I. Development status and situation

1. Achievements of the 13th Five-Year Plan

1. Continued strengthening of development advantages. During the "13th Five-Year Plan" period, the position of China's textile industry in the global value chain has steadily improved, and the overall competitiveness of the industrial chain has been further enhanced. In 2020, the total amount of textile fiber processing in China will reach 58 million tons, accounting for more than 50% of the world's total fiber processing, and chemical fiber production will account for more than 70% of the world's total. In 2020, China's textile and apparel exports reached $299 billion, accounting for more than one-third of the world's share, ranking first in the world, of which textile exports accounted for the global proportion from 36.6% in 2016 to 39.2% in 2019. In 2020, enterprises in the national textile industry will achieve operating income of 4.52 trillion yuan, accounting for 4.3% of the national industry, and the total profit of 206.5 billion yuan, accounting for 3.2% of the national industry.

2. Steady optimization of structural adjustment. During the "13th Five-Year Plan" period, the proportion of fiber consumption of the three major end products of clothing, home textiles and industrial use was adjusted from 46.4:28.1:25.5 in 2015 to 40:27:33 in 2020. At the end of the 13th Five-Year Plan, China's total high-performance fiber production capacity accounted for more than one-third of the world, and the industrial fiber processing volume reached 19.1 million tons, an increase of more than 40% over 2015, effectively meeting the needs of diversified, multi-level and multi-field markets.

3. The innovation ecosystem continues to improve. During the "13th Five-Year Plan" period, the scientific and technological innovation ecological environment of the whole industrial chain of China's textile industry has been continuously improved, and the construction of innovation platforms has made great progress. By the end of 2020, the textile industry has 2 national manufacturing innovation centers, 6 state key laboratories, 2 national engineering research centers, 81 national enterprise technology centers (including 5 sub-centers), and 12 national recognized enterprise industrial design centers. There are 59 key laboratories and 37 technological innovation centers identified by the China Textile Industry Federation. In 2019, the R&D investment intensity of textile enterprises above designated size exceeded 1%, an increase of 0.4 percentage points over 2015, of which the R&D investment intensity of the chemical fiber industry reached 1.4%, an increase of 0.3 percentage points over 2015. During the "13th Five-Year Plan" period, a total of 11 achievements won the National science and Technology award, of which "dry spray wet spinning thousand ton high strength/hundred ton medium mold carbon fiber industrialization key technology and application" won the first prize of National Science and Technology Progress. In the fields of fiber materials, green manufacturing, textile machinery and a number of "stuck neck" technical problems have been broken through. Domestic textile equipment domestic market share reached more than 75%.

4. Creative power continues to improve. During the "13th Five-Year Plan" period, China's textile field has formed a collaborative research and release mechanism covering all links of the industry chain, and the original ability of fashion design has been significantly improved, and more than 100 undergraduate colleges and more than 300 higher vocational colleges have clothing design and engineering majors, ensuring the reserve of fashion design talents. The awareness and reputation of independent brands continue to improve, about 85% of the clothing and home textile brands of major domestic large commercial entities are independent brands, and the consumption scale of original trend brands has increased year by year, accounting for more than 15% of brand consumption. The international influence of Chinese brands has increased, and the cross-border integration of fashion consumption, commercial carriers and communication forms are more diversified and rich.

5. Green development has achieved remarkable results. During the "13th Five-Year Plan" period, the energy use structure of China's textile industry continued to optimize, the proportion of secondary energy reached 72.5%, the energy use efficiency continued to improve, and the comprehensive energy consumption of 10,000 yuan of output value decreased by 25.5%. The total amount of water withdrawn per 10,000 yuan of output value decreased by 11.9%, of which, the water consumption per unit product in the printing and dyeing industry decreased by 17%, and the water reuse rate increased from 30% to 40%. During the "13th Five-Year Plan" period, the cumulative reduction of wastewater emissions and major pollutant emissions in the textile industry exceeded 10%. China's recycling chemical fiber supply capacity has been significantly improved, and the resource utilization level of waste textiles has been further improved. Since 2016, a total of 251 green design products, 91 green factories, 10 green supply chain enterprises, and 11 green design demonstration enterprises have been included in the green manufacturing system construction list by the Ministry of Industry and Information Technology, and green management of the whole life cycle is accelerating its integration into the textile industry chain system. The dimension and connotation of China's textile and garment Corporate Social responsibility management system (CSC9000T) are constantly expanding, and have begun to cover factories invested by domestic enterprises overseas.
