1. Strengthen the main responsibility of enterprises

In recent years, the national mine safety production situation is generally stable, but at the same time there are some new situations, new problems, urgent need to issue a new situation, new system, new tasks, new requirements in line with the new situation, can lead the current and future period of the national mine safety production of high-quality development of guidance documents.

"The introduction of the Opinions comes at the right time and provides a basic basis for doing a good job in mine safety production in the new era." Zhang Xin introduced that the "Opinions" a total of 7 parts of 24 contents, from strict mine safety access, promote mine transformation and upgrading, prevent and resolve major safety risks, strengthen the main responsibility of enterprises, implement the responsibility of local party and government leadership and department supervision and supervision, and promote mine safety management in accordance with the law to make targeted deployment arrangements. At the same time, the organization and implementation should be strengthened, and specific work requirements should be put forward from the aspects of strengthening organizational leadership, studying supporting policies, strengthening financial security, establishing coordination mechanisms, and strengthening accountability.

In addition, for the first time at the national level, the Opinions clearly require that the headquarters of central enterprises involved in mining and large and medium-sized enterprises involved in mining should be equipped with safety directors. "To promote mining enterprises to implement the main responsibility of safety production, we need to seize the 'key minority' such as the main responsible person of mining enterprises." Li Feng, director of the non-coal mine safety supervision Department of the State Administration of Mine Safety, said that from a practical point of view, the main person in charge of the central enterprise headquarters and large and medium-sized enterprises involved in mining is limited in energy, and objectively needs a person who understands professionalism and has a certain decision-making power to be specifically responsible for safety work.

The Opinion is the first programmatic document in the field of mine safety production approved by the Party Central Committee and The State Council since the founding of New China. Zhang Xin said that the "Opinions" not only adhere to the past good practice experience, but also pay attention to solving the current outstanding problems, and strive to fundamentally eliminate the hidden dangers of accidents, fundamentally solve the problem, and put forward a series of major tasks and important measures to strengthen and improve the work of mine safety.

2. Promote the standardization of non-coal mine safety supervision

Promoting the construction of safety supervision and standardization of non-coal mines is one of the key work points of mine safety production. In recent years, the State Administration of Mine Safety has strengthened the graded supervision of non-coal mine safety risks, revised the Manual of Non-Coal Mine Safety Supervision and Law Enforcement, and continuously improved the accuracy and effectiveness of supervision and law enforcement.

"We will focus on monitoring tailings ponds, underground mines and open-pit mines with high and steep slopes that are highly dangerous and prone to accidents, and speed up the construction of a safety risk monitoring and early warning system for non-coal mines." Xue Jianguang, director of the Policy, regulations and science and technology equipment Department of the National Mine Safety Administration, said that at present, all tailings ponds and all "overhead repositories" in the country have built online monitoring systems, and most of them have been connected to the national platform, and metal non-metal open-pit mines with slope status above 200 meters have built slope online monitoring systems. The national open-pit mine slope monitoring, water damage monitoring, and video surveillance are all included in the "one net", which will provide more powerful support for mine risk prevention and control and supervision and supervision capacity building.

"Through special rectification, the management of non-coal mine outsourcing projects has been further standardized, and the management level has been greatly improved, but there are still problems such as inconsistent personnel team management, illegal contracting and subcontracting, safety responsibility is suspended, and safety investment is insufficient." Sun Qingguo, director of the Safety Foundation Department of the State Administration of Mine Safety, said that the "Opinions" made further requirements for the management of non-coal mine outsourcing projects, clarified the safety responsibility of non-coal mine, and made clear requirements for the number of metal and non-metal underground mine contractors, the staffing and education of contractors, blasting operations, and the establishment of their own mining teams.

Sun Qingguo said that the next step will be on the basis of the "Interim Measures for the Safety Management of non-coal mine outsourcing Projects", pay close attention to revising the "safety management Measures for mining outsourcing projects", continue to strengthen and improve the safety management of non-coal mine outsourcing projects, and constantly improve the institutionalization and standardization of outsourcing project management.

3. Accelerate the transformation of mine safety management model to prevention in advance

"Promoting the transformation of public security governance model to pre-prevention is both a concept and a method." Zhang Xin said that the "Opinions" put forward a series of measures around the "prevention of transformation in advance" : first, strengthen the source control, improve the quality of planning, scientific setting of mining rights, strict safety access; The second is to control the disaster in advance, and carry out the survey and control of hidden disaster factors in mines on a regular and institutionalized basis; The third is to improve the level of monitoring and early warning technology, and promote "no monitoring and no operation" in all underground operating locations.

In terms of investigating and controlling major hidden dangers, the "Opinions" put forward three targeted measures, focusing on the implementation of the main responsibility of mining enterprises and the implementation of the supervision and supervision responsibility of government departments.

"The Opinions emphasize that mining enterprises should regularly carry out full coverage of hidden danger investigation and management, hidden danger investigation can not be limited to mining enterprise leaders and safety management personnel, but to implement the safety production responsibility system of all employees, and give play to the enthusiasm and initiative of every miner." Li Feng said that enterprises should effectively improve the quality of risk and hidden dangers investigation and rectification, can not only find small problems, to be able to find major accident hidden dangers, to dare to take the initiative to self-check and self-report major accident hidden dangers, timely measures to rectify in place, so as to really check and really change and eliminate. The mine safety supervision and supervision department should establish a major hidden danger management supervision system, track supervision before the elimination of major hidden dangers, and supervise the rectification and sale, further consolidate the supervision and rectification responsibility of the mine supervision and supervision department, and strive to promote the closed-loop management of major hidden danger rectification and ensure the quality of inspection and improvement.

In addition, we will strengthen the backward investigation of hidden dangers. At the same time, from the government supervision and supervision, the chain of responsibility is further tightened, requiring strict implementation of the "who checks, who signs, who is responsible", and those who do not deal with penalties or do not track and rectify major hidden dangers are seriously held accountable in accordance with the law.
