First, accurately grasp the new situation of development, and plan new ideas for urban environmental infrastructure construction and development

In recent years, the construction of urban and rural environmental infrastructure has accelerated, making positive contributions to improving the quality of new-type urbanization, winning the battle against pollution, and improving people's living standards. The 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of the 2035 Vision Goals propose to adhere to green development, build an environmental infrastructure system integrating sewage, garbage, solid waste, hazardous waste and medical waste treatment and disposal facilities and monitoring and supervision capabilities, and form an environmental infrastructure network extending from cities to organized towns and villages. The new and higher requirements are put forward for the development of urban environmental infrastructure in our country, and the urban environmental infrastructure construction has entered a critical period. However, at the same time, we must also see that the current urban environmental infrastructure construction is still facing great difficulties and challenges, highlighting such problems as inadequate facility construction, unbalanced urban and rural development, systematic construction and management, and imperfect management systems and mechanisms.

In the face of the new development situation and the requirements for high-quality development, the Guiding Opinions focus on promoting the integrated, intelligent and green development of urban environmental infrastructure construction, make up for weak points, and strive to solve the outstanding problems existing in the construction and development of urban environmental infrastructure. The "Guiding Opinions" adhere to the systematic concept of planning, development according to local conditions, enabling the transformation of scientific and technological achievements, multi-party participation in co-construction, and diversified market orientation, highlighting the systematic whole-chain treatment requirements of urban sewage and domestic waste treatment and resource utilization, solid waste disposal, hazardous waste, and medical waste disposal. The requirements for overall planning, coordination and smart green upgrading of urban environmental infrastructure construction were strengthened, and the construction of relevant systems and mechanisms for environmental infrastructure construction and operation, including optimizing the market environment, were emphasized. The Guiding Opinions objectively analyze and accurately grasp the new situation of urban environmental infrastructure construction and development, comprehensively and systematically plan the construction of facility system, and overall plan the new pattern of facility development during the critical period of the "14th Five-Year Plan", which is of great significance to promote the formation of green production and life style and promote the construction of beautiful China.

Second, implement the new development concept, and propose the establishment of a modern urban environmental infrastructure system in the new era

 Promote the environmental infrastructure network extending from cities to established towns and villages in a scientific and orderly manner, thoroughly implement the innovation-driven development strategy, coordinate and promote coordinated regional development, and propose a development target system for urban environmental infrastructure construction in the new era. The "Guiding Opinions" put forward the overall requirements of urban environmental infrastructure and sewage treatment and resource utilization rate,

Specific indicators such as domestic waste treatment capacity and resource utilization rate, solid waste disposal and comprehensive utilization capacity, and hazardous waste disposal capacity aim to gradually establish a modern environmental infrastructure system that is systematic, efficient and practical, intelligent and green, safe and reliable, comprehensively improve the supply quality and operation efficiency of urban environmental infrastructure, and promote the continuous improvement of ecological environment quality. Help achieve peak carbon neutrality.

(1) The "Guiding Opinions" put forward the goals of urban environmental infrastructure construction system by region and field. By 2025, the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, the Eastern Route of the South-to-North Water Diversion Project, the Hainan Free Trade Port, cities and counties along the Yangtze River Economic Belt, and cities along the main stream of the Yellow River will have centralized sewage treatment capacity. Promote the urban built-up areas where the daily volume of domestic waste exceeds 300 tons to accelerate the construction of waste incineration treatment facilities, and encourage the construction of regional waste incineration treatment facilities through cross-regional co-construction and sharing; Promote the construction of industrial solid waste disposal and comprehensive utilization facilities in industrial parks, and strengthen the fine classification and resource utilization of construction waste; Construction of centralized hazardous waste disposal facilities that are generally matched with the production and waste of hazardous waste; Emergency medical waste disposal facilities will be built in cities at prefecture level and above. Scientific and reasonable setting of regional objectives will help to promote the integrated development of urban environmental infrastructure construction.

(2) Based on the development needs of the new era, the Guiding Opinions emphasize the proportion of urban environmental infrastructure construction and the capacity requirements of treatment facilities. The "Guiding Opinions" proposed that by the end of 2025, the new sewage treatment capacity of 20 million cubic meters/day, the new, reconstruction and expansion of recycled water production capacity of no less than 15 million cubic meters/day, the county sewage treatment rate of more than 95%, the urban sludge harmless rate to more than 90%; The classification and transportation capacity of municipal solid waste is about 700,000 tons/day, and the incineration treatment capacity is about 800,000 tons/day

The source utilization rate reached about 60%, and the incineration capacity of municipal solid waste accounted for about 65%. The comprehensive utilization rate of bulk solid waste was increased to about 60%. All medical waste in urban construction areas above the county level shall be disposed of harmlessly. Gradually improve the capacity and level of urban environmental infrastructure construction, and speed up the improvement of key areas and areas of weak capacity; At the same time, 100 large-scale solid waste comprehensive utilization demonstrations were carried out, and six national and regional hazardous waste risk prevention and control technology centers were built, and 20 regional special hazardous waste centralized disposal centers were built.

(3) The Guiding Opinions focus on the layout of monitoring and supervision capabilities in the environmental infrastructure system. The "Guiding Opinions" highlighted the monitoring and supervision capacity in the construction and operation of urban environmental infrastructure, clarified the innovative mode of promoting the coordination, operation and supervision of environmental infrastructure through digitalization, and stressed the full use of the centralized and unified monitoring service platform of existing facilities, strengthening information collection, sharing, analysis, assessment and early warning, and increasing the monitoring coverage. Promote the establishment of a sound urban environmental infrastructure intelligent management system.

Third, highlight the requirements for high-quality development, and promote the formation of a new pattern of urban environmental infrastructure structure

The "Guiding Opinions" closely follow the requirements of the high-quality development era, in-depth implementation of the concept of pollution reduction and carbon reduction coordination and green development, while improving the quality of facility supply and operational efficiency, promote the integration of urban environmental infrastructure and collaborative treatment and disposal capabilities, promote digital integration, and enhance the green background.

(1) The "Guiding Opinions" emphasize the construction of integrated urban environmental infrastructure. The collaboration includes the collaboration between existing environmental infrastructure, the collaboration between similar treatment and disposal facilities, the collaboration in physical space, and the collaboration of different logical relations. (2) The "Guiding Opinions" clearly define scientific and technological empowerment, emphasizing technological innovation and transformation of scientific and technological achievements in environmental pollution control. The "Guiding Opinions" proposed to increase the independent innovation capacity of key environmental governance technologies (equipment), improve the transformation mechanism of new results, and promote the deep integration of industry, university and research. In particular, the development and application of advanced energy-saving, low-carbon environmental protection technology equipment and processes. Fourth, scientifically and accurately deploy new tasks, and accelerate the improvement of market guarantee mechanisms for urban environmental infrastructure construction

On the basis of overall deployment, the Guiding Opinions accurately and comprehensively analyze and summarize the current market problems in the process of urban environmental infrastructure construction and industry development, propose to actively create a standardized and open market environment, encourage third-party governance model and mechanism innovation, and propose to build about 100 demonstration parks for in-depth implementation of third-party environmental pollution governance. The "Guiding Opinions" encourage the development of integrated environmental management trusteeship services in combination with the construction of demonstration areas in 120 counties, and explore a new development model oriented to the ecological environment through systematic collaborative operation.

The "Guiding Opinions" proposed to form a sound mechanism for the disposal prices and charges of sewage, domestic garbage, hazardous waste, medical waste, etc., and formulate and form different charging standards according to regional conditions and development.
