Focusing on the "seven goals" and the "five characteristics", we will strengthen the coordination of urban planning, construction and management, promote the optimization of infrastructure functions, improve the quality of infrastructure services, and make people's lives more convenient, efficient and comfortable.

1. Strengthen integration with urban functions

Efforts should be made to optimize the layout of infrastructure structures, enrich infrastructure service functions, sort out and clarify the layout relationship between infrastructure and ground space at all levels, and promote the integrated development of infrastructure and urban functions.

We will accelerate the integrated development of railway stations and cities. Coordinate rail construction with urban spatial structure adjustment and function layout optimization, strengthen planning guidance and control, focus on the construction of rail micro-centers, guide land resources and construction indicators to gather around the site, and coordinate the layout of urban functions such as public services, culture and entertainment, and residence around appropriate sites, so as to realize the coupling of traffic functions and urban functions of the site, and create an urban vitality center. The pilot with Shougang station, Yizhuang station and suburban railway Huoying (Loess store) station, Wangjing Station and other rail transit stations as the core, delimit key implementation units, promote pilot construction and play a demonstration role. We will improve the mechanism by which proceeds from comprehensive land development feed back into rail construction, and promote the synchronous and coordinated development of rail transit and cities. Orderly implementation of the transformation of existing stations, continue to promote the opening of existing railway station entrances and exits, add rapid transfer channels and entrances, and strengthen the direct communication with surrounding office and commercial facilities; Adjust the transfer distance between the ground bus station and the subway, and improve the convenience and accessibility of rail transit service. Optimize the connection organization around rail transit stations, and improve the transfer efficiency of citizens by opening microcirculation buses, building P+R parking lots, regulating bicycle parking management and other measures.

Guide the organic integration of bus stations and urban functions. Combined with the needs of residents around bus stops, make up for the shortcomings of regional urban functional services, promote the deep integration of bus stops such as Fushuling and Zhuxinzhuang with urban functions such as convenience services, green landscape, sports and leisure, intensive and efficient use of land resources, create convenient, efficient and diverse new bus stops, and promote the transformation of bus stops from transportation-oriented functions to community-based functions. Dredging and improving the functions of the bus stops in the core area, moving the bus stops in the historical and cultural street, promoting the parking maintenance functions of the bus stops in the core area such as Qianmen, Yongdingmen, Guang 'anmen and the dispersal of the tourism distribution center, and reusing the bus stops after the functional dredging according to the regional needs.

Overall use of underground space to improve urban functions. Formulate long-term development strategies, start legislative work, formulate special plans, and promote multi-level development and utilization of underground space. Take the initiative to plan the functional positioning of each floor, and study the use of shallow space to build various public facilities and deep space to build comprehensive pipe corridors and other facilities. Strengthen the development and utilization of underground space of rail transit, and strengthen the construction of underground space connectivity between rail transit stations and surrounding public services and businesses. Promote the underground development of ground facilities, explore the use of new parks, green Spaces, bus stations and other underground parking lots, and rely on the underground space to set up water storage facilities for water treatment. Promote the construction of comprehensive pipe corridors in accordance with local conditions and the principle of economic applicability. Optimize and improve the mechanism of "pipeline interaction", and promote the simultaneous implementation of road overhaul and pipeline concealment, and new roads and pipelines.

2. Strive to optimize and improve standards and norms

Implement high-quality development requirements, benchmark international first-class, pay attention to standards first, sort out and improve relevant standards and norms, gradually achieve full coverage of standards and norms in the field of infrastructure construction management, strengthen the standardization of urban operation and management, and improve the level of fine management.

Fine preparation of standard specifications. Improve the infrastructure standard system, fill in the gaps in existing standards and specifications, formulate functional construction standards lists and investment cost guidance lists, etc., to achieve full coverage of infrastructure construction investment links. Optimize and adjust urban roads, terminal stations, integrated management corridors, urban parks, slow traffic systems and other standards and norms, strengthen the organic connection between the standards and norms of various industries and fields, pay attention to the combination of public needs and urban functions, and standard new national requirements and urban development needs, timely update, so that fine construction management rules to follow, promote high-quality infrastructure development.

Strengthen the implementation of standards and norms. Focus on strengthening the implementation of standards and norms in the fields of municipal infrastructure, urban public transportation, information infrastructure, resource conservation and environmental protection, as an important basis for planning and design, investment and construction, operation and management, and provide support for improving the level of urban fine management.

3. Create high-quality ecological living space

We will further expand ecological Spaces such as rivers, parks and green Spaces, improve the living and working environment of citizens, and improve service functions such as recreation, parent-child and sports according to local conditions, so as to provide high-quality and inclusive ecological Spaces for citizens to enjoy nearby.

Improve the pattern of water ecology. We will intensify the battle against clear water, accelerate the treatment of confluence overflows and initial stormwater pollution in central urban areas, strengthen regulation, storage and purification, control the mixing and misconnecting of rain and pollution, and upgrade 100 kilometers of pipe networks in accordance with local conditions. We will further improve the sewage collection and treatment capacity in urban areas, continue to promote the construction of sewage treatment facilities in new cities and towns, build and rebuild 1,000 kilometers of sewage collection pipelines, and basically achieve full coverage of sewage collection networks in built-up areas. To open up the links between river and lake systems, build a water network system with river basins being coordinated, multi-line connections, multi-layer circulation and ecological health, enhance the mobility of river and lake water bodies, improve the self-purification capacity and pollution absorption capacity of water bodies, improve the overall level of the water environment in the central urban area, and form a pattern of "three rings of blue water around the capital". To study the ecological water quantity and water source guarantee scheme of key river channels, ensure the ecological water use of key rivers and lakes, and increase the regeneration water to supplement the ecological water use of river channels. The breeding and release of suitable species should be carried out in rivers and lakes where conditions permit, so as to maintain the ecological balance and optimize the water environment.

