6. Effectively strengthen the professional management of enterprise security. In underground mines, effective measures should be taken to continuously strengthen the professional management of ventilation, lifting, blasting, roof, empty area, ground pressure, mechanical and electrical equipment and exploration and drainage. The monitoring and control of high and steep slope and waste dump should be strengthened continuously in open pit mines. The stability of the dam body, the monitoring and management of dam construction and flood discharge facilities should be strengthened continuously. Oil exploitation enterprises should continue to strengthen the "three high" (high sulfur, high production, high pressure) gas field well control, sulfur oil field hydrogen sulfide monitoring, offshore oil typhoon (storm surge) prevention work.
7. Effectively strengthen on-site safety supervision and inspection of enterprises. Non-coal mine enterprises shall implement the content, scope, frequency and method of on-site safety inspections, formulate on-site inspection lists, and implement responsible units and responsible persons. It is necessary to strictly inspect and dispose of various problems existing in various systems, various parts and various operating locations, and strictly investigate and punish the "three violations" and the behavior of super ability, super strength and over-quota production organization. Employees should be encouraged to supervise and report various violations and violations, and rewards should be given to whistleblowers.
8. Timely investigation and treatment of potential production safety hazards. Non-coal mining enterprises should strictly implement the safety production hidden danger investigation and management system in accordance with the "Interim Provisions on the investigation and management of hidden safety accidents" (Order No. 16 of the State Administration of Safety Supervision), and clarify the tasks, scope and responsibilities of daily investigation, regular investigation and hierarchical management. The main person in charge or responsible person in charge of the enterprise, and the chief technical person in charge of the enterprise shall organize at least one comprehensive security inspection every month with hidden danger investigation as the main content. All kinds of hidden dangers should be registered, and the rectification measures, responsibilities, funds, time limits and plans should be effectively implemented. It is necessary to establish a hidden danger rectification effect evaluation system led by safety production professionals to ensure that the rectification is in place. After the completion of the hidden danger rectification, the legal representative of the enterprise or the responsible person in charge, the general person in charge of technology to organize acceptance. Failure to rectify hidden dangers caused by production safety accidents, to be seriously investigated in accordance with the law responsible for the responsibility.
Non-coal mine enterprises have major safety hazards (see Annex 1 for classification), to immediately stop production, the main person in charge of the enterprise to organize the development and implementation of hidden dangers management plan, and at the same time to the county level and above safety supervision departments for the record. Safety supervision departments at or above the county level within 3 months found two (including two) more than the same major safety hazards and did not stop rectification of non-coal mine mountain enterprises, to be severely punished, serious nature, to request the local government to be closed.
9. Strengthen safety education and training for enterprise employees. The main person in charge, safety management personnel and special operations personnel of non-coal mining enterprises must be trained and qualified by relevant institutions and obtain corresponding qualification certificates before they can take up their posts. Strictly implement the safety education and training system for all employees, and conduct mandatory safety training for new employees in accordance with relevant regulations to ensure that they have the knowledge and skills required for safe operation, self-rescue and mutual rescue and emergency response. Any enterprise that takes up a post without training or a license shall stop production for rectification according to law. If there is no safety training and education for underground operators, or if an accident occurs due to the unlicensed work of special operators, it shall be closed down according to law.
10. Strengthen the safety management of outsourced construction teams. Outsourcing construction units engaged in non-coal mining construction must have mining engineering construction qualifications and obtain safety production licenses. Non-coal mining enterprises should sign safety production management agreements with outsourcing construction units, making it clear that non-coal mining enterprises are the main body of responsibility for safety production, and outsourcing construction units bear direct safety production responsibilities for undertaking projects. Before construction, the outsourcing construction unit shall file with the safety supervision department at or above the county level where the project is undertaken, otherwise it shall not start. A commercial blasting operation unit engaged in mining project blasting operations must obtain a safety production license for non-coal mining enterprises in accordance with the conditions of mining and excavation construction units.
