1. Strengthen the main responsibility of enterprises

"The introduction of the Opinions comes at the right time and provides a basic basis for doing a good job in mine safety production in the new era." Zhang Xin introduced that the "Opinions" a total of 7 parts of 24 contents, from strict mine safety access, promote mine transformation and upgrading, prevent and resolve major safety risks, strengthen the main responsibility of enterprises, implement the responsibility of local party and government leadership and department supervision and supervision, and promote mine safety management in accordance with the law to make targeted deployment arrangements. At the same time, the organization and implementation should be strengthened, and specific work requirements should be put forward from the aspects of strengthening organizational leadership, studying supporting policies, strengthening financial security, establishing coordination mechanisms, and strengthening accountability.

In addition, for the first time at the national level, the Opinions clearly require that the headquarters of central enterprises involved in mining and large and medium-sized enterprises involved in mining should be equipped with safety directors. "To promote mining enterprises to implement the main responsibility of safety production, we need to seize the 'key minority' such as the main responsible person of mining enterprises." Li Feng, director of the non-coal mine safety supervision Department of the State Administration of Mine Safety, said that from a practical point of view, the main person in charge of the central enterprise headquarters and large and medium-sized enterprises involved in mining is limited in energy, and objectively needs a person who understands professionalism and has a certain decision-making power to be specifically responsible for safety work.

2. Promote the standardization of non-coal mine safety supervision

Promoting the construction of safety supervision and standardization of non-coal mines is one of the key work points of mine safety production. In recent years, the State Administration of Mine Safety has strengthened the graded supervision of non-coal mine safety risks, revised the Manual of Non-Coal Mine Safety Supervision and Law Enforcement, and continuously improved the accuracy and effectiveness of supervision and law enforcement.

"We will focus on monitoring tailings ponds, underground mines and open-pit mines with high and steep slopes that are highly dangerous and prone to accidents, and speed up the construction of a safety risk monitoring and early warning system for non-coal mines." Xue Jianguang, director of the Policy, regulations and science and technology equipment Department of the National Mine Safety Administration, said that at present, all tailings ponds and all "overhead repositories" in the country have built online monitoring systems, and most of them have been connected to the national platform, and metal non-metal open-pit mines with slope status above 200 meters have built slope online monitoring systems.
