"Several measures" from the green smart ship scale application, supporting infrastructure construction, key technology research and development and transformation of scientific and technological achievements, industrial agglomeration development, optimization of industrial development environment introduced 16 measures, through the national, provincial, city and county level funding and innovation policies. The "Several measures" pointed out that it is necessary to implement relevant support policies, accelerate the construction of green intelligent ship pilot demonstration projects in the province, support the construction or upgrading of supporting facilities such as electricity charging (replacement) infrastructure and green shipping comprehensive service area, and support various market players in the construction of underground natural gas storage and peak load balancing facilities, hydrogen energy storage and refueling facilities in the Yangtze River basin.

In terms of promoting the development of industrial agglomeration, Hubei will build an inland green intelligent ship industrial cluster, promote the development of upstream and downstream supporting industries, and give a one-time reward of 5 million yuan to the main units approved for the first time as the national new industrialization demonstration base. Focus on the construction of green intelligent ship manufacturing industry demonstration bases in Wuhan, Xiangyang, Yichang, Huanggang, Jingmen and other places, and give appropriate assessment awards. Support technological transformation investment projects with a total investment of more than 20 million yuan to participate in the competition, and grant subsidies to projects selected for inclusion in the scope of support according to 8% of the project's production equipment investment, and the subsidy amount for a single project is not less than 1 million yuan and not more than 10 million yuan.

The "Several measures" pointed out that vigorously support the research and development of key technologies and the transformation of scientific and technological achievements, support the establishment of green intelligent ship related innovation platforms, and promote the establishment of Marine battery power industry technology Research Institute; Encourage innovative subjects around the green intelligent ship industry chain, to solve a number of "neck" technical problems, the key projects that have won the provincial ranking, according to 10% of the project investment to give a one-time subsidy, a single project does not exceed 5 million yuan.

At the same time, the relevant person in charge said that all localities and relevant departments are encouraged to improve the supporting policies and measures to support the development of the green intelligent ship industry, such as capital, land, talent, finance, taxation, new energy subsidies, technology research and development, ship purchase incentives, infrastructure construction, ship operation, etc., and strive to optimize the development environment to ensure the implementation of the "Several measures".

Comply with the domestic and foreign electric ship industry innovation and development and ship electrification trends, green ship technology electric, automation intelligent integration and other trends, seize the opportunity of green shipping electrification. On the basis of successfully holding a series of professional conferences, Seahow and the International Marine Marine Engineering Network will jointly organize the "2023 Electric Ship Industry Innovation and Development Shanghai International Forum and 2023 Marine Marine Electrification Technology Industry Development Summit" in Shanghai, which is scheduled to be held on March 30-31, 2023.

On February 8, the Ministry of Industry and Information Technology and the People's Government of Hubei Province signed the Memorandum of Cooperation on Accelerating the Green and Intelligent Development of Inland waterway vessels in Wuhan. The two sides are guided by promoting the green and intelligent development of inland waterway vessels, focusing on the development of LNG power, battery power, methanol, hydrogen and other new energy clean energy standardized ship types. Accelerate the breakthrough development of high-end equipment industry in Hubei Province, and drive the green and intelligent transformation and upgrading of Yangtze River inland vessels.

In September 2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, and the Ministry of Transport jointly issued the Guiding Opinions on Accelerating the Green and Intelligent Development of Inland waterway Vessels. By 2030, the green and intelligent technology of inland vessels will be fully promoted and applied, the industrial ecology such as supporting infrastructure, operation management and business model will be improved, standardized and serialized green and intelligent ship types will be built in batches, the industrial chain and supply chain level will be greatly improved, and a modern industrial system for inland vessels will be initially established.

This cooperation is also the first time that the Ministry of Industry and Information Technology of the State and local governments to carry out the development and promotion of green intelligent ships, the future development of green intelligent standard ship type in Hubei, will be promoted in various river basins across the country. According to the MOU, the cooperation between the two sides will involve six aspects:

1. Improve the green intelligence level of inland ships. Focus on the development of more than 2000 DWT LNG-powered cargo ships, standardized box-type power exchange cargo ships, Binjiang, Kuhu pure battery-powered cruise ships, official ships.

2. Promote the transformation and upgrading of inland ship manufacturing. Give full play to the advantages of inland ship manufacturing industry in Hubei Province, cultivate a number of inland ship manufacturing backbone enterprises, focus on improving the quality and efficiency of green and intelligent ship construction, take digital and intelligent transformation of key links of final assembly and construction as a breakthrough, deepen the integration of inland ship design and construction, and promote the standardization, intensive, intelligent and green production of ship manufacturing enterprises.

3. Promote the standardization of vessels on the Yangtze River. Relevant units in Hubei Province are encouraged to develop international standards, national standards and industry standards, promote the establishment of a technical standard system covering the whole process of design, manufacturing, management, operation and maintenance of inland waterway vessels, create a series of green and intelligent standardized ships suitable for the waterways and closed waters of the Yangtze River basin, and support the inclusion of Hubei standard ship types in the national Green and intelligent inland waterway catalog.

4. Enhance the innovation ability of inland ship industry. Give full play to the advantages of shipbuilding research in Hubei Province, layout and construction of a number of green intelligent ship public service platforms, collaborative innovation centers and financial leasing platforms, support the research of green intelligent common technologies, carry out the research and development of preferred ship types and the integrated application of green intelligent technologies, promote the research and development of clean energy ship types such as hydrogen energy and ammonia energy, and promote the integration of innovation and industrialization efficiency.

