railway stations and cities. Coordinate rail construction with urban spatial structure adjustment and function layout optimization, strengthen planning guidance and control, focus on the construction of rail micro-centers, guide land resources and construction indicators to gather around the site, and coordinate the layout of urban functions such as public services, culture and entertainment, and residence around appropriate sites, so as to realize the coupling of traffic functions and urban functions of the site, and create an urban vitality center. The pilot with Shougang station, Yizhuang station and suburban railway Huoying (Loess store) station, Wangjing Station and other rail transit stations as the core, delimit key implementation units, promote pilot construction and play a demonstration role. We will improve the mechanism by which proceeds from comprehensive land development feed back into rail construction, and promote the synchronous and coordinated development of rail transit and cities. Orderly implementation of the transformation of existing stations, continue to promote the opening of existing railway station entrances and exits, add rapid transfer channels and entrances, and strengthen the direct communication with surrounding office and commercial facilities; Adjust the transfer distance between the ground bus station and the subway, and improve the convenience and accessibility of rail transit service. Optimize the connection organization around rail transit stations, and improve the transfer efficiency of citizens by opening microcirculation buses, building P+R parking lots, regulating bicycle parking management and other measures.

Guide the organic integration of bus stations and urban functions. Combined with the needs of residents around bus stops, make up for the shortcomings of regional urban functional services, promote the deep integration of bus stops such as Fushuling and Zhuxinzhuang with urban functions such as convenience services, green landscape, sports and leisure, intensive and efficient use of land resources, create convenient, efficient and diverse new bus stops, and promote the transformation of bus stops from transportation-oriented functions to community-based functions. Dredging and improving the functions of the bus stops in the core area, moving the bus stops in the historical and cultural street, promoting the parking maintenance functions of the bus stops in the core area such as Qianmen, Yongdingmen, Guang 'anmen and the dispersal of the tourism distribution center, and reusing the bus stops after the functional dredging according to the regional needs.

Overall use of underground space to improve urban functions. Formulate long-term development strategies, start legislative work, formulate special plans, and promote multi-level development and utilization of underground space. Take the initiative to plan the functional positioning of each floor, and study the use of shallow space to build various public facilities and deep space to build comprehensive pipe corridors and other facilities. Strengthen the development and utilization of underground space of rail transit, and strengthen the construction of underground space connectivity between rail transit stations and surrounding public services and businesses. Promote the underground development of ground facilities, explore the use of new parks, green Spaces, bus stations and other underground parking lots, and rely on the underground space to set up water storage facilities for water treatment. Promote the construction of comprehensive pipe corridors in accordance with local conditions and the principle of economic applicability. Optimize and improve the mechanism of "pipeline interaction", and promote the simultaneous implementation of road overhaul and pipeline concealment, and new roads and pipelines.

2. Strive to optimize and improve standards and norms

Implement high-quality development requirements, benchmark international first-class, pay attention to standards first, sort out and improve relevant standards and norms, gradually achieve full coverage of standards and norms in the field of infrastructure construction management, strengthen the standardization of urban operation and management, and improve the level of fine management.

Fine preparation of standard specifications. Improve the infrastructure standard system, fill in the gaps in existing standards and specifications, formulate functional construction standards lists and investment cost guidance lists, etc., to achieve full coverage of infrastructure construction investment links. Optimize and adjust urban roads, terminal stations, integrated management corridors, urban parks, slow traffic systems and other standards and norms, strengthen the organic connection between the standards and norms of various industries and fields, pay attention to the combination of public needs and urban functions, and standard new national requirements and urban development needs, timely update, so that fine construction management rules to follow, promote high-quality infrastructure development.