Expand the public's hydrophilic space. Continue to expand the hydrophilic area to better meet the various hydrophilic needs of citizens such as leisure, entertainment and viewing experience. The Qinghe River, Bahe River, Tonghui River and other urban river and lake landscape upgrading projects will be implemented to improve the design quality of river landscape and hydraulic buildings. By 2025, the length of landscape water system in the central urban area will reach 350 kilometers. Relying on the construction of the Grand Canal Cultural Belt, we will accelerate the construction of supporting facilities such as waterways, locks and wharves along the route, gradually restore the landscape of the historic waterway, and realize the navigation of the whole section of the North Canal, the Tonghui River, the Liangma River, and some sections of the Chaobai River. Further enhance the accessibility and openness of waterfront walks in built-up areas, improve the supply of diversified hydrophilic services, set up fishing, skating, kayaking and other service areas according to local conditions, and realize the opening of local fishing areas and skating rink in rivers and lakes.

Improve the quality of parks and green Spaces. We will improve the system of community parks, urban parks and country parks, and develop "growth parks". Through the construction of small and micro green Spaces and pocket parks, expand community green Spaces and realize open door green. Seven first green barrier urban parks, including Nanyuan Wetland Forest Park and Aobei Forest Park, have been built to complete the "One Green Barrier Urban Park Ring", and 10 second green Barrier country parks, including Wenyu River Park and Chaobai River National Forest Park, have been added, and the "Two Green Barrier Country Park rings" have been continuously improved. The functions of existing parks have been upgraded in an orderly manner, and more than 50 "all-age friendly" parks have been transformed into green Spaces. According to the needs of citizens, cultural facilities, sports venues, parking, emergency shelter and other functional facilities are set up according to local conditions. Combined with new technologies such as smart scene application, 30 demonstration natural recreation places of different types have been built. By 2025, the city will achieve 1,200 hectares of new urban green space, the urban green coverage rate will reach 49%, and the coverage rate of the 500-meter service radius of the city's park green space will reach 90%.

Improve the greenway network. Overall planning of river and lake water systems, parks and green Spaces, slow traffic and other Spaces, further improve the urban greenway network, build a municipal greenway system of "one core, two rings, five belts, and ten districts", and further enhance the systematic and connectivity of the city's ecological space. The Yongding River, Chaobai River, Tonghui River and other waterfront greenways, the Chaoyang Shuangao Green Way and the Xishan Green Way have been completed, and 350 kilometers of new urban greenways have been added. Relying on the municipal greenway node, 44 star-rated greenway service stations have been built to further improve the greenway service function. In the countryside and mountain areas, we plan to build a "hundred thousand" forest trail system, build a 100 km forest recreation trail connecting the mountain plain, 10 forest marathon trails, 100 10 km fitness trails, and 1,000 3-5 km mini trails, and create a distinctive full, half and mini marathon track.

4. Improve the level of smart service management

The goal is to build a new global smart benchmark city by 2025, make deep use of new technologies such as artificial intelligence, big data, and the Internet of Things, and accelerate the construction of intelligent infrastructure that is accurate and efficient, shared and coordinated.

Improving the intelligence of traditional infrastructure. Based on the overall development goal of Beijing Smart City 2.0, we will comprehensively strengthen the full cycle of smart management services such as infrastructure perception, operation, safety, supervision, and decision-making. Integrate the resources of private networks such as government affairs and emergency response, gradually promote the construction of smart city private networks, and rely on private networks to further promote the development of smart applications. The third phase of the transportation Integrated Decision Support and Monitoring and early Warning platform (TOCC) has been built to realize comprehensive perception, intelligent analysis, real-time scheduling, and rapid emergency management in important hub areas such as Beijing Daxing International Airport. Reserving conditions in the road planning and construction stage, accelerating the implementation of collaborative information transformation of vehicles and roads in autonomous driving demonstration zones to meet the needs of future technological development such as unmanned driving. Strengthen off-site law enforcement in traffic management, build 1,700 smart signal lights in the city, and comprehensively promote smart traffic law enforcement. Build a smart water 1.0 basic system, accelerate the construction of water awareness platforms and big data centers, and realize the digitization of water business processes. Promote the smart management of the park, and realize the real-time aggregation of visitors, analysis and judgment, diversion and scheduling, and intelligent early warning. We will deepen regional coordinated and smart management, complete the joint operation of monitoring and command of traffic operations for the Beijing 2022 Winter Olympics and Paralympic Winter Games in high quality, strengthen the sharing of hydrological and water quality data of trans-boundary rivers, and improve the coordinated operation of flood control.

We will strengthen the capacity for joint governance and sharing of infrastructure. The use of artificial intelligence, big data and other technologies to achieve "proactive governance" and "handling before litigation", and play the role of social participation in supervision. It is convenient for the public to report traffic violations by means of "taking photos" and "Posting". The Integrated Travel Service Platform (MaaS) version 2.0 has been built to realize unified payment, parking guidance, and carbon incentives for green travel. Promote the special action of "multi-meter integration", implement the intelligent upgrading and renovation of water, electricity, natural gas, and heating metering appliances, strengthen the integration of data collection, and create a demonstration area of "multi-meter integration" in the core area and the urban sub-center.
