6. Strengthen support and guarantee
(1) The main responsibility of compaction. Effectively strengthen organizational leadership, consolidate the main responsibility of local governments to coordinate and promote the development of charging infrastructure, and take the construction and management of charging infrastructure as an important focus to improve infrastructure and public services. To give full play to the leading role of planning, provincial governments focus on the construction of high-quality charging infrastructure system, scientific layout planning, and do a good job of integration with the transportation network system; The municipal and prefecture-level governments focus on "two districts" and "three centers", formulate layout plans with districts and counties as the basic units, optimize the charging infrastructure structure by scenario, strengthen the layout of public piles and special piles, and incorporate the "one map" implementation supervision information system for territorial spatial planning.
2. Improving supporting policies. Implement the peak and valley time-of-use price policy, and guide users to widely participate in intelligent and orderly charging and vehicle network interaction. Before 2030, centralized charging and replacing facilities with two-part electricity prices will be exempted from demand (capacity) electricity charges. Local governments at all levels are encouraged to implement phased reductions in the rent of charging infrastructure sites. Power grid enterprises are encouraged to give priority to the construction of charging infrastructure in terms of power grid access and capacity increase.
3. Strengthening factors of production. Local governments at all levels should further strengthen the guarantee of factors for the development of charging infrastructure, meet the development needs of charging infrastructure and supporting power grid construction land and corridor space, and provide financial support according to local conditions. Encourage local governments to establish operation subsidy standards linked to service quality, increase subsidies for demonstration projects such as high-power charging and vehicle network interaction, and support the construction of qualified charging infrastructure projects through local government special bonds. Improve financial service capabilities, make full use of existing financial support policies, promote pledged financing methods such as equity, project income rights, and franchise rights, and broaden financing channels for charging infrastructure investment and operation enterprises and equipment manufacturers through green bonds. Encourage development financial institutions to innovate financing support models, and implement the "one network" project for urban parking and charging.
4. Strengthen coordinated progress. The National Development and Reform Commission and the National Energy Administration, together with all relevant parties, will coordinate and promote the implementation of these Guidelines, strengthen departmental coordination, strengthen guidance and supervision over all localities, regularly evaluate the implementation, promptly summarize and promote typical experience and practices, and timely report major situations to the Party Central Committee and The State Council. Local governments at all levels have established a mechanism for coordinated promotion of the construction of charging infrastructure in close cooperation with relevant departments of development and reform, energy, transportation, natural resources, industry and information technology, housing and urban-rural construction, commerce, fire rescue, urban management, etc., to comprehensively map out the basic situation, scientifically assess construction needs, simplify construction procedures, and establish and improve standards and policy systems. Continue to track and solve key and difficult problems, and realize information sharing and policy linkage.
