When China basically achieves socialist modernization in 2035, China's textile industry should become the main driver of the world's textile science and technology, an important leader of global fashion, and a powerful promoter of sustainable development. Key core technologies have made comprehensive breakthroughs, and China is in the forefront of international textile advanced technology innovation countries. Matching with the modern economic system and the people's higher quality of life, the textile industry effectively meets the requirements of residents' consumption upgrading and industrial transformation and upgrading. To form a group of well-known brands with leading force, creativity and contribution to the development of global fashion, and jointly build a global fashion cultural highland. The green and low-carbon recycling system oriented by the textile industry has been basically built, and the carbon emissions of the industry have decreased steadily after reaching the peak.

(3) The 14th Five-Year Plan for Development

1. The development of the industry has achieved new results. The development of the industry has maintained a reasonable range, and the quality and efficiency have been significantly improved. During the "14th Five-Year Plan" period, the average annual growth of industrial added value of textile enterprises above designated size remained in a reasonable range; The total amount of fiber processing in the textile industry and the global share of textile and garment exports remained basically stable; Profit margins in the textile industry remain at a good level.

2. New progress was made in industrial restructuring. At the end of the "14th Five-Year Plan", the fiber consumption ratio of the three major categories of clothing, home textiles and industrial products reached 38:27:35. We will strengthen the development of a system of industrial coordination, and consolidate and enhance the advantages of industrial development in which domestic and foreign markets are interconnected and the East and West are mutually reinforcing. During the "14th Five-Year Plan" period, the proportion of operating income of textile enterprises above designated size in the key textile industry development areas in central and western China continued to increase. Based on the "double cycle" development pattern, the product quality continues to improve, the categories are more abundant, the service is more efficient, to meet the domestic market consumption upgrading needs, to participate in the international market competition at a higher level, and the international supply chain quality resource integration ability has been significantly improved.

3. Scientific and technological innovation and development have reached a new level. At the end of the "14th Five-Year Plan", the proportion of research and experimental development expenditure of textile enterprises above designated size in operating income reached 1.3%. The innovation level of new fiber materials continued to improve, and the self-sufficiency rate of high-performance fibers reached more than 60%. During the "14th Five-Year Plan" period, continue to promote the deep integration of a new generation of information technology and the textile industry, and accelerate the digital transformation of the industry. The evaluation index of the development level of the integration of the two industries exceeded 60, the industrial Internet platform system of the industry was basically established, and the big data center of the textile and garment industry was initially built.

4. Brand fashion construction to create new value. During the "14th Five-Year Plan" period, we will continue to promote the construction of consumer brands, manufacturing brands and regional brands, and cultivate a number of high-quality brands with high scientific and technological innovation ability, strong fashion consumption leading ability and obvious international competitive advantages. The fashion leading power and global recognition of independent consumer brands continue to improve, the scale of manufacturing brands among the first echelon of world brands has further expanded, the number of enterprises with brand value of more than 10 billion has exceeded 40, and the brand influence of key cluster regions has continued to increase. The textile industry further integrates with Chinese excellent culture and open and multicultural culture to enhance the soft power of industry culture.

5. Green development has reached a new height. At the end of the "14th Five-Year Plan", the energy structure of the textile industry was further optimized, the efficiency of energy and water resources utilization was further improved, the energy consumption and carbon dioxide emissions per unit of industrial added value were reduced by 13.5% and 18% respectively, and the water reuse rate of the printing and dyeing industry was increased to more than 45%. The output of biodegradable materials and green fibers (including bio-based, recycled and stock liquid colored chemical fibers) has increased by more than 10% per year, and the annual processing volume of recycled fibers accounts for 15% of the total fiber processing.