5, build green intelligent ship industry ecology. Cultivate key enterprises in the middle and downstream of the shipbuilding and Marine engineering equipment industry chain, and strengthen the radiation driving effect of the green intelligent ship industry. We will vigorously develop the Marine clean energy industry, and explore new business models such as customized procurement of standard ship steel, ship leasing, intelligent operation and maintenance, and charging and replacing services.

6. Accelerate the pilot demonstration of green and intelligent inland waterway vessels. Support the research and development and application of green intelligent ships in Hubei Province and their industrialization and large-scale development, support Hubei Province in taking the lead, form a new model for the operation and development of green intelligent ships in inland waterways that can be replicated, promoted and sustainable, and accelerate the green and intelligent development of inland vessels in the Yangtze River.

According to the arrangement of the "Memorandum", the Ministry of Industry and Information Technology will give guidance and support to Hubei Province from industrial upgrading, base construction, scientific research projects, innovation platforms, and industry-finance cooperation, and the Hubei Provincial People's Government will give policy support from priority sluice, infrastructure construction, and old ship renewal and renovation subsidies.

Hubei Province focuses on the development of green and intelligent ship industry, with the goal of 100 billion yuan of ship industry output value by 2025

Inland ships are ships sailing in China's inland waters and river-sea interface areas, mainly including passenger ships, cargo ships, engineering ships, etc., with large capacity, low energy consumption, low cost comparative advantages, is an important part of China's shipbuilding industry equipment system. By the end of 2021, China's inland waterway ships reached 113,600, of which about 10,000 were registered in Hubei, and most of the ships need to be transformed into green ones.

It is understood that Hubei shipbuilding industry occupies an important position in the country, with a complete industrial chain of ship research and development, design, construction, supporting and inspection, and the number of shipbuilding and ocean engineering related research institutes and universities ranks first in the country. In 2021, the output value of Hubei's shipbuilding industry reached 63.1 billion yuan, and the shipbuilding completed volume was 2.837 million deadweight tons, ranking fifth in China and first in inland provinces.

Since 2022, Hubei has issued policy documents such as the Three-year Action Plan for the Breakthrough Development of High-end Equipment Industry in Hubei Province, formulated a list of key tasks for the green intelligent ship industry, and strives to have more than 100 green intelligent ships in the province by 2023, and the output value of the province's shipbuilding industry will reach 100 billion yuan by 2025.

Focusing on the field of green and intelligent ships, Hubei Province will build green and intelligent ship construction bases in Wuhan, Yichang, Huanggang and other places, and implement demonstration actions to electrify the Yangtze River, Han River and Qingjiang River. Relying on leading units such as China State Shipbuilding Group 712 Institute, Wuhan Institute of Technology, Wuchang Shipbuilding, Changhang Group, Hubei Port Group and various innovation platforms, Focus on the development of pure electric cruise yachts, container electric transport vessels, LNG-powered transport vessels, help the shipbuilding industry to reach the sea, and accelerate the construction of the national green intelligent ship application pilot zone.

In June 2022, Hubei Green Intelligent Ship Industry Alliance was established by 712 China State Shipbuilding Group and 45 related design institutes, universities, shipyards and other units. In October of the same year, the Hubei Green intelligent ship Manufacturing Innovation Center, led by the 712 Institute, was identified by the Hubei Provincial Department of Economy and Information Technology as being included in the provincial manufacturing innovation center cultivation plan, and is carrying out relevant work on the establishment of the standard, and strive to build a national innovation center.

According to reports, the development of green intelligent ships in Hubei started earlier, the technical reserve is in the forefront of the country, the province actively build a demonstration system to promote the green and intelligent development of inland ships, forming the overall pattern of "1+3+N" pilot demonstration work, that is, a provincial general program, Wuhan, Yichang, Shiyan three municipal sub-programs, and a series of support measures.

Among them, Wuhan has incorporated the development of green intelligent ships into the key content of the high-end equipment industry and made every effort to promote the quality and upgrading of the industry. In 2022, Wuhan shipbuilding industry achieved revenue of 43 billion yuan, an increase of 11.2%. In the next step, Wuhan will focus on building a green and intelligent inland waterway shipping center, accelerate industrial cultivation, strengthen scientific and technological innovation, strengthen demonstration and promotion, and build a national green intelligent ship research and development, design and construction cluster.

Yichang City proposed to build a national inland green intelligent ship industry demonstration zone and the largest green intelligent ship manufacturing base in the middle and upper reaches of the Yangtze River, driving the development of the city's shipping, tourism and related services, and forming a 100-billion-level industrial chain.

Shiyan City will play a leading role in the pilot demonstration of Danjiangkou Reservoir area, and promote the green upgrading of shipping and tourism industries in the reservoir area by rebuilding and building new green intelligent ships and strengthening supporting shore power facilities.

The relevant person in charge of the military-Civilian Integration Office of the Hubei Provincial Party Committee pointed out: "Relying on the multi-dimensional advantages of Wuhan ship industry innovation power cluster, Yichang ship manufacturing system complete, Shiyan Danjiangkou Reservoir area green intelligent ship typical application scenarios, etc., to promote the construction of Yichang Zhijiang and Huanggang Wuxue ship modern manufacturing base, with high-end leadership, digital empowerment, green transformation as the path. Tackle core technologies, expand key industries, improve supporting support, layout future racetracks, and achieve breakthrough development of green intelligent ship industry with extraordinary measures."
