During the "14th Five-Year Plan" period, infrastructure construction plays a more important role in expanding effective investment and maintaining stable and healthy economic development, and it is necessary to continuously increase reform, innovation and guarantee efforts, coordinate all parties to form synergy, ensure the realization of planning tasks and planning objectives, and improve the support and guarantee for urban operation and development.
1. Strengthening overall planning and coordination

2. Strengthening reform and innovation

We will further improve the pricing mechanism. We will adhere to the market-oriented direction and improve the mechanism for dynamic adjustment of tolls and prices in rail transit, surface public transportation, and expressways. We will accelerate the improvement of the mechanism whereby prices are mainly determined by the market, stimulate market vitality, and increase the efficiency of resource allocation. For infrastructure with public welfare characteristics and natural monopoly operation characteristics, we will establish and improve a government pricing mechanism that scientifically reflects costs, attaches equal importance to incentives and constraints, takes into account social affordability, and adjusts flexibly and dynamically, so as to promote high-quality development of the industry.
We will continue to promote innovation in investment and financing models. We will establish a diversified and multi-channel investment guarantee system and increase the capacity of capital supply. Gradually open the subway station shuttle bus, microcirculation bus, air source market, P+R parking lot and other business subject bidding, forming a multi-subject competition pattern, and constantly improve the service level of the industry. We will improve risk sharing and compensation mechanisms, and improve restraint and incentive policies. We will implement integrated development of hubs, terminals and stations, develop expressways and parking lots using the PPP model, strengthen the pilot promotion of infrastructure real estate investment trusts (REITs), and attract private capital through multiple channels. We will play the role of a financing platform in accordance with the law and regulations, and enhance our financing capacity without violating regulations on borrowing.
3. Strengthening project implementation
We will continue to determine and implement projects based on plans, accelerate the construction of major projects, and ensure the realization of planned goals and tasks.
Implementation of major projects to drive. To study and establish the city's major infrastructure project reserve, arrange special funds to support the preliminary work, strengthen the evaluation of the maturity of construction projects, determine the city's major infrastructure formal projects, preparatory projects and reserve projects according to the maturity of the project, plan and start the preliminary work in advance, and achieve a virtuous cycle mechanism of reserve demonstration and construction.
Categorize and implement precise policies. We will strengthen the coordination and scheduling of reserve projects, speed up the preliminary work, and promote eligible projects to start construction as soon as possible. We will ensure the reasonable funding needs of projects under construction as a whole, promote the smooth implementation of projects under construction, and ensure their early completion and effectiveness. For major reserve projects, projects that meet the conditions and effectively stimulate the economy, serve the people's livelihood, and promote integrated development will be encouraged and supported, optimize the development environment, increase promotion efforts, and accelerate the pace of early work.
4. Strengthening standardized management
We will strengthen the monitoring and evaluation of planning, improve the system for monitoring and evaluating the implementation of planning, strengthen financial constraints, expand public participation, and ensure that planning is scientific.

Accurately calculate the project cost, strengthen the management of the projects included in the planning, improve the quality of the preliminary work of the project, establish a scientific and complete cost budget management system with standardized implementation, strengthen the project cost budget and strengthen the budget implementation.
