First, accurately grasp the new situation of development, and plan new ideas for urban environmental infrastructure construction and development

In recent years, the construction of urban and rural environmental infrastructure has accelerated, making positive contributions to improving the quality of new-type urbanization, winning the battle against pollution, and improving people's living standards. The 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of the 2035 Vision Goals propose to adhere to green development, build an environmental infrastructure system integrating sewage, garbage, solid waste, hazardous waste and medical waste treatment and disposal facilities and monitoring and supervision capabilities, and form an environmental infrastructure network extending from cities to organized towns and villages. The new and higher requirements are put forward for the development of urban environmental infrastructure in our country, and the urban environmental infrastructure construction has entered a critical period. However, at the same time, we must also see that the current urban environmental infrastructure construction is still facing great difficulties and challenges, highlighting such problems as inadequate facility construction, unbalanced urban and rural development, systematic construction and management, and imperfect management systems and mechanisms.

In the face of the new development situation and the requirements for high-quality development, the Guiding Opinions focus on promoting the integrated, intelligent and green development of urban environmental infrastructure construction, make up for weak points, and strive to solve the outstanding problems existing in the construction and development of urban environmental infrastructure. The "Guiding Opinions" adhere to the systematic concept of planning, development according to local conditions, enabling the transformation of scientific and technological achievements, multi-party participation in co-construction, and diversified market orientation, highlighting the systematic whole-chain treatment requirements of urban sewage and domestic waste treatment and resource utilization, solid waste disposal, hazardous waste, and medical waste disposal. The requirements for overall planning, coordination and smart green upgrading of urban environmental infrastructure construction were strengthened, and the construction of relevant systems and mechanisms for environmental infrastructure construction and operation, including optimizing the market environment, were emphasized. The Guiding Opinions objectively analyze and accurately grasp the new situation of urban environmental infrastructure construction and development, comprehensively and systematically plan the construction of facility system, and overall plan the new pattern of facility development during the critical period of the "14th Five-Year Plan", which is of great significance to promote the formation of green production and life style and promote the construction of beautiful China.

(1) The "Guiding Opinions" put forward the goals of urban environmental infrastructure construction system by region and field. By 2025, the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, the Eastern Route of the South-to-North Water Diversion Project, the Hainan Free Trade Port, cities and counties along the Yangtze River Economic Belt, and cities along the main stream of the Yellow River will have centralized sewage treatment capacity. Promote the urban built-up areas where the daily volume of domestic waste exceeds 300 tons to accelerate the construction of waste incineration treatment facilities, and encourage the construction of regional waste incineration treatment facilities through cross-regional co-construction and sharing; Promote the construction of industrial solid waste disposal and comprehensive utilization facilities in industrial parks, and strengthen the fine classification and resource utilization of construction waste; Construction of centralized hazardous waste disposal facilities that are generally matched with the production and waste of hazardous waste; Emergency medical waste disposal facilities will be built in cities at prefecture level and above.
